DISCUSSION: The City has received applications from five individuals interested in filling the current vacancy on the City Council since the vacancy was announced in the official newspaper on July 22, 2000. Councilmembers have received and reviewed the applications submitted, and some have taken the opportunity to meet or talk with each of the applicants. Each of the candidates have been asked to provide a 5 to 7 minute presentation, commencing at 8:00 p.m. this evening, addressing their views on the following topics: Property tax levy accountability City services levels Downtown Redevelopment Incentives Residential and Commercial Development Trends Status of Park Development Individual Strategies for Dealing with Stressful Environments I have sent the attached letter to each candidate confirming the time and content of their presentation. The candidates will appear before the Council according to the attached schedule. Following each presentation, the Council will have an opportunity for follow-up questions. By attracting neW business to expand the tax base and examine all expenditures to make sure we are getting the most "bang for the buck" 2. We need to look at the long range implications of all city council decisions. For the good of the city and its residents we can not create future problems for someone else to solve 3. Growth must be managed in an orderly fashion so as to maintain and improve the quality of life that residents deserve. . From 1987 to 1997 I was President of the National Air Traffic Controllers Association, AFL-CIO Union, (NA TCA), at Minneapolis International Airport. I am a board member of the Prior Lake Association and have served as the co-chair of the Fireworks Committee for the last two years. INTEREST IN THIS POSITION: I have lived on Prior Lake since 1986, first on Lakeside Avenue, then on Fairbanks Trail and currently on Shady Beach Trail. I love the Lake and would like to see the City grow in a responsible way and the Lake managed for the benefit of all. ISSUES: Two issues that I feel are important, are taxes and the Lake. I believe that government must deliver needed services in a more efficient and cost effective manner. Prior Lake has many issues, surface water ordinance, lake level and water quality are a few. The Lake must be managed in a responsible manner that benefits all citizens. The vacancy on the City Council was created when City Co~ncilrnember Peter Schenck submitted a resignation effective immediately on July 5, 2000. I am sorry I will not have the opportunity respond to your questions in person. But I will do my best to set out my feeling on some issues facing the City and to try to give you an idea of what kind of City Council member I would make. On the short term I feel the most important issue facing the City is the proposed budget reduction. I am a fiscal conservative and have no objection to cutting budgets. I realize the Council and Administration have done a lot of work to find the proposed 9% cut. If you should see fit to select me, my first priority would be to catch up on the proposed cuts. I would need to be comfortable that these cuts would not reduce services to our citizens. I would also want to be sure that they are lasting cuts. That they are not the kind that would need to be put back next year at a higher cost. I realize budget cuts of this size are not easy to find, and would not expect budget reductions every year. But I would like to see the City Administration do a yearly exercise to find economies in government, to do what in industry is called re-engineering functions. This may not necessarily lead to budget cuts but the objective could also be better services. Long term I feel the main issue is growth. There are many other important issues facing the city, but when you look at them many of them are driven by growth. We can see the growth we are experiencing today and when we look at Shakopee and Savage, we can see that it will do nothing but increase. Prior Lake needs to increase its commercial base. We need to support additional Storefront Business Parks and see that we have ample opportunity and reason for business to come here and stay here. Regarding the question we were asked to address Tax levy Accountability. I feel a council Member should approach setting a Tax levy in the same mode as spending your own money. We need to remember we are setting a levy our neighbors and we are going to pay. When staff says they need this much to run a program we need to ask why, and how important is that program. City Service levels. Generally I think our citizens are satisfied with the level of services we are receiving. My concern would be to see that they are maintained at high levels, and look for more economic ways of delivering them. People deliver these services. We need to do our best to keep and reward the good staff that maintains the high level of services our City needs Downtown Redevelopment, Prior Lake needs Downtown. Unfortunately the businesses don't make the kind of money that could support and additional tax load. I as a citizen of Prior Lake would like to be able to do some of my business close to home and to see that some of the tax money those business are paying goes to where I live. I think the only way downtown Prior Lake will remain viable will be with some tax help .........-.-.-. . -"-- ..----., .,~._-- Residential and Commercial Trends. The developers seem to be more interested in building town houses rather then single family homes We need to be sure the people that built their homes with the expectation they would be living in a nice single family area can count on that. We need to be sure we maintain the integrity of our existing neighborhoods, but must also accommodate the needs of new growth. As far as commercial development I have seen to much going down the road to Savage. Status of Park Development, We are blessed with a beautiful system of parks. I want to see this continued. The next critical issue I see could be the development on the County Park reserve. We need to be sure the city has a voice in its development. I did a Master's Thesis on Stressful Environments, and I have worked in Management for over 25 years. The strategy I have found that works best for me is always know you are doing your best, don't internalize issues, and leave the stress where it is. Sometimes this may require taking some time out. I sincerely hope the council looks favorably on my request. One other point I would like to make is that if you see fit to appoint me.
