REPLACING A ROOF AT FIRE STATION #1 AND 2. REPAIRING AND SEALING FLOORS AT THE MAINTENANCE CENTER DISCUSSION: Introduction The purpose of this agenda item is to seek approval from City Council for plans and specifications and authorize advertisement for bids for the replacement of the roof at Fire Station #1 and to repair and seal the floors in the vehicle /equipment storage area at the Maintenance Center. History To effectively deliver services to our residents by all City departments, including fire, police, parks and recreation, engineering, inspections, finance, planning, utili- ty billing, water quality, natural resources, fleet, streets and utilities, the City has made major investments in our facilities. In 2010 staff realized that several of our buildings were aging resulting in a need to conduct expensive repairs in the near future. At that time staff developed the Facility Replacement Plan (FMP), much like the fleet and park replacement plans. The FMP budgets for major repairs, replacements and upgrades on a long term basis (25 years) for all of our facilities. The City of Prior Lake operates seven facilities, all of which provide different func- tions in order to maintain the City's infrastructure and serve its residents. The facil- ities are as follows`. Facili Year Established Function Water Treatment Plant 2009 Domestic Water Treatment Fire Station #2 2008 Public Safet City Hall 2006 City office /Public business Police Station 2006 Public Safet Library 1999 Resource Center Maintenance Center 1996 Public Works Maintenance Fire Station #1 1995 Public Safet In addition to these seven buildings the FMP also identifies the Old Maintenance Facility which is utilized for the storage of Public Works materials, two rental build- ings on Main Street and a house at Pike Lake Park. There are. no major repairs planned for these four structures all though, more than likely as the City continues to grow they will be demolished. At its July 9, 2012 meeting the City Council adopted Resolution 12 -110 adopting the FMP as part of the 2012 -2016 Capital Improvement Plan to plan for major re- placements and maintenance of various components of our city buildings. The fund will now account for and provide funding for expenditures identified in the FMP. Current Circumstances The 2012 FMP identifies replacing the roof on Fire Station #1 and repairing and sealing the floors in the vehicle /equipment apparatus area at the Maintenance Fa- cility. Fire Station #1 Fire Station #1 was constructed in 1995 and is now 17 years old. The membrane roof on this facility has exceeded its useful life. In 1998 the roof experienced hail damage. Leaks in the membrane were temporarily repaired in 2010. Since that time other areas of the roof are starting to leak causing further damage to the roof decking, structural components, insulation, HVAC equipment, ceilings and related equipment. A few examples are shown below. Maintenance Center The Maintenance Center was constructed in 1996 and is now 16 years old. At the time the facility was constructed, the concrete floors in the vehicle /equipment ap- paratus area were not sealed. As a result, the concrete floors are now deteriorat- ing from exposure to salt, chemicals, dirt, water, impact from equipment and ve- 2 hicular traffic. Pictures of the maintenance center floor are shown below which illustrate the present condition. Left unprotected, moisture and chemicals entering the cracks and spalls potentially can reach the reinforcing steel causing rust and corrosion which can lead to major deterioration of the entire concrete floor as well as safety issues for people using the area. Staff has worked with this firm on several projects in the past and are happy with their performance and attention to detail. At this point the project design and plans and specifications are complete and it is appropriate to seek City Council authority to advertise for bids. A copy of the plans and specifications are available in the Public Works Maintenance Facility for re- view. Once the bids are received, City Staff will present the bids to the City Coun- cil for award at the August 27, 2012 Council meeting. ISSUES: Water damage as a result of leaking roof can over time cause interior roof and wall damage. When the existing roof is removed for replacement staff will inspect the structure for unanticipated damage and make the appropriate repairs before the installation of the new membrane roof. Enclosed are pictures showing leak- age damage to ceiling tiles. FINANCIAL The FMP budgeted $154,500 for the replacement of the roof at Fire Station #1 and $122,277 to repair and seal the floors at the Maintenance Center. ALTERNATIVES: 1. Approve Resolution approving the plans and specifications and authorizing advertisement for bids for the replacement of the roof on Fire Station #1 2. Approve a resolution approving plans and specifications to repair and seal the floors at the Maintenance Center. 