MEETING DATE: AGENDA # PREPARED BY: REVIEWED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT August 7, 2000 9B AL FRIEDGES, PARKS SUPERVISOR Bun OSMUNDSON, PUBLIC WORKS DIRECTOR CONSIDER APPROVAL OF RESOLUTION OO-XX AUTHORIZING STAFF TO SOLICIT BIDS FOR TRAILS, BASKETBALL COURT AND HARD SURFACE AREA History The purpose of this agenda item is to authorize staff to solicit bids for trails, basketball court and a hard surface area for the following 2000 Capital Improvement Program (C.I.P.) Parks and Trail Projects. Each year the City Council adopts the C.I.P. which involves funding for various park improvement projects. The plans and specifications for the following projects were approved by the Council on April 17, 2000. 1. Crest Avenue Trail 2. Glynwater Trail 3. Knob Hill Trail 4. Willows Basketball Court 5. Memorial Hard Surface Area (Bituminous Behind Bleachers) The work to be performed for each project is summarized below: Crest Avenue Trail The trail at Crest Avenue is a reconstruction of the existing trail. The trail was installed in 1984 and is in poor condition. The trail is 6 feet wide and we will replace this trail section with a standard 8 foot trail. This reconstruction would be from County Road 42 to Shore Trail. Knob Hill Trail Now that Knob Hill is being developed, residents in this development are anxious for us to complete this trail segment. This trail section will run through Knob Hill Park connecting Carriage Hills Parkway to Hummingbird Trail. Glvnwater Trail The Glynwater Trail will be installed through the first phase of the Glynwater addition. This segment will connect via Bridge to Island View Park. (Hoops in the Parks) and Willows neighborhood has requested that we install a basketball court at Willows Park. This will be a half court with one basketball standard. Memorial Park Hard Surface Area Bituminous will be installed around the grand stand at Memorial Park. The bituminous surface will improve accessibility and daily clean up. Current Circumstances The funding source for these Parks and Trail Projects will come from the C.I.P. The trail sections are identified in the Parks and Trails Comprehensive Plan. The following is a break-down of the cost estimates for the Parks and Trail Projects: Crest Avenue Trail Knob Hill Trail Glynwater Trail Willows Basketball Court Memorial Hard Surface Area Total $44,000 $18,000 $22,000 $ 5,000 $ 6,000 $ 95,000 The Issues The bidding of the trails and basketball court is typically not complicated as it is easy to quantify the length of trails and the quantities needed for their construction. Design of these projects were done in-house as a cooperative effort between Parks Maintenance and Engineering. The sub-grade excavation, tree removal, existing bituminous removal, backfilling and seeding will be performed by City maintenance crews. Conclusion Staff is requesting that the Council approve the attached resolution so that staff can start the bidding process. BudJ!et Impact The funds for these projects will be drawn from the Parks Dedication Fund portion of the Capital Improvement Program. The total estimated cost for the projects will be $95,000. The alternatives are as follows: 1. Approve Resolution OO-xx authorizing the solicitation of bids for trails, basketball court and hard surface area. 2. Table this agenda item for a specific reason. 3. Deny this agenda item for a specific reason. Staff recommends alternative number 1. 2 REVIEWED BY: 8_7_00AG.DOC 3 RESOLUTION OO-xx RESOLUTION AUTHORIZING THE SOLICITATION OF BIDS FOR TRAILS, BASKETBALL COURT AND HARD SURFACE AREA IDENTIFIED IN THE CAPITAL IMPROVEMENT PROGRAM MOTION BY: WHEREAS, WHEREAS, WHEREAS, WHEREAS, SECOND BY: the following trails, basketball court and hard surface area are scheduled for construction as identified in the Capital Improvement Program: . Crest Avenue Trail . Knob Hill Trail . Glynwater Trail . Willows Basketball Court . Memorial Park Hard Surface Area; and authorization to prepare plans and specifications were approved by Council on April 17, 2000; and the City of Prior Lake is committed to providing recreational activities for people of all ages; and trails are considered high priority in the development of the Prior Lake Park System. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOT A, that staff is authorized to proceed with the solicitation of bids for trails and courts identified herein.
