CONSIDER APPROVAL OF RESOLUTION OO-XX APPROVING
SPECIFICATIONS AND AUTHORIZING SOLICITATION OF BIDS FOR ONE
(1) 2000-GALLON FIRE DEPARTMENT TANKER TRUCK
History: As the Council is aware, the Tanker Truck Subcommittee was asked to
refine the tanker truck specifications. They have done so, reducing the technical
equipment specifications from about 25 pages to 4 pages.
Current Circumstances: After the Tanker Truck Subcommittee revised the
specifications, I revised the bidding timeline and incorporated the City Attorney's'
boiler plate revisions into the new document.
Last week, the Mayor, Fire Chief, two Fire Department representatives and I
spent about three hours carefully reviewing the specifications. By the end of the
meeting, all parties agreed to the set of specifications distributed to you in your
May 26, 2000 packets, and attached hereto.
Conclusion: It is now appropriate to approve the revised tanker truck
specifications and authorize bidding of the equipment.
The tanker specifications reflect the desires of the Fire Department for an
acceptable tanker truck while encouraging multiple bids. The specifications also
contain a timeline for bid approval and criteria against which bids can be
evaluated to assure that price alone is not the only guiding criteria. If
Councilmembers have questions regarding the various elements of the
specifications, it would be appropriate to address those issues at this time.
ALTERNATIVES: (1) Approve the Tanker Truck Specifications as submitted and authorize
solicitation of bids.
(2) Defer action pending additional information.
RECOMMENDED
MOTION:
Alternative (1). Motion and second to approve Resolution OO-XX Approving the
Tanker Truck Specifications and Authorizing Solicitation of Bids.

Resolution Approving Specifications and Authorizing Solicitation
of Bids for One (1) 2000-Gallon Fire Department Tanker Truck.

WHEREAS,
the present Fire Department tanker truck, a 1978 Ford 800, presents a safety hazard to
firefighters in its operation; and
WHEREAS,
the tanker truck has exceeded its useful life; and
WHEREAS,
the Matrix for Capital Equipment Replacement planned for replacement of the tanker
truck in 1999; and
WHEREAS,
the Fire Department Tanker Truck subcommmittee has submitted specifications which
reflect the desires of the Fire Department for an acceptable tanker truck while
encouraging multiple bids.
Now THEREFORE, be it resolved that the City Council of the City of Prior Lake hereby approves the
Tanker Truck Specifications and authr.izes the advertils~ent and solicitation of bids for replacement
