For the past 11 years, the City of Prior Lake has organized
and sponsored a clean-up/recycling day. This program has
allowed residents of Prior Lake to recycle or dispose of many
items, such as: old batteries, appliances, tires, scrap metal,
brush, and yard waste.
Current Circumstances
The program is self-supporting, as it is funded through user
fees and a grant from Scott County. This year the county has
set aside a grant of up to $5,525.00 for the City of Prior Lake
for a recycling/clean-up day. If Credit River Township
requests to be part of our clean-up day, as they did for the
first time last year, we will receive an extra $1,500 from
Scott County to offset the cost of adding their residents.
With Credit River Township's contribution, our total grant
funding will be $7,025.00.
The Issues
In order to secure these funds, the City must enter into an
agreement with Scott County expressing an interest in the
funding.
On April 4, a grant application was submitted to the Scott
County Environmental Health Department requesting grant
funding assistance for this year's recycling/clean-up day.
This grant was pursued for the purpose of having a
mechanism for funding in the event that the City Council

approves a recycling/clean-up day for 2000 as it has done for
the past 10 years. The revenues from the program offset the
expenses so there is no budgetary impact.
Conclusion
This is a very popular program that residents look forward to
each year. This year's recycling/clean-up day will be held on
Saturday, April 29 from 8:00 a.m. - 12:00 p.m. The event
will once again take place in the parking lot of the Prior Lake
Senior High School. This year the recycling/clean-up day
has been moved to the spring to coincide with the Adopt-A-
Park, Adopt-A-Highway, and Earth Day events.
This year's recycling/clean-up day will also include the
"Bridging" program jointly sponsored by the Prior Lake
Lions and Rotary. The Bridging program is designed to
provide needy families with furniture and various other
household goods.
1. Authorize Mayor and City Manager to execute grant
agreement with Scott County.
2. Schedule Fall Clean-up Day for Saturday, April 29,
2000
3. Approve 1 and 2 above as part of the consent agenda.
4. Table action on one or both items for a specific reason.
Staff recommends Alternative #3. We are advised by the
County that they will not have the grant agreement available
to us until May. Because of this delay they have virtually
guaranteed the funding amounts set fOTtn

WHEREAS, the City has sponsored a clean-up/recycling day for the past eleven
years, and,
WHEREAS, Scott County has provided a grant funding to assist with City-
sponsored recycling events, and,
WHEREAS, Scott County has set aside a grant of up to $5,525.00 for the City of
Prior Lake to operate a recycling day for 2000, and,
WHEREAS, if Credit River Township requests to be a part of our recycling day the
City will receive an extra $1,500 to offset the cost of adding township
residents, making the total grant funding $7,025.00, and,
WHEREAS, the 2000 City Clean-up Day will be held April 29, 2000, and,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR
LAKE, that the Mayor and City Manger execute the recycling program grant agreement
with Scott County.
Passed and adopted this 17th day of April, 2000.
