AND SPECIFICATIONS AND AUTHORIZING THE
SOLICITATION OF BIDS FOR THE BAND SHELTER AT
LAKEFRONT PARK
Historv:
At the May 15, 2000 City Council meeting the Council approved the
proposal of the Prior Lake Lions Club to participate in the purchase
and construction of a Band Shelter for the Outdoor Performing Arts
Theater at Lakefront Park.
Current Circumstances:
The plans and specifications are prepared and the project is ready to be
advertised and bid, A copy of the plans and specifications are available
in the Parks and Recreation Director's office, There are two
manufacturers of prefabricated band shelters that we are aware of, and
either could be bid. Graphics are attached which portray the type of
structure we are seeking, The specifications are written so that a
contractor could use a company which specializes in prefabricated
shelters, or the contractor would have the option to purchase the
materials separately and construct the band shelter from scratch, In any
case the contractor would be responsible for providing all labor and
materials (excluding shingles) and would bid the project as such, The
City will provide the shingles so that we can match them with the
shingles on the existing Lakefront Park Pavilion,
The Issues:
There are no outstanding issues regarding the band shelter at this time,
We have entered into an agreement with the Lion's Club and they have
made the first installment of $1 0,000.00 , (Agreement attached). The
main concern that the Lions Club has is that should charitable gambling
cease for any reason that they would not be held responsible for the
remaining monetary obligation. (see #4 in agreement)

Conclusion:
Should the Council approve the plans and specifications and authorize
the solicitation of bids we would advertise immediately, open bids in
July, return to Council in August for award of bids, and complete the
project this Fall,
Budget Impact:
Initially, $40,000.00 will be drawn from the Parks and Library Fund
Referendum and $10,000,00 from the Lion's first year contribution to
pay for this project. Ultimately, the Prior Lake Lions Club will
contribute $30,000.00 for the band shelter. The City would contribute
$20,000.00.
The estimates for the band shelter are $30,000,00 for the band shelter
materials (including the shingles which we would supply), $15,000,00
for labor, $2,000.00 for wiring and lights, $2,000,00 to wrap the
support beams in stone, and $1,000,00 for a small secure storage area
for folding chairs and music stands, The total project estimate is
$50,000,00.

the Lakefront Park development includes a stage area for the performing arts,
and
the Prior Lake Lions Club has agreed to contribute $30,000.00 for the
constmction of a band shelter which will protect the performers and their
equipment from the elements, and
the City of Prior Lake will contribute an additional $20,000.00 for the
constmction of the band shelter, and
the City portion of the nmding will be drmvTI from the 1997 Parks and Library
Referendum fimd, and
the plans and specifications have been prepared, and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, that the plans and specifications for the Lakefront Park Band Shelter are approved
and that staff is hereby authorized to advertise and solicit bids for said project.
