Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT January 20, 2004 10C (1) AL FRIEDGES, PARKS SUPERVISOR BUD OSMUNDSON, PUBLIC WORKS DIRECTOR CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING EXPENDITURES FOR MISCELLANEOUS PARK APPURTENANT EQUIPMENT AS IDENTIFIED IN THE 2004 CAPITAL IMPROVEMENT PROGRAM History The Parks portion of the Capital Improvement Program (C.I.P.) includes a variety of smaller purchases under the heading of "appurtenant equipment". While none of these purchases exceed the $50,000 bid limit, they do require City Council authorization to expend the money because the funds are provided by the Capital Park Fund. The purpose of this agenda item is to authorize the staff to proceed with these purchases in accordance with City code and City purchasing policy. The Council would approve each purchase as part of invoices to be paid. Current Circumstances The following is a detailed list of items that are identified for purchase in the 2004 C.I.P. Improvement Volleyball Courts Trees A ppurtenant equipment Park entrance signs (3) Park Location Sand Point Beach/Wilds Park Various parks Various parks Various parks Amount $10,000 $10,000 $15,000 $10,000 Volleyball Courts Volleyball courts are very popular among neighborhoods and at picnic gatherings. Volleyball courts benefit both youth and adults in Prior Lake. Residents and park users have expressed an interest to upgrade the existing court located by Shelter #2 at Sand Point Beach. In addition, a volleyball court is scheduled for construction at Wilds Park. The proposed courts will be 50 feet wide and 85 feet long, with concrete curb installed around it to help contain the sand. City maintenance staff would install the sand and nets, but would need to hire a contractor to install the concrete border. Trees Currently there is $10,000 budgeted in the Parks portion of the annual operating budget for plant materials. An additional $10,000 is earmarked from the Capital Park Fund to keep up with the tree planting replacement program and the re-forestation project planned for Lakefront Park. Appurtenant Equipment The appurtenant equipment purchases includes items such as picnic tables, park benches, player benches, bike racks, grills, garbage barrel enclosures and drinking fountains. These park amenities will be installed in various parks throughout our park system. Park Sif!ns In 2001 the Prior Lake City Council made a financial commitment to install permanent maintenance free park signs that are composed of natural materials and identifies the community throughout its logo. The location for installation of signs in 2004 is Timber Crest Park, Haas Lake Park and Wilds North Park. Our community has invested millions in park improvements. These park signs will identify our parks for residents and visitors. Purchasing of products and services in each of the four above described categories will be done in accordance with state statutes and the City's purchasing policy. Budget Impact The 2004 C.LP. has programmed the amounts set forth in this memo for miscellaneous park appurtenant equipment. The cost of this material and equipment will be drawn from the Capital Park Fund, in an amount not to exceed each of the maximum amounts set forth.in the table unless there is explicit City Council authorization. The alternatives are as follows: 1. Approve Resolution 04-XX authorizing expenditures for miscellaneous park appurtenant equipment. 2. Table this agenda item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. Staff recommends alternative number 1. The recitals set forth above are incorporated herein. 2. The purchase of the above specified park equipment, not to exceed each of the maximums set forth herein, is hereby approved. 3. Funds for such purchase shall be drawn from the Capital Parks Fund. 4. All purchases will be in accordance with Minnesota Statutes dealing with purchasing and procurement as well as the City's purchasing policy. Passed this day of 2004.
