APPROVING THE PLANS AND SPECIFICA TfO-N's AND
AUTHORIZING SOLICITATION OF BIDS FOR THE
CONCESSIONIRESTROOM FACILITY AT THE
COMMUNITY PARKNOUTH ATHLETIC COMPLEX ON
THE FORMER BUSSE PROPERTY.
Historv:
At the April 17, 2000 City Council meeting staff was directed by the
Council to prepare the plans and specifications for the
concession/restroom facility at the Community ParklY outh Athletic
Complex on the former Busse property.
CurrentC~cumsmnces:
The plans and specifications have been prepared and are ready to be
bid, A copy of the plans and specifications are available in the Parks
and Recreation Director's office. The plans and specifications were
prepared by Oertel Architects, Jeff Oertel was the primary architect for
the Prior Lake Maintenance Center and has designed park facilities in
Plymouth, Hennepin Parks, Racine Wisconsin, and the Minneapolis
Park and Recreation Board, Jeff did the design work for the Memorial
Park concession/restroom and also designed Grainwood Park. We
have been very satisfied with Jeff's performance and design work in
past projects.
The building has very clean lines, is constructed of colored block, and
cedar trim, metal doors and shutters, very similar in materials and color
as the Memorial Park building. The attached drawings depict the
proposed building, Though there is no building that is completely
vandalproofthis building would be very solidly built and should have a
lifespan of approximately 50 years, The bathrooms and concession
stand would be open during games, tournaments, and special events,
The Issues:
There are no outstanding issues regarding the building at this time.

This is a prototype building and the design, plans and specifications
could be used if there is ever another opportunity for a building of this
type in the park system in the future,
Conclusion:
Should the Council approve the plans and specifications and authorize
the solicitation of bids we would advertise for bids within the next two
weeks and open bids the last week of July. We will be attending the
July 13th Spring Lake Township Board meeting and requesting a
building permit. The Township Board issues the permit and Scott
County is the governing agency that ultimately approves or disapproves
the application. Our goal is to return to the Council in August for bid
approval and begin construction this Fall. The building will be
completed in the summer of 200 I and the athletic fields will be ready
for play in the Fall of 200 1,
Budget Impact:
Funds for this project would be drawn from the Parks and Library
Referendum budget. As with the Memorial Park building and
Lakefront Park Pavilion we would act as our own general contractor
and bid the sub-contractors individually, AI Friedges will oversee the
construction of the building. The Architect's estimates for the building
are $145,000,00, The engineer's estimates for the sewer system are
$45,000.00, which would bring the construction cost estimate to
$190,000,00, Mr. Oertel's fee for preparing the plans and
specifications for just the building are $6,500.00, Typically an
Architect's fees are 10% of the construction total which would have
been $14,500,00, The Architect's fees are included in the professional
services part of the budget for the new Community Park/Athletic
Complex,

APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING
SOLICITATION OF BIDS FOR THE CONCESSION/RESTROOM FACILITY
AT THE COMMUNITY PARKNOUTH ATHLETIC COMPLEX ON THE
FORMER BUSSE PROPERTY.

WHEREAS, at the April 17, 2000 meeting the City Council directed staff to prepare
plans and specifications for a concession/restroom facility at the
community park/youth athletic complex on the former Busse property,
and
WHEREAS, funding for this project will be drawn from the 1997 Parks and Library
Referendum, and
WHEREAS, the plans and specifications have been reviewed and approved by staff,
and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR
LAKE, MINNESOTA, that the plans and specifications for the concession/restroom
facility at the Community Park/Youth Athletic Complex on the former Busse property are
approved and that staff is hereby authorized to advertise and solicit bids for said project.,
Passed and adopted this 19th day of June, 2000.
