The proposed 2001 street program includes several street and utility improvement projects. The purpose of this Agenda item is to initiate the process for local improvements set forth in the 2001 portion of the 2001- 2005 Capital Improvement Program in accordance with Minnesota Statutes (M.S.), Chapter 429. This process applies to all projects that will be financed in whole or part through special assessments or bond procee,ds. The first step in the process is for the Council to order preparation of a Feasibility Report for the improvement projects. The Feasibility Report will address: reconstruction of the Frogtown area including Evanston Avenue, St. Paul Avenue, Jordan Avenue, Memorial Trail, Minnesota Street, Dakota Street, Oak Street and Credit River Road (see attached location map). CURRENT CIRCUMSTANCES This project is in the 2001 Capital Improvement Program. Attached is a page from the C.I.P. which provides additional information on the project. ISSUES The City is required to assess a minimum of 20% of the cost of a public improvement project completed through the Chapter 429 process and financed through G.O. bonds. The City will meet the minimum assessment requirement. The Feasibility Report will determine the estimated costs of the improvements and methods of financing. The preparation of the feasibility report is only the first step in the public improvement process. Following receipt of the feasibility report, the Council can schedule a Public Hearing to move forward. Following a Public Hearing, the Council may consider authorizing plans and specifications, approving plans and specifications, and authorizing advertisement for bids, and finally, awarding a contract, before the City is committed to doing the projects. The following schedule outlines an approach to complete the 2001 project: Accept Feasibility Study/Call for Public Hearing 10/2/00 Hold Informational Meeting 10/00 Conduct Public Hearing/Accept Project/Order Plans 11/6/00 and Specifications Hold Informational Meeting 2/01 Approve Plans and Specifications/Order 3/1 9/01 Advertisements for Bids Open Bids 4/1 7/01 Accept Bids/Award Contract 5/7/01 Begin Construction 6/1/01 Authorize Amount to be Assessed/Schedule 8/01 Assessment Hearing for 9/00 Conduct Assessment Hearing/Adopt Assessment Roll 9/01 Complete Base Course of Bituminous 9/01 Beyond the Engineering staff time required to prepare the Feasibility Report, we will also complete soil borings and sanitary sewer televising which are needed to determine the estimated costs of the project. These costs will be taken from the Construction Fund. Approve Resolution OO-XX which orders preparation of a Feasibility Report for: reconstruction of the Frogtown area including Evanston Avenue, St. Paul Avenue, Jordan Avenue, Memorial Trail, Minnesota Street, Dakota Street, Oak Street and Credit River Road. 2. Deny this item for a specific reason and provide staff with direction. 3. Table this item until some date in the future. MOTION: A motion and second as part of the consent agenda to Approve Resolution OO-XX which orders preparation of a Feasibility Report for: reconstruction of the Frogtown area including Evanston Avenue, St. Paul Avenue, Jordan Avenue, Memorial Trail, Minnesota Street, Dakota Street, Oak Street and Credit River Road. MO~Jd,--- RESOLUTION OO-XX ORDERING PREPARATION OF FEASIBILITY REPORT FOR THE 2001 RECONSTRUCTION IMPROVEMENT PROJECT CITY PROJECT #11-01 MOTION BY: SECOND BY: WHEREAS, it is proposed to construct improvements on Evanston Avenue, St. Paul Avenue, Jordan Avenue, Memorial Trail, Minnesota Street, Dakota Street, Oak Street, and Credit River Road, including the construction of storm sewer, sanitary sewer and watermain repairs, aggregate base, concrete curb and gutter, bituminous surfacing, and appurtenant work. WHEREAS, it is proposed to assess the benefited property for all or a portion of the cost of the improvements, pursuant to Minnesota Statutes, Chapter 429, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that the proposed improvements be referred to the City Engineer for study and that he is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvements are feasible and as to whether they should best be made as proposed or in connection with other improvements, and the estimated costs for the improvements as recommended.
