PERMIT FEES AND CLEAN-UP DEPO~IT FOR CHURCH OF ST.
MICHAEL APRILFEST

The Church of St. Michael is requesting an Outdoor Concert permit in order
to hold a family dance on the school grounds during their Aprilfest
celebration on April 29, 2000. The dance will be held in an enclosed area
(tent) and any debris from the dance will also be contained in the enclosed
area. There are some changes from last year's festival. A rock band has
been hired for Saturday night in lieu of a D.J., consequently, we expect
greater attendance. The Prior Lake Police Department has reported no
problems with past outdoor concert events for St. Michael's.
Aprilfest is an annual event for families of the entire community and a main
fund-raiser for St. Michael's Church. They have already been approved for
a temporary gambling permit for this event. A temporary 3.2 non-
intoxicating liquor license has also been requested and is included in a
separate agenda item.
The Issues
St. Michael's Church is requesting that the $200.00 Outdoor Concert permit
fee be waived along with the $250.00 clean-up deposit as they are a non-
profit organization. The fees have been waived by the City Council in the
past. The City Manager can approve the Outdoor Concert permit, however,
the City Council must approve the waiving of fees under provisions of the
city code.
To respond to the live band and greater anticipated attendance, we have
approved the permit subject to the following:
1. Two officers rather than one be hired.
2. One officer will oversee liquor dispensing and the other the entertainment
area.
Additional safeguards include an 11 :00 p.m. closing, speakers directed
toward the church and our aclrnowledgment that the decibel meter will be
used in the event of a complaint. The Council should consider whether it
wishes to condition the permit fee and clean-up waiver upon a problem free
concert.

1. Approve the waiver of the $250,00 Outdoor Concert fee and the