3. Deny this agenda item for a specific reason and provide staff with direction. 4. DESCRIPTION OF WORK Section includes pre - finished flashing, counterflashing, curb flashing and related sheet metal and flashing materials as shown on the drawings and specified herein, as follows: Cap flashing and metal counterflashing Provide two -piece assemblies as necessary to ensure that no reverse metal color is visible. Base bid shall include: Selective removal and replacement of existing metal work. At locations where access to the existing membrane / base flashing is necessary, contractor may remove and replace existing metal at locations involved. Contractor shall remove existing caps, keepers and related work in order to provide for a complete and warranted installation. New membranes shall extend up and over parapet walls and under any other flashings. PART2- PRODUCTS MATERIALS Prefmished Steel Commercial quality 24 gage hot dipped galvanized steel (G -90), smooth primed and finished one side with Kynar based flouropolymer coating of 1.0 (±0.1) mil total dry film thickness. Match existing color on the building Fasteners Same metal as flashing/sheet metal or, other noncorrosive metal as recommended by sheet manufacturer. Match finish of exposed heads with material being fastened. Mastic Sealant Polyisobutylene; nonhardening, nonskinning, nondrying, nonmigrating sealant. FLASHING AND SHEET METAL 07600 -1 PRIOR LAKE FIRE STATION #1 RE -ROOF PROJECT 7/21/2012 Elastomeric Sealant Generic type recommended by manufacturer of metal and fabricator of components being sealed; comply with FS TT -S -0027, TT -S- 00230, or TT -S- 001543. Epoxy Seam Sealer 2 -part noncorrosive metal seam cementing compound, recommended by metal manufacturer for exterior /interior nonmoving joints including riveted joints. Paper Slip Sheet 5 -lb rosin -sized building paper. RRe lets Metal or plastic units of the type and profile indicated, compatible with flashing indicated, noncorrosive. Metal Accessories Provide sheet metal clips, straps, anchoring devices and similar accessory units as required for installation of work, matching or compatible with material being installed, noncorrosive, size and gage required for performance. Refer to Section 07900, for sealants. MANUFACTURERS: Subject to compliance with requirements in color to match, provide materials from one of the following manufacturers: Prefinished metal: Colorklad; Vincent Brass. Pac -Clad: Peterson Metals Corp. Una -Clad FAB RICATION: General Metal Fabrication Shop- fabricate work to greatest extent possible. Comply with details shown, and with applicable requirements of SMACNA "Architectural Sheet Metal Manual" and other recognized industry practices. Fabricate for waterproof and weather - resistant performance; with expansion provisions for running work, sufficient to permanently prevent leakage, damage or deterioration of the work. Form work to fit substrates. Comply with material manufacturer instructions and recommendations for forming material. Form exposed sheet metal work without oil- canning, buckling and tool marks, true to line and levels indicated, with exposed edges folded back to form hems. Seams Fabricate nonmoving seams in sheet metal with flat -lock seams. Seams are to be formed and soldered. Expansion Provisions Where lapped or bayonet -type expansion provisions in work cannot be used, or would not be sufficiently water /weatherproof, form expansion joints of intermeshing hooked flanges, not less than V deep, filled with mastic sealant (concealed within joints). Sealant Joints Where movable, non - expansion type joints are indicated or required for proper performance of work, form metal to provide for proper installation of elastomeric sealant, in compliance with SMACNA standards. Separations Provide for separation of metal from noncompatible metal or corrosive substrates by coating concealed surfaces at locations of contact, with bituminous coating or other permanent separation as recommended by manufacturer /fabricator. Elastic Expansion Joint Fabrication General Provide manufacturer's standard units of size and type indicated, complete with prefabricated corner and intersection units and splicing materials; with elastic sheet flashing forming the primaryjoint membrane, in a supported bellows arrangement to be secured to both sides of expansion joints; with bellows insulated from below with adhesively applied, flexible, closed- cell rubber or plastic not less than 3/8" thick. FLASHING AND SHEET METAL 07600 -2 PRIOR LAKE