HomeMy WebLinkAbout5F - JPA Traffic Marks & Sweepi MEETING DATE: AGENDA # PREPARED BY: REVIEWED BY: AGENDA ITEM: DISCUSSION: ALTERNATIVES: 1/14/2004 16200 Eagle Creek Avenue S.E. Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT JANUARY 20, 2004 SF MAKENZIE MCCORMICK, PUBLIC WORKS COORDINATOR BUD OSMUNDSON, PUBLIC WORKS DIRECTOR CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE EXECUTION OF THE 2004 JOINT POWERS AGREEMENT (JPA) FOR TRAFFIC MARKINGS, STREET SWEEPING, CRACK SEALING, AND SEAL COATING. History Many south suburban communities have been participating in the above referenced .TP A in past years. Prior Lake participated for the first time in 1995. This arrangement has streamlined the process of contracting for the street maintenance services including traffic marking, street sweeping, crack sealing and seal coating through the sealed bid process. By combining the quantities of each community, contractors have been able to discount the unit bid price which has a net effect of lower prices for all participating communitities. The language of the agreement is identical to last year's. A previous year's agreement was reviewed and approved by the City Attorney. No changes have been made to the agreement this year. A copy of the agreement is attached for your review. For the year 2004 Street Maintenance Budget, we have budgeted $35,000 for seal coating, $19,000 for striping, and $6500 for crack sealing. The procedure is to perform seal coating on streets that have been crack sealed the previous year. In 2004, we plan on seal coating the streets including: Fish Point Road north of CSAH 44 and surrounding streets, Crossandra, Bounty Street, the south half of Wilds Parkway, Schroeder Circle and Wind song Circle. The streets that will be striped are mainly collector streets throughout the City. City staff is not designating any streets to be crack sealed this year with the Joint Powers Agreement. In 2003 Public Works purchased crack sealing equipment. This enables City staff to perform the crack sealing operations in the future. There is $6500 identified for crack sealing material. Issues This Joint Powers Agreement is cost effective for City taxpayers. The state legislature places a high priority on cities combining their talents to accomplish day to day responsibilities. This is an excellent example of this practice. The alternatives are as follows: 1. Approve Resolution 04-xx authorizing the execution of the 2004 Joint Powers Agreement for Traffic Markings, Street Sweeping, Crack Sealing, and Seal Coating. 2. Table this item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. www.cityofpriorlake.com Phone 952.447.4230 / Fax 952.447.4245 RECOMMENDED MOTION: REVIEWED BY: 1/14/2004 Staff recommends alternative number 1.
