The discussion on the ring road has an extensive history with the City dating back to 1984. There have been numerous discussions regarding various segments of the ring road including the CSAH 23ITrunk Highway 13 intersection realignment and the extension of the roadway on the Park Nicollet property between Toronto and Franklin Trail. CURRENT CIRCUMSTANCES The following discussion reviews alternate layouts including the CSAH 23ITH 13 intersection and a proposed "ring road" northeasterly to Franklin Trail. The intent of this analysis is to assist the Council in its visioning process for this commercial area. How do you want it to look in twenty to fifty years? This discussion should assist in this decision making process. The proposed ring road will help to eliminate the existing frontage road issue between Duluth and Franklin Trail, especially in front of the Priordale Mall and the EZ Stop gas station. The main purpose of any proposed frontage or backage road to TH 13 is to take local commercial business traffic off of TH 13. To work effectively the road should promote continuous traffic flow through this commercial/business area. Shown below are other objectives the ring road is expected to achieve regardless of layout. 1. Eliminate Toronto Avenue as a city street north ofthe ring road, and the Toronto Avenue connection to TH 13. 2. Include storm drain improvements to Toronto/Tower intersection. 3. Close Franklin and TH 13 access to EZ Stop. 4. Provide access to EZ Stop and Velishek properties off the ring road. 5. Improve the gravel road segment of Tower Street. 6. Utilize the same CSAH 23ITH 13 area realignment. 7. Discourage southbound traffic on Mushtown Road. The circumstances which are bringing this issue forward at the present time include land use issues and priority of funding. Secondly, the Napa site located just west of the existing CSAH 23 and Tower Street intersection will be affected greatly by the redesign of the CSAH 23 and TH 13 intersection and the connecting roadways. In addition, the city has had proposals to develop the vacant land on Tower and Toronto. Lastly, the city staff is currently putting together the new five year Capital Improvement Plan which will prioritize not only projects in this area but other projects within the city which are affected by the use of Municipal State Aid Funding and other city funds which could be used for the "ring road" system. To facilitate the study of the ring road, staff has divided the roadway into three segments: A = CSAH 23/TH 13 Intersection to Duluth; B = Duluth to Toronto; C = The Park Nicollet Segment from Toronto to Franklin Trail. Four alternative layouts have been prepared, each containing an identical Segment A, the CSAH 23/TH 13 intersection to Duluth since this segment has previously been investigated more thoroughly. Below is a narrative for each ring road segment and alternative layouts within each segment. As you read the narrative please refer to the attached graphics and tables supplied for each layout. SEGMENT A: THE CSAH23/TH 13 INTERSECTION This intersection had a Feasibility Study completed in 1992 which. investigated various options for this intersection and the surrounding roadways. At least four alternatives were investigated with the attached layout being the chosen alternative. Of the alternatives investigated, this layout achieved the traffic criteria demanded by the county, MnDOT and the city. This proposal would include a new traffic signal at the new intersection and include the closure of the current CSAH 23 intersection with TH 13. It realigns the Tower Street, Mushtown Road, CSAH 23 intersection into a more acceptable alignment. MnDOT and the county will participate heavily in this segment of the project due to the access improvements to CSAH 23 and TH 13. The cost for this segment of the proposed ring road improvements is estimated at $1,777,000.00. SEGMENT B: BETWEEN DULUTH AND TORONTO This segment of the road has the most significantly different alternate layouts of the entire roadway. The alternatives include four different layouts as shown in the attached materials. The least expensive alternative is not do any improvements to Tower or Toronto in this area and is called Layout No.1. Layout No.2 involves a meandering design following Duluth Avenue and the north side of the Enivid First Addition area (proposed Post Office site) and continues easterly behind the Priordale Mall to Toronto Avenue. Layout No.3 utilizes a segment of Tower Street, then curves to the north through a large radius curve through the Enivid Addition to match Toronto Avenue near the Borka property site. Layout No.4 involves a more straight line design between the Duluth/Tower intersection and the Borka property proceeding straight through the Enivid First Addition area. The least expensive alternative for Segment 8, is Layout No. 1 with Layout No. 4 being the most expensive. Layouts No. 2 and No. 3 have similar affects on property, while NO.4 has the most impact on property. The estimated costs for each are depicted on the attached information. RINGROAD.DOC 2 RINGROAD.DOC .. .'