FIRE STATION #1 RE -ROOF PROJECT 7/21/2012 PART 3 - EXECUTION INSTALLATION General Comply with SMACNA "Architectural Sheet Metal Manual ". Underla moment Install slip sheet of red rosin paper and a course of polyethylene underlayment where required and specified. Bed flanges of work in a thick coat of bituminous roofing cement where required for waterproof performance. Shop form all sheet metal details including cap flashing, wall flashing, gutters, downspouts, decorative elements and any other items shown on the drawings, or otherwise required for a complete installation. Provide materials to the job site that are square, solid, clean and in relatively new condition. Protect all metal before, during and after installation as necessary. CLEANING AND PROTECTION Clean exposed metal surfaces, removing substances which might cause corrosion of metal or deterioration of finishes. Protection Ensure that work is protected from damage or deterioration, other than natural weathering, at time of substantial completion. END OF SECTION 07600 FLASHING AND SHEET METAL 07600 -3 PRIOR LAKE FIRE STATION #1 RE -ROOF PROJECT 7/21/2012 SECTION 07530 - SINGLE PLY EPDM ROOFING SYSTEM PART1- GENERAL RELATED DOCUMENTS Drawings and general provisions of Contract, including General and Supplementary Conditions and Division -1 Specification sec- tions, apply to work of this section. DESCRIPTION OF WORK Section includes the single ply membrane roofing work consisting of a ballasted EPDM single ply membrane roofing system. System shall include all labor, materials, equipment and accessories necessary to complete all the work identified on the drawings. The scope of work include replacement of all existing EPDM roofing. 1. Roofing system shall include scrim reinforced EPDM rubber sheet membrane, roof insulation, tapered units, ballast (where applicable), elastic sheet base flashing, molded pipe flashing, adhesives, concrete walkway pavers, sealants, mastic, cement and fasteners required for a complete installation, as follows: New 60 mil membrane, balasted EPDM membrane 2. Tear off and demolition of metal work in order to access substrate: The work includes a complete tear -off and removal of the existing balasted EPDM membrane and selected metal work. Contractor shall dispose of all materials and include this cost with the bid. 3. Base bid shall include: Selective removal and replacement of existing metal work. At locations where access to the existing membrane / base flashing is necessary, contractor may remove and replace existing metal at locations involved. Contractor shall remove existing caps, keepers and related work in order to provide for a complete and warranted installation. New membranes shall extend up and over parapet walls and under any other flashings. 4. Alternate bid shall include: Complete removal of existing metal flashing and counterflashing, with removal and disposal of existing flashing. All standing seam roofing shall remain and is not a part of the base bid or alternate bid. 5. Insulation: Complete removal of existing installation is not a part of the work. Some additional tapered insulation units are required for drainage, as noted in the documents, and shall be included in the work. All existing insulation shall be screwed into the existing deck in order to conform with the manufacturer's standards for a fully adhered membrane installation. Any existing rigid insulation that is encountered which is soft or deteriorated shall be negotiated with the owner on a case -by -case basis. Any adjustments in cost shall be reviewed with the owner and approved in writing prior to acceptance. 6. Caulking and sealing: Contractor shall include caulking and sealing of any joints in the work that are necessary to ensure a water -tight installation. 7. Roof walkways: SINGLE PLY EPDM ROOFING SYSTEM 07530 -1 PRIOR LAKE FIRE STATION #1 RE -ROOF PROJECT 7/21/2012 Provide new walkway units on the roof in locations identical to the existing walkway units. 8. Ballast: Contractor may re -use existing ballast except that additional ballast may be necessary in order to obtain 15 to 20 lbs. /s.f. at corners and perimeter of the building. The cost of the project shall include any necessary balast. 9. Warranty: Base bid shall include manufacturer's standard 20 year warranty. RELATED WORK Sheet metal work is specified in Section 07600. QUALITY ASSURANCE 1. Manufacturer Obtain primary flexible sheet roofing from a single manufacturer. Provide secondary materials as required by manufacturer of primary materials. 2. Installer A firm with not less than 5 years of successful experience in installation of roofing systems similar to those required for this project and which is acceptable to or licensed by manufacturer of primary roofing materials. 