ASSOCIATES TO PROVIDE PROFESSIONAL ENGINEERING SERVICES
FOR WELL AND PUMP HOUSE NO.6
H/STORY
On April 3, 2000, the City Council directed staff to solicit engineering proposals
for the development of a new Jordan Well on the west side of Prior Lake and
return to the Council with the recommendation for a consultant. The city
requested proposals for professional services for the proposed well and,
pumphouse from the following six engineering firms:
1. Barr Engineering
2. Bonestroo,Rosene, Anderlik & Associates
3. Progressive Consulting Engineering (PCE)
4. Short, Elliott, Hendrickson (SEH.RCM)
5. Toltz, King, Duvall & Associates (TKDA)
6. WSB & Associates (WSB)
Each of the above listed firms has expertise in the drilling of new wells and the
construction of pumphouses.
The engineering firm that is chosen will divide the project into two separate
phases and construction contracts. The first phase and contract will be for the
drilling and development of a new well. The second phase and contract will be
for the construction of a pumphouse.
The following table shows the submitted proposed compensation fees for the
project:

Notes:
1. Includes allowances for soil borings and permits of $2,200.
2. Plus actual cost of "reimbursable expenses"
Based on a review of the above proposals, it was obvious that each firm has
many years of experience in constructing wells and pumphouses. There is
very little difference between the expertise and ability to complete a project of
this nature. Based on this fact, the choice comes down to price and familiarity
with the firm.
Bonestroo, Rosene, Anderlik & Associates has worked in the city before and
was the engineer in charge of the rehabilitation of Wellhouse NO.3. They also
completed work on the SCADA system for the city. The proposed Project
Manager, Mr. Dick Foster, has been the engineer for eighty wells and
pumphouses. WSB & Associates has a Project Manager, Mr. Dave Hutton,
who is very familiar with the problems associated with permitting for a well in
this area due to his previous experience as the City Engineer/Public Works
Director for the City of Savage. The WSB Project Engineer, Mr. Gene
Anderson, has been the engineer in charge of numerous wells in the south
metro area.
Doug Hartman, Public Works, Supervisor; Sue McDermott, Assistant City
Engineer; and I have evaluated these proposals and then discussed the
choices. Based on this discussion, WSB & Associates was chosen for
recommendation to the City Council. I have attached a copy of WSB's
proposal to this report. Copies of the other five proposals are available in my
office.
ALTERNATIVES:
There are two alternatives for the City Council to consider:
1. Approve a resolution which authorizes WSB & Associates to provide
engineering services for Well and Pumphouse No. 6 and the associated water
system improvements for a total fee not to exceed $59,700.
2. Deny this item for a specific reason and provide staff with direction.
RECOMMENDED
MOTION:
Staff recommends adoption of Alternative NO.1. The city's water system is
currently under a lot of strain due to the drought like conditions and the need
for an additional well.
ACTION REQUIRED:A motion and a second to adopt the Resolution stated above.

WHEREAS,
it is proposed to construct Well and Pumphouse No.6, and;
WHEREAS,
engineering services including preliminary and final design, and construction
services are required for this project, and;
WHEREAS,
based on the review and evaluation of six proposals. the City Engineer
recommends acceptance of the proposal from WSB & Associates.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA that WSB & Associates is hereby authorized to provide engineering services for Well
and Pumphouse No. 6 and the associated water system improvements for a total fee not to
exceed $59,700 to be drawn from the Trunk Fund.
Passed and adopted this 15th day of May, 2000.

Dear Mr. Osmundson:
WSB & Associates, Inc. is pleased to submit this proposal to the City of Prior Lake to
provide professional engineering services for the design and construction of Well No.6
and associated well house and watermain transmission line.
We sincerely appreciate your interest in our t;'rtm, as well as the time you spent with our
staff discussing the project and providing information to us during the preparation of this
proposal. We are extremely interested in providing quality and cost effective engineering
services to the City of Prior Lake on this project.
This proposal outlines WSB's approach to the project and proposed scope of services to
meet the goals and expectations of the City, along with detailing the project team,
representative project experience, compensation, and schedule.
The team we have assembled has the necessary qualifications to successfully provide the
design and construction services to complete the requested improvements within the
required timeframe.
Mr. Br~t Weiss. will serve as the PrinciDal-in-Chaq~e ,and will be responsible for overall
quality control on this project. The Project ManaRer will be Dave Hutto..n. P.E., who
brings extensive municipal experience to the project team. Mr. Hutton, most recently
worked at the City of Savage before joining our firm and spent considerable time

addressing the same water supply issues that Prior Lake is faced with today. During
Dave's tenure year at Savage, he spent four years working with the DNR to develop
consensus on the alternative long-range water supply issues and reach successful
completion of a final water supply plan and initiated the implementation of the Phase I
solution by designing and constructing Wells 8, 9 and 10. Mr. Hutton yiill serve as the
primary contact to the City staff on this project and will serve as a liaison between the
City and the DNR for all issues.
The Project Engineer will be Gene Anderson, P .E., who has over 40 years of experience
with water supply and municipal water system issues. Gene has experience in resolving
issues and problems that arise during complicated and somewhat unpredictable projects.
WSB has assembled a support team of WSB staff members, as well as Luken
Architecture and Kaeding & Associates, Inc. to assist in these specialty aspects of this
project.
WSB is proposing to complete the design and construction for a not-to-exceed fee of
V $59,700. A comprehensive breakdown of these fees is contained within our proposal.
WSB is committed to successfully completing'this project on time and within budget to
