EXPENDITURES FOR PICNIC SHELTER CONSTRUCTION AT WILDS
NORTH PARK AND TIMBER CREST PARK AS IDENTIFIED IN THE 2004
CAPITAL IMPROVEMENT PROGRAM
History
This City Council agenda report recommends construction of two shelters in 2004
consistent with the 2004-2008 Capital Improvement Program. The two shelters
proposed to be built will be constructed at Wilds North Park and Timber Crest Park.

Currently, the 2004 C.I.P. identifies the installation of shelters at Haas Lake Park, Wilds
North Park and Timber Crest Park. Staff recommends not constructing the shelter at
Haas Lake until the Wilds Ridge Plat is introduced to the Planning Department. It may
make more sense to construct the shelter in Wilds Ridge Development. Staff
anticipates starting the construction of these shelters during the winter months.
The rationale for the construction of shelters is described below for each park.
Wilds North Park
A small ball field, play equipment, half basketball court and a shelter are proposed for
Wilds North Park. Staff would like to construct this neighborhood park before the
adjacent Wensmann 4th sub-division is substantially completed; this would demonstrate
an effort to complete our parks before or during the construction of the affected homes
that are being built adjacent to the parks. See attachment A.
Timber Crest Park
A modular play structure and bituminous trail were installed at Timber Crest Park in
2003. A half size basketball court and shelter are identified for construction in 2004.
Again, staff is making efforts to finish the development of our parks in conjunction of
the development of the affected sub-division. With the addition of planting trees, this
shelter would complete the park. (See attachment B)
Issues
Public Works and Parks Maintenance staff will work together to construct these
shelters. The Sentence to Serve (S.T.S.) Program has also expressed interest in
assisting with the construction of these shelters.
The picnic shelter design is a prototype prepared by Oertel Architects in an effort to
save money on design and structural engineering fees.

The picnic shelter plans and specifications are attached as Attachment C.
Conclusion
Staff is requesting that Council approve the attached resolution so that construction of
the two park shelters can start this winter.
Budf!et Impact
There is $40,000 identified for the construction of two shelters in the 2004 C.I.P. This
will pay for the materials and concrete slabs for the shelters.
Labor costs will be reduced with the assistance of the S.T.S. Program.
The cost of the shelters will not exceed the maximum amounts set forth in the agenda
unless there is explicit City Council authorization.
The alternatives are as follows:
1. Approve Resolution 04-XX authorizing expenditures for two park shelters.
2. Table this agenda item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.
Staff recommends alternative number 1.

RESOLUTION 04-XX
A RESOLUTION APPROVING THE 2004 CAPITAL IMPROVEMENT PROGRAM RELATING
TO THE CONSTRUCTION OF SHELTERS AT WILDS NORTH PARK AND TIMBER CREST
PARK

WHEREAS,
The picnic shelters at Wilds North Park and Timber Crest Park are scheduled for
construction as identified in the 2004 Capital Improvement Program; and
WHEREAS,
Shelters provide shelter from the elements for picnics, gatherings and summer
playground recreational activities for children; and
WHEREAS,
The total cost for the shelters as identified, in an amount not to exceed $40,000.
NOW THEREFORE, BE IT RESOL YED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, that:
1. The recitals set forth above are incorporated herein.
2. The City Council authorizes the expenditures for two shelters in an amount not to exceed
$40,000.
3. Funds for such purchases shall be drawn from the Capital Park Fund.
4. All purchases will be in accordance with Minnesota State Statutes dealing with
purchasing and procurement as well as the City's purchasing policy.
