PLANS AND SPECIFICATIONS AND AUTHORIZE STAFF TO
ADVERTISE FOR BIDS FOR THE 2003-04 LIFT STATION
REHABILITATION PROJECT, CITY PROJECT NUMBER 03-05
HISTORY
Staff has identified the need to rehabilitate a number of lift stations in the
2002,2003, and 2004 Capital Improvement Plan. Staff has been working
on and completed an audit of all the lift stations in the past year to
ascertain the status and inventory the components of each lift station. The
audit has shown that there is a significant need for major renovations to a
number of lift stations. Staff is trying to put together a more
comprehensive management and rehabilitation plan and schedule than
what has been done in the past due to the age and condition of the
majority of the lift stations. While that effort is on-going, it is necessary
to begin reconstruction of seven lift stations identified below.
The purpose of this item is to approve the plans and specifications created
by WSB and Associates for the 2003-04 Lift Station Rehabilitation
project and authorize the advertisement for bids. At the April 7t\ 2003
meeting, City Council approved hiring WSB and Associates to provide
professional engineering services for the 2003 Lift Station Rehabilitation.
After a bidding process ended with rejecting all bids at the July 7th, 2003
council meeting, the Council directed staff to re-bid the project. At the
December 15, 2003 meeting the Council approved the professional
services to continue to be provided by WSB and the addition of three lift
stations to the 2003-04 project. The approval of the plans and
specifications is the next step in the process to improve the lift stations
and our sanitary sewer system.
The seven lift stations we are recommending to be completed in 2004 are:

After the rejection of bids last July, Public Works staff performed the
specified renovations to the 150tll Street and Condons lift stations. These
two lift stations were removed from the bid package and three lift
stations, Boudins, Shady Beach and Fremont, were added.
These lift stations all require major rehabilitation including replacement
of pumps, guide rails, electrical panels, other electrical components and
panels, wet well covers and hatches. Generally the concrete wells are in
good condition and do not require replacement.
The Sycamore station is proposed to be totally rebuilt in a different
location. It currently is very close to a house and the piping to it needs to
be relocated. The Franklin station is one of our larger stations serving a
large area north of CSAH 21 including the Cardinal Ridge and
Brooksville Hills neighborhoods. The Lakers station is another one of
our larger lift stations and has two other lift stations pumping to it. The
Lime station is also a large lift station which is fed by two other lift
stations.
Three of the lift stations, Franklin, Lakers, and Lime, are proposed to be
connected to the City Supervisory Control and Data Acquisition
(SCADA) system. This computerized system will enable staff to respond
to failures faster, and know a little more about what the failure is. Lime
and Franklin are proposed to have permanent stand-by electrical
generators constructed with the rehabilitation of the lift stations.
The plans and specifications are available in my office for City Council
review. If authorized to move forward, staff would set the bid date for
February 10tl\ 2004, and award the contract on February 17th, 2004. The
completion of the rehabilitation project would be approximately
November 2004.
FINANCIAL IMPACT: The funding for the project will come from the Sewer Operating fund,
since it is the rehabilitation of existing sewer infrastructure. Staff
estimates the total cost of engineering and actual repairs to be
approximately $1,200,000.00. The CIP has identified these lift station
rehabilitation projects as a priority.
ALTERNATIVES:
The alternatives for the City Council to consider are as follows:
1. Approve a resolution approving the plans and specifications and
authorizing advertisement for bids for the 2003-04 Lift Station
Rehabilitation, City Project Number 03-05.
2. Table this agenda item for a specific reason.

WHEREAS,
City staff has identified seven lift stations requiring major rehabilitation this
year, including the Franklin Trail, Sycamore, Lakers, Boudins, Shady Beach,
Lime, and Fremont lift stations and;
WHEREAS,
The adopted Capital Improvement Plan for 2004-2008 has identified these
rehabilitation projects as a priority for the City, and;
WHEREAS,
WSB and Associates were approved to provide professional engineering services
including final design, bidding, construction, and post-construction, at the
December 15th, 2003 Council meeting.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA that:
1. The recitals set forth above are incorporated herein.
2. The City Council approves the plans and specifications for the 2003-04 Lift Station
Rehabilitation Project, City Project No. 03-05, and authorizes the advertisement for bids.
