CONSIDER APPROVAL OF REQUEST TO DECLARE EQUIPMENT SURPLUS
TO CITY NEEDS AND AUTHORIZE DISPOSAL OF SAME.
History:
Recent criminal forfeitures resulting from a pull-tab investigation and a police
pursuit have resulted in the Police department acquiring two vehicles. The first is
a 1993 Sun Voyager 32-foot motorhome with 33,500 miles. The second is a 1999
Arctic Cat ZR500 snowmobile. Neither of the two vehicles has a City unit number,
nor are they intended for City business.
The purpose of this agenda item is to secure City Council approval to seek bids
for the sale of both the motorhome and the snowmobile to provide funding to
replace one or both of the City's investigative vehicles.
Current Circumstances:
Police vehicles are not included within the Equipment Replacement Matrix.
Instead, they are contained in the annual budget document. In the 2000 budget,
a $10,000 allocation was included to be used in conjunction with other funding
sources (trade or sale) to replace one of our investigator vehicles. The vehicles
presently used by the investigators include one 1993 Chevy Blazer, and one
1992 Chevy Lumina.
The Blazer is the primary investigative vehicle. It has accrued over 92,000 miles
and is in poor mechanical condition as indicated in the attached memorandum
from Fleet Maintenance Coordinator Jon Donovan. Moreover, the vehicle's size
renders it inadequate for carrying, on a regular basis, the equipment required for
evidence processing at crime scenes. According to Fleet Coordinator Donovan,
the value and amount of work necessary to bring this vehicle into good condition
renders it a questionable investment.
We expect that bids for the motorhome and snowmobile will amount to over
$15,000. Accordingly, under the City Code Section 110.403, it will be necessary
for the City Council to consider whether or not to accept the bids at a future
Council meeting. Lacking acceptable bids, the Police department may suggest
other options such as direct trade-in of one or both pieces of equipment.
The Council is called upon to make two policy decisions. The first is whether or
not it is appropriate to dispose of the motorhome and snowmobile. The staff sees

no immediate use for either piece of equipment since we do not have the
resources to initiate a snowmobile patrol, and we already possess a mobile
command vehicle (a modified ambulance). To determine whether either or both
vehicles should be disposed of, the solicitation of bids appears to be the
appropriate next step.
The second policy issue is whether or not to use the proceeds from the sales to
replace one or both of the investigator vehicles. Part of the decision will be linked
to the amount of money which the City receives for the sale, and the remainder
of the decision on the type of vehicle proposed as a replacement. Both of these
issues can be addressed once bids are taken.
ALTERNATIVES: (1) Declare both pieces of equipment surplus to City needs and authorize the City
staff to solicit bids for each for City Council consideration.
(2) Authorize the staff to solicit bids for one or the other piece of equipment.
(3) Direct the staff to investigate other potential uses of the vehicles.
(4) Take no action at this time.
RECOMMENDED
MOTION:
ALTERNATIVE (1). The solicitation of bids does not bind the City Council to
accept bids or to direct that the proceeds be used for equipment replacement,
although the Police department recommendation is to use the funds to replace
an investigation vehicle.

. Has had problems with ball joints and excessive clunking and popping in front end relating
to worn out steering and suspension components
Current Condition:
. Transmission has slight slippage and delay in reverse
. Windshield pitted and cracked
. Needs to have steering and suspension gone through to eliminate play and noise in front end
. Front differential seals leak
. V-joints need replacement
. Body starting to rust and lower panels starting to rust through
. Floor boards rusting through and leaking water to the inside
