CONSIDER APPROVAL OF TEMPORARY 3.2 LIQUOR
LICENSE FOR CONOCO SOFTBALL TEAM AND WAIVER
OF LICENSE FEE

Conoco softball team is requesting a temporary 3.2 liquor license in
order to sell 3.2 beer at the ASA Co-rec State Softball Tournament
hosted at The Ponds Park August 19, 2000. This is the third year the
City of Prior Lake Parks and Recreation Department was awarded the
bid to host this tournament. The Prior Lake City Council approved a
similar license for this organization for the weekend of August 5 and 6,
2000 for a women's district softball tournament. Conoco softball team
has also volunteered to operate the 3.2 beer concession again this year
and will once again donate 50% of the revenue from beer sales to the
Prior Lake Parks and Recreation Department. In 1998 the City of
Prior Lake received $800,00 from the profit of beer sales, In 1999 the
donation was $400.00. The Conoco softball team will be selling beer
from a portable dispensing trailer located by the concession building
from 8:00 a.m. until 11 :00 p.m. on August 19,2000.
The Issues
Conoco softball team is requesting that the $25.00 application fee be
waived, as it has been the last two years, due to the revenue benefit for
the City. The Prior Lake Police Department has found no reason to
deny the application. Dram Shop insurance will be carried through
the Minnesota Sports Federation.
Park patrol officers will focus their patrols on The Ponds on the day of
the tournament. The Park and Recreation Department's Softball
League Director will also be acting as Tournament Director and will
be overseeing the operation of the beer concession stand. No outside
coolers will be allowed at this tournament to ensure the 3.2 beer
dispensed from this concession stand will be the only beer allowed in
the park.

The City Council has the following alternatives:
1. Adopt a motion as part of the consent agenda approving the
temporary 3.21iquor license and waiver ofthe fee for Conoco
softball team.
2. Deny the temporary 3.2 liquor license request.
Staff recommends Council approve the temporary 3.2 liquor license
and waive the fee for Conoco softball team for August 19,2000.
