AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION ACCEPTING DONATIONS
AND GRANTS TO THE CITY DURING THE SECOND QUARTER OF
2012
DISCUSSION: Introduction
The purpose of this agenda item is to consider acceptance of donations
and grants made to the City during April, May, and June of 2012 and to
authorize city staff to amend the budget for any additional revenues
received and expenditures that may be incurred to comply with grant
agreement and restricted donations.
History
Minnesota State Statute 465.03 requires that the City accept a grant or
devise of real or personal property and maintain such property for the
benefit of its citizens in accordance with the terms prescribed by the donor.
In addition to being a legal requirement, this resolution encourages
transparency in government and accountability.
Current Circumstances
A resolution has been prepared that identifies the donations and grants that
were received during the 2 quarter of 2012 and the terms in which they
were presented. If a donation or grant was accepted under separate
resolution, it has not been included in this current list. While it is certainly
our intent to include all donations and grants for the 2 quarter of 2012, we
recognize that we may have inadvertently missed some. Those will be
addressed in subsequent resolutions.
Conclusion
Staff is requesting that the Council accept the donations and grants
received and authorize them to amend the budget. Staff intends to seek
Council acceptance of donations and grants each quarter during the year
and amend the budget when appropriate.
ISSUES: This agenda item allows City Council to publicly recognize the donations
and grants made to the City in the interest of transparency.
FINANCIAL Certain donations and grants and their corresponding expenditures are
IMPACT: reflected in the annual budget due to their recurring nature. Acceptance of
additional donations and grants may result in additional or offsetting
expenditures depending on the terms prescribed by the donor.
In 2011, the City received approximately $307,000 in grant funding. The
City spent approximately $190,000 to complete projects totaling
approximately $497,000.
ALTERNATIVES: 1. Approve the resolution accepting donations and grants received by the
City during the 2 ND quarter of 2012 as presented.
2. Delay action if the Council requires additional information.

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. City staff is authorized to amend the budget to comply with grant agreements and restrictive donations.
3. The grants and donations are hereby officially acknowledged with gratitude to the donors.
