HomeMy WebLinkAbout10A Appoint to Advisory Committees 464 6 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: October 22 , 201 2 AGENDA #: 10B PREPARED BY : Frank Boyles, City Manager PRESENTED BY: Frank Boyles AGENDA ITEM: C ONSIDER APPROVAL OF RESOLUTIONS APPOINTING PERSONS TO SERVE ON CITY ADVISORY COMMITTEES DISCUSSION: Introduction The purpose of this agenda item is to request Council adoption of resolutions making appointments to various advisory committees. History The City Council’s various advisory committees operate in accordance with adopted bylaws. The bylaws provide that committee members may serve three year consecutive terms subject to nine - year term limits. Each October , incu m bent committee members whose three - year term is schedule d to expire are asked if they are interested in re - appo intment. If so, they submit a new applic a tion and participate in an interview. At the same time, staff recruits new applicants for v a cant advisory body positions using the Prior Lake Amer i- can, City Website, City Newswire and other communication venues. Current Circumstances Existing advisory committee members have been asked to reapply if they d e- sire. New applicants have been recruited. Pursuant to the bylaws, the r e- spe c tive advisory committee ’ s interview teams composed of the appropriate repr e se ntatives have been constit uted and interviews conducted. Applications and where applicable resumes are included for city council review. Conclusion The Council should determine if it concurs with the recommendations of its i n terview teams. 2 ISSUES: The response to this ye ar’s solicitation for applicants was very gratifying. N u- merous of the applicants indicated that they learned of the openings by rea d- ing the new downtown sign. Our objective this year was three fold. If possible achieve a one person – one committee relation ship. Such action reduces the likelihood of burnout with any of our advisory body members. It also maximizes the number of residents who can become meaningfully involved in their government. The second objective was to get each advisory body to its maximu m number of members to increase the representation of significant segments of our po p- ul a tion and encourage interaction during deliberations. The final objective was to ask the school district to recommend a student to become a member of the Community Safe ty Advisory Committee. Thanks to the effort of two of the committee members and the chair this effort has been successful and Rachael Pe arson is recommended as one of the me m bers of this committee. The EDAC appointments are made by the Economic Developmen t Authority but are shown in this report for information purposes. No resolution is inclu d- ed. The EDA is scheduled to act on the appointments at its October 29 mee t- ing. If Council members have questions about the proposed appointments , the Council liais ons to each c ommittee participated on the interview team s and will be prepared to respond. FINANCIAL I M- There is a cost or at least a potential of cost for the staff to provide administr a- tive support to the committees on an ongoing basis and for City Council me m- PACT: bers to attend the meetings as liaisons. O n the other hand, local government benefits from having the input of residents to accomplish the many goals and objectives identified in our 2030 Vision and Strategic Plan. ALTERNATIVES: 1. A dopt each resolution of appointment as recommended or with amen d- ments. 2. Refer the recommendations back to the interview committee s . RECOMMENDED As determined by the City Council. MOTION: 3
