HISTORY
This item is request for City Council consideration to approve the installation of
"No Parking" signs at three locations. The first location is on Bluff Heights Trail
where there is a problem with mail delivery due to parking on this street. The
second location is on Candy Cove Trail which is part of the 1999 Reconstruction
Project where the banning of parking is required due to safety concerns at a hill
and curve. The third area is at the Tower Street and Toronto Avenue intersection
in an effort to improve the visibility for vehicles and pedestrians at this
intersection in light of development in the area. Maps are attached which portray
each ofthe proposed "No Parking" areas.
CURRENT CIRCUMSTANCES
1. BLUFF HEIGHTS TRAIL - The Bluff Heights Townhome
Association had requested that the Engineering Department
investigate and recommend improvements to the parking situation on
this dead end roadway. There are numerous driveways on the west
side of the roadway which eliminate a number of possible on street
parking sites. On the east side of the roadway there are apartment
buildings that have very few off street parking sites which adds to the
demand of on street parking. The situation causes problems for mail
delivery and for backing out of the driveways.
The street itself is approximately twenty-eight feet wide which is
somewhat narrow to allow parking on both sides. With the number of
driveways on the west side; however, parking is implicitly
unavailable. Cars do park in front of the mailbox areas which does
lead to mail delivery problems. We are recommending that "No
Parking" signs be installed on both sides of the street in front of the
mail box clusters so that mail delivery will not be impeded. This does
not solve all the problems in the area but with parking really not

available on the west side, it appears that it IS possibly the only
solution available.
2. CANDY COVE SEGMENT - The Candy Cove segment is
immediately west of T.R 13 where Candy Cove Trail has a sharp
horizontal curve and also a very distinct vertical curve. Candy Cove
is a twenty-eight foot wide street. In the past, people have requested
the installation of "No Parking" signs on this segment and it was
signed "No Parking". However, the installation of these signs was not
approved by the City Council and we are now trying to remedy this
situation. We are recommending that parking be banned only on the
southwest side of Candy Cove Trail from a point of approximately
sixty feet west of the curve through the driveway immediately at the
top of the hill. This would still allow parking on the northwest side of
Candy Cove and should allow adequate site distances for people
traveling towards TH. 13 and meeting another vehicle at the curve.
3. TORONTO/TOWER INTERSECTION - The Toronto Towe'r
intersection can be come quite busy at the peak A.M. and P.M. hours.
Toronto north of this intersection and Tower west of this intersection
are already signed for "No Parking". The west bound lane of Tower
is also signed "No Parking". Toronto is thirty feet wide south of
Tower and thirty-two feet wide south of 170th Street. In an effort to
improve the situation, staff is recommending that parking be banned
on Toronto A venue south of Tower Street on both sides of the road to
I 70th Street and on the east bound lane of Tower from Toronto to its
easterly terminus. This would improve visibility at the intersection
and the ongoing safety of pedestrians and vehicles, and provide
consistent signage in the area.
4. TORONTO AVENUE AT WOODRIDGE PARK - During the
discussion at one of the neighborhood meetings regarding traffic
resulting from the park being constructed on the Busse property, the
subject of parking at Woodridge Park was brought up. Due to the use
of the athletic fields at W oodridge for league events there are many
times when both sides of Toronto are aligned with parked vehicles.
Due to the horizontal curves and parked vehicles it can be dangerous
for pedestrians to cross the street at the park. Staff recommends that
"No Parking" signs be installed on the west side of Toronto to
improve the situation.
CONCLUSIONS:
Staff believes that it is appropriate for the City Council to approve the installation
of "No Parking" signs as described above and on the attached drawings. Staff
would purchase and install these signs as soon as they are available with City
Council approval.

The total cost of these signs is very minor and would be funded by the Street
Operating Budget.
The alternatives are as follows:
1. Approve Resolution oo-xx approving the installation of "No Parking" signs
at Bluff Heights Trail, Candy Cove Trail, and Toronto Avenue as described in
this report.
2. Deny this entire item or segments of it for a specific reason and provide staff
with direction..
3. Table this item until some date in the future.

AUTHORIZING PLACEMENT OF "NO PARKING" SIGNS ON CANDY COVE TRAIL,
TORONTO AVENUE, TOWER STREET, AND BLUFF HEIGHTS TRAIL

WHEREAS,
the City is concerned about the safety of its traveling public, both vehicular and
pedestrian, and
the City has received requests for the Engineering Department to investigate the need
for parking restrictions at various locations in the City; and
the Engineering Department has investigated the locations and has made
recommendations to the City Council.
WHEREAS,
WHEREAS,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, the
placement of "No Parking" signs is hereby ordered at the following locations:
a) On Bluff Heights Trail on the east and west sides of the street in front of the mail box
clusters at Bluff Heights townhomes and Bluff Heights apartments.
b) On Candy Cove Trail on the southwest side of the street from Station 35440 to Station
37400.
c) On Toronto Avenue on both sides of the street between 170th Street S.E. to Tower Street.
d) On Tower Street on the south side of the street from Toronto Avenue to its easterly
terminus.
e) On Toronto Avenue on the west side of the street adjacent to Woodridge Park.
Passed and adopted this 19th day of June, 2000.
