HISTORY
On March 6, 2000, the City Council received a report on the proposed Ring
Road between CSAH 23 and Franklin Trail and approved alternate Layout
NO.2. On June 19, 2000 the City Council adopted the 2001-2005 Capital
Improvement Program (CIP) which includes the segment of Ring Road
between DuluthlTower Street and Franklin Trail in 2001. Per past practice
and policy the segment of the Ring Road between Toronto Avenue and
Franklin Trail will be completed by the developer of the Park Nicollet
property. If this does not happen in 2001 staff will return to the City Council
for further direction. Due to the proposed development of the Post Office
on the Enivid Addition property and the need to determine the exact
alignment of the Ring Road, staff requested proposals for professional
engineering services for the proposed Ring Road segment between
DuluthlTower and Toronto Avenue from the following three engineering
firms:
1. Bonestroo, Rosene, Anderlik & Associates
2. Short, Elliott, Hendrickson (SEH)
3. WSB & Associates (WSB)
Each of the above listed firms has expertise in the design of new streets
and is familiar with the City.
The engineering firm that is chosen will divide the project into two separate
phases. The first phase will be for the Feasibility Report which will include
the exact alignment of the new street, the estimated project costs and
funding sources, and the preparation of legal descriptions of property to be
acquired for the new street. The second phase is for the preparation of
plans and specifications for the project. Both phases will be covered by one
professional services agreement.
The following table shows the submitted proposed compensation fees for
the project

All of the firms have the expertise and knowledge to complete a project
such as the Ring Road.
Sue McDermott, City Engineer, and I have evaluated these proposals and
discussed the choices. Based on our analysis, WSB & Associates was
chosen for recommendation to the City Council. I have attached a copy of
WSB's proposal to this report. Copies of the other proposals are available
in my office.
The proposed schedule for the project includes having the Feasibility
Report completed and presented to the Council on November 7, 2000. At
that meeting the preparation of the Plans and Specifications is to be
ordered as will the direction to staff to begin the process to acquire the
necessary properties. On February 5, 2001 the Council will be requested to
approve the plans and specifications and authorize the advertisement for
bids and approve the acquisition of properties. Bids will be received and a
contract for construction is to be awarded in March 2001. Construction
should be complete by August 2001.
FINANCIAL IMPACT: The cost of the engineering services will come from a variety of sources as
noted in the CIP. This segment of the Ring Road will be paid for by a
combination of Municipal State Aid Funds, the Collector Street Fund, and
Utility Funds.
ALTERNATIVES: There are two alternatives for the City Council to consider:
1. Approve a resolution which authorizes WSB & Associates to provide
engineering services for the Ring Road Improvements for a total fee not
to exceed $52,700.
2. Deny this item for a specific reason and provide staff with direction.
RECOMMENDED
MOTION: Staff recommends adoption of Alternative NO.1.
ACTION REQUIRED: to adopt the Resolution stated above.

$52,700 to be drawn from the Trunk Fund.

History
WSB & Associates, Inc. is a Minnesota owned infrastructure engineering firm with offices in
Minneapolis and St. Cloud. WSB was founded in 1995 by Bernie Mittelsteadt, Bret Weiss, Ron
Bray, Don Sterna and Pete Willenbring with a staff of seven, which has grown to over 70
professional staff in five years. WSB can provide thorough, quality service for a broad array of
municipal, transportation and water resources engineering projects. From small studies to large
reconstruction projects, WSB can assist our clients with all facets ofthe process. WSB takes special

II Project Understanding
The City of Prior Lake has requested a proposal to provide professional engineering services for
street and utility improvements to construct a "Ring Road" between Toronto Avenue and
Tower Street. Layout No.2 as provided by the City has been selected as the preferred option. It is
proposed that the roadway will be constructed in 2001. A drawing depicting Layout No.2 is
included in the Appendix.
For the purposes of our proposal, we have divided the engineering services into three phases as
follows:
. Feasibility report
. Design services
. Construction
The project scope includes 1,200 feet of 44' wide Municipal State Aid Street, with curb and gutter,
sanitary sewer, watermain and storm sewer. A five-foot sidewalk would be installed on one side and
an eight-foot bituminous trail on the other. Connections to existing streets would be made. We will
prepare the legal descriptions and exhibits for all right-of-way/easements.
The proposed street will provide access to the new Post Office site. The final street geometries will
need to be coordinated with the development plans.
The cost estimate for the project, including engineering costs and right-of-way acquisition costs is
$1,280,000.

Project Approach and Work Plan
Work Plan
WSB's team approach and proposed work plan is based on our understanding of the project scope
and experience on similar projects. WSB will complete the feasibility report and develop the final
construction documents (plans, specifications and estimates) requested. We will dedicate the
necessary personnel and resources to the project to meet your needs.
The work plan has been separated into three (3) major areas: feasibility report, design services, and
the construction phase.
A. Feasibility Report
WSB & Associates, Inc. is committed to completing the feasibility report by the requested
completion date of November 7, 2000.
Task 1 - Project Management
This task includes coordination and meetings with City Staff, developers and property owners.
The anticipated meetings include a project kickoff meeting with City Staff to further refine the
scope of the project, discuss key project issues, gather information, and coordinate all future
meetings and schedules. Three additional meetings with City Staff are budgeted throughout the
project to review alignment options, discuss costs and funding alternatives/assessments and review
the draft report and requested revisions.
If desired, WSB will conduct one neighborhood meeting with the affected property owners to
review the draft report. It is expected that City Staffwill assist in developing the mailing list and
mailing the notices for this meeting.
Attendance at two City Council meetings is budgeted within the proposal, including the official
public hearing for the project. We would present the results of the study to the Council at the
public hearing. Any additional meetings requested by the City over and above those cited may be
accommodated if the budget allows.
This task also includes supervision and coordination of all WSB team members during the
completion of the report, including coordination of the geotechnical work.