.T-r'l SEGMENT C: THE PARK NICOLLET SEGMENT For alternative Layouts No. 1 - 3, the proposed design for this segment is the same which proceeds with a meandering alignment from Toronto to the existing Park Nicollet street stub. This design impacts the parking area of the Borka property which may involve purchasing more land to make the existing building a viable business. Layout No.4 is a more direct route from Toronto straight through the Borka building and ending up at the same terminus of the existing Park Nicollet driveway. The first three (3) layouts for this segment have the same cost estimates while the fourth costs more due to the total taking of the Borka property. FUNDING SOURCESIIMPACTS Shown below are the assumptions used to estimate the costs for each alternative layout. COST ESTIMATE ASSUMPTIONS (1) Collector standards for street between CSAH 23 to existing stub street to Park Nicollet. (a) Forty-four (44) foot wide - concrete curb and gutter (b) Five (5) feet concrete sidewalk on one side and eight (8) foot bituminous trail on other. (2) New street matches existing thirty-two (32) foot wide Park Nicollet street. (3) No private utility costs (i.e. electric, gas, telephone). (4) Street lights will be an additional cost. (5) Leaving shredded tire section in place. (6) Storm drain improvements to Toronto/Tower intersection (in cooperation with Post Office site construction). (7) Alternates 1, 2, & 3 assume purchasing land from Borka plus replacement cost of that land. (8) Does not include any costs for acquisition of access rights. With these assumptions in mind the table below shows the Cost Estimate for each layout. The state and county have already agreed to fund a portion of the CSAH 23/TH 13 intersection improvements as described in Segment A, although final amounts have not been agreed to. The CSAH 23/TH 13 intersection (Segment A) has been programmed in the County CIP for 2004 and the City CIP will also include Segment A in 2004. Segment C, the Park Nicollet area, possibly is a stand alone project dependent on development of the remaining parcel by Park Nicollet. Segment B, the segment between Duluth Avenue and Toronto Avenue' requires immediate attention with the proposed post office on the Enivid First Addition, Lots 1 & 2 of Block 1. Alternatives 2, 3, and 4 all would have impacts on the post office design. The Council has to prioritize funding, weighing the benefit of this proposed project versus intersection improvements on TH 13 such as the Commerce/Boudin Project, 150th Street, Main StreetlCSAH 44 and others. All include major utilization of Municipal State Aid Funds to construct. Currently, the City has approximately $600,000.00 in its MSA account available for new construction and we will receive approximately $300,000.00 additionally each year for construction. Therefore, there is some money available to do this project if that is your priority. CONCLUSIONI RECOMMENDATIONS: As stated previously, this item is mainly about visioning for the future. It is what the Council would like this commercial area to look like in ten to twenty years. Staff investigated the four alternatives utilizing a decision analysis stating the purpose, objectives, and desired results of the proposed project. Using this analysis alternate Layout Numbers 1, 2, and 3 are clearly preferred, meaning Layout No.4 is thrown out. Of the preferred alternatives, Layout NO.2 is my recommendation. The reasoning is that it does provide a good frontage/backage road to TH 13 and the alignment follows property lines more closely than other alternatives thereby reducing the number of parcels that are cut up into small, odd-shaped parcels. Layout No. 1 is obviously the easiest and least expensive. The problem is that its effectiveness from a traffic movement perspective is undermined by the ninety degree intersection at Tower and Toronto and the channelizing of the commercial/business traffic to that intersection. I The alternatives are as follows: (1) Approve Layout No.2, direct staff to schedule a Public Hearing before the City Council to receive public input on the proposal and then if appropriate prepare an official map to reserve the right-of-way and program the improvements in the CIP which will facilitate completion of the ring road. (2) Take no action and direct that additional information be provided on one or a combination of layouts. A motion and second to approve Layout No 2, direct staff to schedule a Public Hearing before the City Council to receive public input on the proposal and then if appropriate prepare an official map to reserve the right- of-way and program the improveme s in the CIP which will facilitate completion of the ring road.
