HomeMy WebLinkAbout9C - Removed MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT JUNE 5, 2000 9C BILL O'ROURKE, CHIEF OF POLICE CONSIDER APPROVAL OF PROPOSAL TO REPLACE POLICE DEPARTMENT DETECTIVE VEHICLES: 1) Resolution OO-XX Authorizing the Sale of One (1) 1993 32-Foot Motorhome to the City of Red Wing, Minnesota. 2) Resolution OO-XX Authorizing the Purchase of One (1) 2000 Model Ford Expedition Through the State of Minnesota Cooperative Purchasing Program. 3) Resolution OO-XX Authorizing Staff to Solicit Quotations for the Trade-In of One (1) 1992 Chevrolet Lumina and One (1) 1993 Ch(wrolet Blazer, and Authorizing Staff to Solicit Quotes for the Acquisition of One (1) 2000 Ford Taurus. History The 2000 Budget as approved for the Police Department contains $10,000.00 (42100-550) to be used in conjunction with a trade-in to replace one of our investigator's vehicles. None of the police vehicles are included in the equipment matrix. The Department currently has a 1993 Chevrolet Blazer and a 1992 Chevrolet Lumina for use by the two detectives.. The Blazer is used as the primary investigations vehicle, has 92,000 miles and is in very poor shape. We are also finding this vehicle, because of it's size to be inadequate for carrying the equipment used on a regular basis for evidence processing at a crime scene. The Lumina has 65,000 miles and would be in need of considerable repairs or replacement within the next year. A recent criminal forfeiture, resulting from a pull-tab investigation, has presented us with an opportunity to replace one or both of our investigations vehicles without the need for additional taxpayer contribution. The forfeited item is a 1993 Sun Voyager, 32 foot motor home, with 33,500 miles. We have been told by Brambilla's, Inc., and Shakopee GMC, that this has a retail value of $28,000.00 and a wholesale value of $22,000.00. They also told us they would not buy it for the wholesale amount due to the fact that the sale of such motor homes is sluggish because of the price of gasoline. 162~Q:@@SmL<\A:~h-ooo&owDVB1iMd,I)be'KMy-m~ta 55372-1714 / Ph. We have looked into a few scenarios to accomplish the replacement of one or both of the investigation's vehicles. #1. Superior Ford, which holds the State cooperative purchasing contract for police vehicles is willing to give us $19,000.00 for the motor home in trade for a 2000 Ford Expedition. Their trade-in is lower than what Brambilla's told us due to the fact that they have already reduced their profit on the cost end. I have attached the Fleet pricing sheet from Superior Ford for the Expedition. We would be looking at the $26,695.00 base with the options of privacy glass for $251.00 and the limited slip rear axle for $217.00. Total cost for this vehicle is $27,163.00. #2. Shakopee GMC is willing to give us the $22,000.00 trade-in toward the purchase of a conversion van that listed for about $30,000.00 or a Chevrolet Tahoe listing for $35,000.00. #3. The Red Wing Department of Public Safety is looking to purchase such a vehicle to be used as a mobile command post. The Director of Public Safety is seeking the approval of the City Manager to proceed with an offer to us of $22,000.00 for the motor home. Conclusion We too have given consideration to keeping this vehicle as a mobile command post.. I do not believe that it would be used with enough regularity or frequency to justify such a request. Furthermore, keeping the ve~licle would present storage concerns and the expenditure of additional funds to convert it to fit the needs. True, it would be nice for the "what ifs" that come along from time to time. However, our primary concern is to be able to deliver our services on a daily basis. With that in mind our priority is to replace the investigation's vehicles. ISSUES: Why an Expedition-like vehicle? Such a multipurpose vehicle would allow us to use it in a number of capacities. As mentioned earlier, we carry quite a bit of equipment around to process crime scenes. With privacy glass the vehicle would be very suitable for the occasional covert stake-outs that are necessary. Furthermore, with 4-wheel drive, it could be pressed into service to get officers where they would otherwise have trouble getting during a significant snow storm. Sell or Trade? I believe that we would be in the best position by selling the motor home to Red Wing. Our asset list would then appear as follows: $22,000.00 from the sale of the motor home $10,000.00 from 42100-550 (2000 Budget) I:\COUNCI L \AGNRPTS\2000\P DV E H [C L. DOCKe I [y Meyer ALTERNATIVES: RECOMMENDED MOTION: REVIEWED BY: $ 8.000.00 estimated from trade-in of Blazer and Lumina $40,000.00 Subtracting the $27,163.00 for a 2000 Expedition would leave us with $12,837.00 toward replacement of the Lumina. Trading the motor home in to Superior Ford would leave us with only $9,837.00 toward the replacement of the Lumina. The purchasing order deadline for the Ford Expedition under the State contract was Thursday, May 25, 2000. Such an order can be canceled no later than June 6, 2000. With this in mind, I have taken the liberty to place that order, knowing full well that I may have to cancel it should the Council so instruct. For your information I have also included a copy of the State Cooperative Purchasing price on a 2000 Ford Taurus as an example of the second vehicle that would fulfill our need as a replacement for the Lumina. We would be using the $14,111.00 base price plus $534.00 for ABS brakes, for a total of $14,645.00. The difference between this figure and what would be remaining from our assets above, $1,865.00. would be handled within the existing department budget. (It must be noted however that the order deadline for these vehicles has also past. It will be necessary for us to solicit quotes to fine a vehicle that meets our price and needs.) We would return to the City Council requesting authorization to trade both vehicles and acquire a replacement vehicle at a subsequent meeting. I do believe that the sale and subsequent use of the revenue from the motor home is an extremely responsible use of a rare opportunity. These new vehicles will meet our investigation needs for the next five to seven years, thereby limiting the tax dollar requests made for such necessities. 1. Approve sale of the motorhome to the City of Red Wing for $22,000.00 and defer any further action. 2. Approve the sale of the motorhome to Red Wing for $22,000.00 and authorize the purchase of a 2000 Ford Expedition utilizing the State Cooperative bid price. 3. Alternate 2 plus authorize the staff to receive quotations for a replacement vehicle, quotations for trading-in the Blazer and Lumina, with final City Council consideration at a future meeting. 4. DOCKe 1 I y Meyer T"1r--!i RESOLUTION OO-XX A RESOLUTION APPROVING THE SALE OF ONE (1) 1993 SUN VOYAGER MOTORHOME TO THE CITY OF RED WING, MINNESOTA Motion By: Second By: WHEREAS, the City of Prior Lake Police Department seized through a police action one (1) 1993 32- foot Sun Voyager Motorhome; and WHEREAS, the District Court has granted the City of Prior Lake ownership of the vehicle pursuant to criminal forfeiture and seizure laws; and WHEREAS, the City Council has determined that there is no immediate City need or use for the vehicle; and WHEREAS, the City has been advised that the wholesale value of the vehicle is $22,000; and WHEREAS, the City of Red Wing, Minnesota desires to purchase the vehicle for $22,000 on delivery. Now THEREFORE, be it resolved by the City Council of the City of Prior Lake that it hereby authorizes the sale of one (1) 32-foot 1993 Sun Voyager Motorhome to the City of Red Wing, Minnesota in the amount of $22,000. Now THEREFORE, be it resolved by the City Council of the City of Prior Lake that it hereby authorizes the purchase of one (1) 2000 model Ford Expedition in accordance with the State contract bid sheet contained in the June 5, 2000 agenda report at a cost not to exceed $27,163.00.