3. Certification: Installer shall be a certified contractor of one of the approved manufacturers. Letter or certification shall be required prior to roof conference. 4. Pre - Roofing Conference Prior to installation of roofing and associated work, meet at project site, or other mutually agreed location, with installer, roofing manufacturer, installers of related work, and other entities concerned with roofing performance, including Owner's agent, Architect, and Owner. Contractor shall record discussions and agreements, and furnish copy to each participant. Provide at least 72 hours advance notice to participants prior to convening pre - roofing conference. The roof conference shall take place after or during deck installation, and must be held prior to any roof work being performed. 5. Insurance Certification Assist Owner in preparation and submittal of roof installation acceptance certification necessary in connection with fire and extended coverage insurance on roofing and associated work. Roof system shall be Class A, equivalent to an FM 60 rating (for ballasted roofs). SUBMITTALS Product Data Provide owner with manufacturer, specific roof system details and any other necessary information to indicate that the contractor has complied with compliance to these specifications. JOB CONDITIONS Prior to bidding, the bidder and contractor is required to examine the roof, inspect details and fully understand the scope and detail of the work. Weather Proceed with roofing work when existing and forecasted weather conditions permit work to be performed in accordance with manufacturers' recommendations and warranty requirements. Protect and safeguard all materials and in -place construction at the end of each working day. Protect existing office and warehouse space from inclement weather during construction. SINGLE PLY EPDM ROOFING SYSTEM 07530 -2 PRIOR LAKE FIRE STATION #1 RE -ROOF PROJECT 7/21/2012 The work shall take place during normal workin hours The city will be using the building during all construction activities. In bidding this project, it is understood that the city will require access to the building. Safety and communication will be necessary by the contractor to comply with these conditions. Because the building is currently in use at the end of each work day, or during the work day if inclement weather aawroaches, the building shall be made temporarily watertight PRODUCT DELIVERY, STORAGE AND HANDLING Deliver products in original unopened packaging with manufacturer's identification. Store materials in a neat and safe manner, in a dry area, and in accordance with manufacturer's instructions. Do not exceed al- lowable live -load of any storage area. All flammable materials shall be labeled and stored as required. SPECIAL PROJECT WARRANTY Base Bid. RoofinE systems manufacturer to provide written warranty for a period of twenty (20) yars commencing on date roofing system is inspected and accepted by manufacturer. Warranty shall cover all labor and materials associated with the repair or replacement ofroofing leaks, defects or any other systems failure resulting from defective roofing materials or installation, and shall not be limited to the original installed cost to the Owner. PART 2- PRODUCTS ' GENERAL : Compatibility Provide products which are required by manufacturers to be fully compatible with indicated substrates, or provide separation materials as required to eliminate contact between incompatible materials. MANUFACTURERS: Subject to coin liance with requirements, provide products from one of the following systems manufacturers: Carlisle Syntec Systems. Firestone Building Products. Gen -flex Roofing Systems Johns Manville Versico Inc. Note #l: All listed manufacturers must be able to warrant and accept standing water for a minimum of 48 hours as a part of the conditions. Note #2: As a part of the condition of the work, any seaming or interconnections between the existing and new membrane shall be accepted and warranted by the manufacturer. MATERIALS: EPDM 60 mil unreinforced or reinforced membrane* • Ethylene propylene diene monomers formed into uniform, flexible sheets, complying with the following: Tensile Strength (ASTM D 412) 1400 psi minimum. Ultimate Elongation (ASTM D 412) 300 % minimum. SINGLE PLY EPDM ROOFING SYSTEM 07530 -3 PRIOR LAKE FIRE STATION #1 RE -ROOF PROJECT 7/21/2012 Brittleness Temperature (ASTM D 746) -49 deg.F (45 deg.C). Tear Resistance (ASTM D 624) 125 lbs. per lin. inch min. Resistance to Ozone Aging (ASTM D 1149) No cracks. Resistance to Heat Aging (ASTM D 573) 8.3 MPa; tensile minimum to be 1200 psi. Thickness 60 mil nominal thickness. Exposed Face Color Black or Dark Grey. * Type of reinforcement is dependant