CONSIDER APPROVAL OF RESOLUTION OO-~ APPROVING THE RE-DIVISION OF PRIOR LAKE PRECINCT #2 AND DESIGNATING PRECINCT POLLING LOCATIONS The City has received notification from the Church of S1. Michael that due to space problems the church will no longer be available to serve as the polling location in Precinct #3 for all future elections conducted after January 1, 2001. This action necessitates the search for a new polling location for Precinct #3. Minnesota Statutes 204B.16 stipulates that polling place changes be authorized by council resolution. In addition Precinct #2 must be divided (i.e. Precinct #2a. and Precinct #2b.) to accommodate the growing number of voters in this precinct as a result of the Cardinal Ridge, Wilderness Ponds and future Deerfield developments. New Pollina Place for Precinct #3 Ideally polling places are to located within the boundaries of the precinct or within 3,000 feet if a public facility is unavailable. Typically churches are utilized as polling places for city conducted elections. Staff researched polling place options within or immediately adjacent to Precinct #3 and identified the following four possible locations: 1. Faith Evangelical Lutheran Church The church has a pre-school area that could possibly be utilized however there are two immediate drawbacks~ the first is the limited access of right in right out only off of Highway 13 and the second limitation is the size is somewhat smaller than desired. 2. Five Hawks Elementary School This site used to serve as Precinct #3's polling location but due to the fact that we were restricted to the entry way and the high student traffic volume, this location had too much noise and distractions which is the reason we relocated once the new St. Michael's Church was constructed. 3. Prior Lake Library The dance studio would probably be large enough to accommodate election activities however there are two obvious disadvantages associated with this location as well, the first being very limited parking for the large turnouts which occur during the general elections and the second 16200 Eagle Creek Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph, (612) 447-4230 / Fax (612) 447-424.5 AN EQUAL OPPORTUNITY EMPLOYER H:\ELECTlONlAGENPOLLDOC problem would be the rescheduling of dance class activities. 4. Friendship Church Upon inspection this facility has a very spacious area that is available to conduct election activities along with substantial parking. Also Pastor Doyal VanGelder has indicated that we are welcome to use the church on a continual basis as an official polling place, The only distinction is that it is teclmically outside the boundary of both the precinct and municipal boundaries (see map), but it is allowable by definition. In fact, if approved, Friendship Church would be the best of all five polling locations. Re.Division of Prior Lake Precinct #2 Precinct size is generally recommended by the Minnesota Secretary of State Election Division to not exceed a maximum of 2,000 registered voters. The present registration count within the city is indicated below: Precinct Location Registered Voters #1 Holy Trinity Church 1633 16150 Arcadia Avenue SE #2 MN Valley Community Church 1989 5995 Timber Trail SE #3 St. Michaels Church 1915 16311 Duluth Avenue SE #4 SMDC Government Center 1103 2330 Sioux Trail NW #5 Assembly of God Church 2271 6880 Boudin Street NE Total Registered Voter Count... 8,911 Since we are required to designate a new polling location, Staff thought it would be appropriate to review all the precinct polling locations. Precinct boundaries are frozen until legislative districts are realigned until after the 2000 census data is compiled and cannot be changed until April 30, 2002. But you can re-divide a precinct as long as the outside boundary does not change. Both precincts #1 & 3 are close to 100% developed so the registered voter count is not expected to grow much beyond these numbers. Precinct #4 is the largest geographic area and will accommodate the majority of the city's growth in the future and presently has the smallest count at 1103 registered voters. Precinct #5 has already grown beyond the acceptable size standard and should be reconfigured with the creation of another precinct in 2002 which could possibly be located at Holy Cross Church. Precinct #2 will experience significant growth in the near term with the Deerfield development. So it would appear to be a good time to split Precinct #2 down the middle along CSAH 21 with the north portion continuing to use Minnesota Valley Community Church while the H:\ELECTlONlAGENPOLL, DOC south portion could relocate to the Prior Lake Fire Hall and use the council chambers to conduct election activities. As indicated on the attached "Precinct Boundary Map 2001" the newly divided areas of existing precinct #2 would be renamed Precinct #2a. and Precinct #2b. This numbering scheme is required by state statute on an interim basis until legislative redistricting is complete. Any polling location change requires Scott County to notify all affected eligible registered voters of such a change at least 25 days before the next election that would be conducted at the new polling location. Scott County Elections Coordinator Mary Kay Kes has requested as early a lead time as possible to conduct the notification process which would become effective for elections beginning in 2001. The City would be responsible for the postage cost of the postcard mailing which is estimated at approximately $1,000 dependent upon the number of voters in Precincts 2 & 3 at time of notification. RECOMMENDATION: Staff would recommend adoption of Resolution OO-XX Approving the Re-Division of Prior Lake Precinct #2 and Designating Precinct Polling Locations. The resolution reaffirms the existing polling locations for precincts #1, #2a.,#4 and #5 and authorizes the new polling locations of Friendship Church (Precinct #3) and the Prior Lake Fl;";? Hall in newly created Precinct #2b. effective for all future elections conducted after January 1, 2001. Precinct Map RESOLUTION O~ DESIGNATING ELECTION PRECINCT POLLING LOCATIONS WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, Minnesota Statutes 204B .16 stipulates that election polling place changes be authorized by council resolution; and the City has reviewed all existing locations for precinct polling places to determine the most efficient accessibility for Prior Lake registered voters; and the City Council has determined it to be in the best interest of voters In Precinct #2 to re-divide the precinct into Precinct #2a. representing the area north of CSAH 21, and east of T.H. 13 to the terminus of the City of Prior Lake municipal boundary and into Precinct # 2b. representing the area south of CSAH 21 and east of T.H. 13 to the terminus of the City of Prior Lake municipal boundary; and the City Council has determined it to be in the best interest of voters to re- establish the polling locations for the newly aligned Precinct #2a. to Minnesota Valley Community Church and to the Prior Lake Fire Hall within Precinct #2b.; and the City Council has determined it to be in the best interest of voters to relocate the polling location for Precinct #3 to Friendship Church; and the attached precinct map identifies the new precinct boundaries for the six precincts located in the City of Prior Lake. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, that the City of Prior Lake hereby approves the following precinct polling places and attached "Prior Lake Precinct Boundary Map 2001" effective January 1, 2001 for all future elections conducted after this date.
