THE 2000 - 2001 CAPITAL IMPROVEMENT PROGRAM
RELATING TO FISH POINT ROAD TRAIL AND RASPBERRY
RIDGE DRAINAGE IMPROVEMENTS
DISCUSSION:
This item is for Council consideration to accelerate the
construction of an 800 foot bituminous trail segment on Fish Point
Road from 2001 to 2000. It also proposes to substitute a
Raspberry Ridge drainage improvement project for the Center
Road water quality pond project in the 2000 - 2004 Capital
Improvement Program.
CURRENT CIRCUMSTANCES:
1. Fish Point Road Trail:
This project is the construction of a bituminous trail on the west
side of Fish Point Road between the new Deerfield development
and Blind Lake Trail. This 800 feet of trail was to be constructed
as part of a project including other Deerfield trails in 2001. At this
time the Deerfield project is being constructed much faster than
previously anticipated and the trail within Deerfield on Fish Point
Road will be constructed this fall. Without the proposed segment
an 800 foot gap would exist between Deerfield and Blind Lake
Trail. Furthermore, the contractor for Deerfield has an excellent
price for trail construction, which provides the City an opportunity
to complete the trail at a favorable price.
Thus, staff is requesting to amend the CIP by adding this project
to the 2000 CIP, estimated to cost $10,000, and deleting $10,000
from the Deerfield Trails project in the 2001 CIP. These funds
come from the Park Dedication Fund, so there is no affect on the
operating budget.
2. Raspberry Ridge Drainage Project:
The Water Resources Project to be modified is the water quality
pond proposed to be constructed at the storm drain outlet at
Eighth Street and Center Road. The purpose of this pond was to
remove sediments and nutrients prior to discharge into Upper
Prior Lake. After a detailed survey was completed it was
discovered that the proposed pond would have required the
removal of many mature trees which isn't good for the overall

CIP AMEND
to incorporate a water quality drainage structure (similar to what
was recently installed on the Candy Cove reconstruction project)
into the County Road 12 reconstruction project scheduled for
2004. This drainage structure is a large concrete fabrication
which can achieve similar water quality improvements when
compared to treatment ponds, but takes up much less space and
can be placed in the Right of Way or easements. These
structures are more expensive to build, but in this case we feel the
removal of large trees is an unneeded loss of an irreplaceable
resource.
In lieu of the Center Road Pond project in the 2000 CIP, staff
would like to substitute a drainage improvement in the Raspberry
Ridge Addition. This project would involve the construction of
drain tile in rear yard areas between Hidden Pond Trail and Black
Oak Road, north of Raspberry Ridge Road. This drain tile should
alleviate ground water infiltration into homes in the area and
constant wet yards. An abnormally high groundwater situation
exists, possibly caused by springs in the area. If constructed,
most of the homes adjacent to the proposed drain tile will connect
their basement sump pumps to the line. This insures that surface
water is not needlessly being discharged into the sanitary sewer
which increases the MCES treatment charges to the City.
The bituminous trail project is currently in the CIP, but scheduled
for 2001 instead of 2000. It makes sense financially and from a
trail connectivity standpoint to complete in 2000.
Modifying and moving the proposed Center Road water quality
improvement project to 2004 and combining it with the County
Road 12 improvements makes sense from an environmental point
of view. Completing the Raspberry Ridge drainage improvements
this year will improve the situation for numerous homeowners in
the addition.
The trail project is estimated to cost less than $10,000 and will be
funded by the Park Capital Improvement Fund and will not have
an affect on the Operating budget.
The Raspberry Ridge drainage improvements are estimated to
cost approximately $10,000, are necessary, and will be funded by
the Storm Water Utility Fund, and will not have an affect on the
Operating budget.
The alternatives are as follows:
1. Approve Resolution OO-XX approving the Amendments to
the Capital Improvement Program and authorizing Staff to
contract the above described improvements.
2. Amend and approve Resolution DO-XX.
3. Deny this agenda item for a specific reason and provide
Staff with direction.

ACCELERATING THE CONSTRUCTION OF A TRAIL SEGMENT AND THE SUBSTITUTION OF A
WATER RESOURCE PROJECT

the Capital Improvement Program identifies bituminous trails to be constructed in the
Deerfield Addition in 2001 ,and
WHEREAS,
it appears that the Deerfield trails will be completed in 2000, necessitating the
acceleration of the construction of an 800 feet segment along Fish Point Road to
connect the subdivision to CSAH 21, and
WHEREAS,
the City Staff has determined that significant cost savings can be achieved by using
the developer's contractor to complete the work, and
WHEREAS,
the Capital Improvement Program identifies the construction of a water quality pond at
Center Road in 2000 at a cost of approximately $10,OOO,and
WHEREAS,
the City Staff has determined that this project would destroy a considerable stand of
mature trees and could be accomplished in a more cost effective manner by
combining it with the improvement of CSAH 12 in 2004.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, that the following
are hereby adopted:
1. The 2000 _ 2004 Capital Improvement Program is amended by delaying the Center Road water
quality improvements to 2004 to be completed in conjunction with the CSAH 12 Improvements.
2. The 2000 _ 2004 Capital Improvement Program is amended by adding the Raspberry Ridge water
quality improvement project for completion in 2000 and funded through the Stormwater Management
Fees.
3. An 800 feet trail segment along Fish Point Road originally scheduled to be constructed in conjunction
with the Deerfield Addition trails in 2001 is to be constructed in 2000 and the funding not to exceed
$10,000, is to be drawn from the Capital Park Fund.
