AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION ACCEPTING BIDS AND AUTHOR-
IZING THE MAYOR AND CITY MANAGER TO EXECUTE THE CITY'S STAND-
ARDIZED CONSTRUCTION CONTRACT FOR THE 2012 BOOSTER STATION
CONTROL UPGRADE PROJECT
DISCUSSION: Introduction
The purpose of this agenda item is to accept the bids and authorize the Mayor
and City Manager to execute the City's Standardized Construction Contract with
Automatic Systems Co. for the 2012 Booster Station Control Upgrade as identified
in the 2012 Water portion of the General Fund Budget
History
At the time the Wilds subdivision was approved the city's water system did not ex-
tend this far north. In order to provide water pressure to serve this subdivision the
developer was required to build a booster station. This station contains a series of
different size pumps and controllers used to assure that water for this subdivision
would remain pressurized for domestic and emergency water purposes.
Currently the City is limited on adjusting the operation of the Booster Station
pumps and control system. City staff has to pay a company to. make service calls
to adjust the rates at which the pumps operate. Rather than continue to incur this
ongoing cost and in an effort to refine the operation of this facility, we solicited
quotes to convert the control system.
Current Circumstances
The current control system is not integrated into the City's Supervisory Control
and Data Acquisition (SCADA) system. The work quoted would provide for the
connection of this infrastructure to the SCADA system and allow staff to make ad-
justments to the operation of the facility. City staff received two (2) quotes for the
Booster System Control Upgrade, which are listed in the table below.

Conclusion
Staff is recommending awarding the Booster Station upgrade contract to the low-
est responsible bidder, Automatic Systems Co., in the amount of $28,558.00. Au-
tomatic Systems Co. has successfully completed previous projects for the City of
Prior Lake.
ISSUES: The improvements will not only minimize the annual cost of operation which has
averaged $4,000 per year, we will be more capable of fine tuning the pumps so
there are not peaks and valleys in pressure providing a higher level of service.
Considering the price of service calls, we believe that the low bidders represent a
good value to the Prior Lake taxpayer.
FINANCIAL Funds for this project will be drawn from the Water Department portion of the
IMPACT: general fund budget, of which $35,000 is identified for the City's water budget (wa-
ter tower, Booster Station inspection & repairs).
ALTERNATIVES: 1. Motion and second to adopt the attached resolution awarding the Booster Sta-
tion Control Upgrade project contract to the lowest responsible bidder, Auto-
matic Systems Co., in the amount of $28,558.00.
2. Table this item for a specific reason and provide staff with direction.
3. Direct staff not to proceed with the project.

WHEREAS, The City of Prior Lake is committed to improving the operations of the Booster Station
within the City by continued maintenance; and
WHEREAS, Continued maintenance will reduce the need for costly service calls in the near future; and
WHEREAS, A total of two (2) bids (provided in the chart) were received for the identified booster
station control upgrade, with the low bid from Automatic System Co. at a cost of
$$28,558.00, and

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are hereby authorized to execute the City's Standard Agreement For The
Purchase Of Goods And Services for the identified Booster Station Control Upgrade with Automatic
Systems Co. for a cost not to exceed $28,558.00.
3. Funding for this project shall be drawn from the Water Department portion of the General Fund Account
#601- 49400 -412
