Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT DATE: AGENDA #: PREPARED BY: SUBJECT: JANUARY 20, 2004 10A SUE MCDERMOTT, CITY ENGINEER CONSIDER APPROVAL OF RESOLUTIONS AUTHORIZING EXECUTION OF THE CITY'S STANDARD PROFESSIONAL SERVICES AGREEMENT WITH BONESTROO ROSENE ANDERlIK AND ASSOCIATES, INC. (BRAA) TO PREPARE A COMPREHENSIVE SANITARY SEWER PLAN DISCUSSION: HISTORY This agenda item requests authority to expend funds to update the City's Comprehensive Sanitary Sewer Plan. The estimated costs of this effort is $15,356. The update of the Comprehensive Sanitary Sewer Plan is part of our effort to make our Comprehensive Plan current in light of the 3000 acre annexation and other factors. The City of Prior Lake last updated the Comprehensive Sanitary Sewer Plan in 1996. The plan has served the City by defining sanitary sewer standards for future development. The plan needs to be updated to include an analysis of the orderly annexation areas and the existing City system to identify necessary improvements. In addition, as a part of the Comprehensive Sanitary Sewer Plan, BRAA will update the City's trunk sanitary sewer fee. CURRENT CIRCUMSTANCES The staff recommends that BRAA (Bonestroo Rosene Anderlik & Associates, Inc.) complete the Comprhensive Sanitary Sewer Plan because of their familiarity with Prior Lake. BRAA previously prepared the City's Southwest Planning Area Sanitary Sewer Study that provided an anaysis of sanitary sewer needs for the potential annexation areas. BRAA also completed a storm water analysis of the downtown for the rainwater garden project. Finally, they are currently designing the downtown streetscaping project. BRAA submitted the attached proposal. FINANCIAL IMPACT: The funding source for the Comprehensive Sanitary Sewer Plan is the Trunk Reserve fund. ALTERNATIVES: There are three alternatives for the City Council to consider: 1. Approve a resolution authorizing execution of the City's standard professional services contract with BRAA. 2. Deny this item for a specific reason and provide staff with direction. 3. Table this item until some date in the future. RECOMMENDED MOTION: Alternative 1. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCil OF PRIOR LAKE, MINNESOTA, THAT: 1. The recitals set forth above are incorporated herein. 2. The Mayor and City Manager are hereby authorized to enter into the City's standard professional services agreement with Bonestroo Rosene Anderlik & Associates, Inc. in the name of the City of Prior Lake for the Comprehensive Sanitary Sewer Plan in the amount not to exceed $15,356.00. 3. The plan will utilize the City's previous sewer planning and modeling efforts and add additional detail to create a Tier IITier II Sewer Plan that meets Metropolitan Council's latest requirements, as outlined in their Local Planning Handbook. We will prepare draft reports for submittal by the City to Met Council and will respond to comments and carry the Plan through the review and approval process. A proposed work plan follows. We propose to complete the work on an hourly basis at the standard hourly rates used in Prior Lake. Our estimated cost is $15,356, which includes an allowance for $400 in expenses. Under task 9, our estimate includes approximately $424 for responding to Metropolitan Council comments on the plan. Our experience has been that well done plans often go through the approval process without the need for substantive revision. Proposed Work Plan Task 1: Data Collection We will prepare a data need list for the City and coordinate transfer of data. Task 2: Project Initiation: Kickoff Meeting Our project team will hold a kickoff meeting with City staff to refine the study's goals and confirm the work plan for the study. 2335 West Highway 36. Fax: 651-636-1311 ""._."..,_.._.__._."_.".~-"_.._---~--,.._..- , Letter to Sue McDermott January 6, 2004 Page 2 of 3 Task 3: Define Sewer Districts The modeling completed for the Southwest Planning Area was based on an older model for the current City limits that did not include defined sewer districts. Using GIS mapping we will define districts and subdistricts as this is required for Tier II sewer plans. Task 4: Relate Land Use to Sewer Flows Using City land use mapping and the GIS mapping of sewer districts we will generate land use based average flows for each sewer subdistrict. Task 5: Establish New Trunks and Alignments Using the average sewer flows and standard peaking factors we will develop trunk sizes for undeveloped areas of the City. This task involves adding additional detail to the spreadsheet sewer model we developed as part of the Southwest Planning Area. Alignments for these trunks will be based on the City's two-foot topographic information. Much of the future development area lies within the Southwest Planning Area for which this task has already been completed. Task 6: Review Existing Facilities We will review the existing capacities of trunk sewers and compare them with proposed design flows. We will recommend improvements, as necessary, for under capacity trunks. Task 7: Develop Phasing Plan Working with staff we will develop a land use phasing plan that details what year particular areas would be brought into the sewer system. We will also develop a table of phased sewer flows for the Sewer Plan, as required by Metropolitan Council Task 8: Estimate Costs, De~elop CIP, and Financing Plan We will provide a detailed appendix of costs for future trunk sanitary sewer, similar to the one provided in the Southwest Planning Area report. We will then develop a phased CIP of sewer construction based on this land use phasing. Finally, we will analyze the financing of trunk construction and propose a sanitary sewer area charge. Task 9: Tier IIfier IT Sewer Report and Respond to Comments We will prepare a Comprehensive Sanitary Sewer Plan for submittal to Met Council that meets the Council's Tier I and more extensive Tier II content requirements. We have also budgeted some time to respond to Met Council comments on the plan. Task 10: Flow Metering We propose to use run time meters in select lift stations, monitored over several months in 2004, to determine potential infiltration and inflow. Our estimated fee for this task includes time for an organizational meeting to determine metering locations, one day in the field to orient City staff in how to collect data, and approximately one day to help interpret the data and incorporate it into the sewer report. Our expectation is that City staff, beyond collecting data, would be able to organize the data into spreadsheets and perform the necessary calculations to determine volumetric flow over given time periods. We also assume that city staff would have access to or be able to develop pump rating curves for each of the monitoring sites so that volumetric discharge can be calculated based on run times alone. Any of the above tasks assumed to be performed by City staff could be performed by Bonestroo, but an estimate of the time necessary depends upon the number of monitoring locations determined at the organizational meeting. The attached table details our estimated costs for each of the ten tasks identified in this project.