on manufacturer used, subject to compliance with the warranty specified. MISCELLANEOUS MATERIALS Sheet Seaming System Manufacturer's seam slice tape especially designed, tested and manufactured for use between EPDM membranes, 2- 1 /2 "to 3" wide by 1/4" thick, continuous. At special conditions provide standard splice adhesive, including edge sealer to cover exposed spliced edges as required by manufacturer of roofmg system. Cant Strips. Tapered Edge Strips and Flashing Accessories Types required by manufacturer of membrane material, provided at locations indicated and at locations required by mfr., including adhesive tapes, flashing cements, and sealants. Primers and cleaners As required by the membrane manufacturer. Molded Pipe Flashing Furnished and used as required by membrane manufacturer. Membrane Tape, Adhesive and Sealant As required by membrane manufacturer for particular substrate and project conditions, formulated to withstand min, 60 psf uplift force (I -60). All typical seams to be spliced and bonded through the use of membrane tape. At areas where tape is not possible or recommended, a brush application (not roller) is to be used. Ballast: As a part of the base bid, and as necessary, provide manufacturer- approved washed river rock or other smooth rock. INSULATING MATERIALS General Provide insulating materials and tapered insulation to comply with requirements indicated and with referenced standards; in sizes to fit applications indicated, selected from manufacturer's standard thicknesses, widths and lengths. Insulation Materials: Polyisocanurate Foam Board Insulation Rigid, thermal insulation of polyiso foam boards permanently bonded to facers sheets at each side complying with RIC /TIMA Bulletin #281 -1, minimum K -value of 0.17. This is to be provided on an as- needed basis. Provide tapered boards where indicated for sloping to drain; fabricate with taper of 1/4" per ft. MISCELLANEOUS INSULATION MATERIALS Adhesive for Bonding Insulation Type recommended by insulation manufacturer and complying with fire resistance requirements. MATERIALS /SYSTEM System: epoxy -based concrete overlay coatingsystem: Prior to the UDlication of the base coat to the entire floor, create a slurry base coat, using aggregate and any special admixtures to infill all cracks, voids, spalls and pop -outs so that the final coating is consistent and smooth throughout the space. Schedule cleaning and coating application so dust and other contaminates will not fall on wet, newly coated surfaces. Prior to blasting of the entire floor, experiment with media to ensure the best and most appropriate size and type for the application involved. Coordinate the work and related working conditions so that any air quality and ventilation requirements are met. Include any pecial ventilation or equipment for use by installer, to maintain a safe and healthy condition for the installer. APPLICATION Epoxy As recommended by the manufacturer, apply mixed epoxy with a notched squeegee to rate of 60sq.ft. Per. Apply second coat immediately behind first coat that has begun to set. Broadcast aggregate in wet epoxy to complete saturation. Apply aggregate uniformly across the floor surface. Amount of aggregate shall be consistent with the approved sample. Material Preparation Carefully mix and prepare materials in compliance with the coating manufacturer's directions. Completed Work Match approved samples for color, texture and coverage. Remove, refinish or recoat work not in compliance with specified requirements. CLEANING Clean-Up Upon completion of work, clean glass and spattered surfaces. Remove spattered coatings by washing, scraping or other proper methods, using care not to scratch or damage adjacent finished surfaces. Any fmish surfaces damaged by Contractor shall be replaced at no cost to the Owner. PROTECTION Protect work of other trades, whether to be coated or not, against damage from coating. Correct damage by cleaning, repairing, replacing, and recoating as acceptable to the Architect. Leave in an undamaged condition. Apply at a rate as specified by the manufacture, and indicated above, making sure that all surfaces with a uniform and consistent covered without puddling or overapplying. Aggregate Broadcast: Verify the use of this with the Owner. Following the overlay coat, as applicable, broadcast aggregate into wet base material. Evenly distribute aggregate in the best means possible for a uniform application. Broadcast until no we areas are visible. Remove excess material and allow to dry for the top coat application. Top coat application shall result in a matte, uniform surface sheen. Material Preparation Carefully mix and prepare materials in compliance with the coating manufacturer's directions.