Finally, this task includes coordination and communication with other necessary agencies such as
MnlDOT, Scott County, Prior Lake Watershed District, etc. WSB will assist City staff in adding
this new alignment to the City's Municipal State Aid System.
Task 2 - Data Collection
This task includes collecting the data necessary to complete the feasibility study. This data
includes, but is not necessarily limited to:
. Topography maps
. Property ownership/section maps
. Property owner names and addresses
. Past special assessments
. As-built information for any city streets, county highways or trunk highways as
necessary
. Soil and groundwater information from adjoining properties
We would identify all of the data collection needs at the project kickoff meeting and the
expectations are that the City would provide the information in a timely manner necessary to keep
the study on schedule.
Task 3 - SurveyslEasements
This task consists of identifying property lines and ownership for purposes of establishing
easement areas. The amount and location of permanent and temporary easements will be
determined.
This task includes the writing of legal descriptions and mapping for property acquisition. As
indicated in the RFP, it is estimated that six parcels will be acquired as part of the final design
process once construction limits have been established.
All preliminary surveying horizontal and vertical control, basemapping, topography, alignments
would be established as part of this task.
Task 4 - Final Design Alignment/Preliminary Plan
This task consists of laying out the fmal alignment that meets MSAS standards for the Ring Road.
We will work with City staff, and property owners to develop the fmal alignment based on Layout
No.2. This task also includes developing a preliminary street and utility design. Preliminary plan
view drawings of the streets, water, sewer, storm and sidewalks/trail plans would be developed.

Task 5 - Cost Estimate/Financing
Once the preliminary street and utility design is completed a cost estimate will be prepared to
determine the overall project cost, including construction costs and other non-construction, add-on
costs.
This task includes meeting with the Finance Department and other City Staff to discuss financing
alternatives and special assessment policies. If special assessments will be used, a preliminary
assessment roll will be generated that meets the City policies and practices. The staff
memorandum which approved Layout No.2 indicates that County and State funds would be the
main funding sources anticipated.
This task includes arriving at a complete funding package for the entire project cost, which could
include, but is not limited to the following components: State Aid funds, Scott County funds,
special assessments, development fees, utility fees, or general tax revenues.
Task 6 - Final Report
This task consists of writing the draft and fmal feasibility report, including revisions as requested
by City Staff.
It is our intent to have the draft report to City Staffby October 23,2000 and the final report
completed by November 1, 2000, assuming a timely review and comments by City Staff. The
report would be presented at the November 7,2000 City Council meeting. Fifteen copies of the
Feasibility Report will be delivered to the City.
B. Final Design
Task 1 - Project Management
This task will consist of management and administration, project coordination and communication
with the City of Prior Lake on the project. It includes periodic meetings with the City of Prior Lake
and will also include billing preparation, invoicing, and other non-technical work associated with the
preliminary engineering and final design process.
Task 2 -- Geotechnical Investigation
Subsurface exploration services will be performed to investigate the subsoil conditions along the
proposed alignment. Borings will be drilled to the appropriate depths to determine groundwater
elevations and subsoil consistency for the construction of streets and utilities. The geotechnical

investigation information will be utilized to identify any soil concerns that may need to be corrected,
along with determining the subsoil strengths (R-value) for the pavement design.
Task 3 - Final Survey/Easements
Once the final construction limits identified, a final right-of-way plan would be prepared and legal
descriptions/exhibits prepared for each parcel. It is estimated that approximately 6 parcels would be
involved. It is our understanding that the City would be responsible for negotiating and obtaining all
right-of-way/ easements.
It is important to complete this task early in the process to allow adequate time for appraisals,
negotiations and possible eminent domain procedures to be completed prior to the bid letting. This
task has the potential to delaying the project start if eminent domain is necessary.
Task 4 - Final Design and Plan Preparation
WSB will prepare a set of detailed construction plans for this project in accordance with all City and
State Aid standards. We will work closely with all agencies to ensure that the design process meets
their expectations to expedite the review and approval process. Design review meetings will be
scheduled as needed and progress updates will be submitted periodically. The plans would be
compatible to AutoCad 2000.
At approximately 90% complete, a "final" set of plans will be submitted to the City and State for
review and approval. Upon receipt of all redlines and comments, the final plans will be presented to
the City Council for acceptance and bid authorization.
The final construction plans will include the following items:

Based on the information in the RFP, signals are not anticipated with this project.
Task 5 -- Plan Review and Approval
WSB will submit the final plans, specifications and any other requirements to the City and MnlDOT
State Aid for review and approval.
Task 6 -- Specifications
Special provisions will be written for unique items not covered adequately in the "Mn/DOT Standard
Specification for Construction" or the City's standard specification. Each provision will contain a
description, materials, construction requirements, method of measurement and basis of payment for
each item. Deletions from and additions to standard specifications will be written and included as
necessary. The specifications would be prepared to be compatible with Word 2000.
Task 7 - Engineer's Cost Estimate
We will prepare a construction cost opinion based on quantities generated as part of the preparation
of the construction plans. Costs will be split by funding source, including percentage splits, and
drainage split flow percentages required by State Aid.
Task 8 - Bid Administration
WSB will prepare the bidding documents, which will include, but not be limited to, special provision
bidding instructions, sub-soil investigation report, bid proposal, and appropriate MnlDOT
attachments. WSB will provide the City with both full size (22" x 34") and reduced size (11 "xI7")
reproducible plan sets, along with the original bid proposal. WSB will be responsible for all
activities related to contract bidding and award. Thirty (30) copies ofthe final plans and
specifications and complete bidding documents will be prepared for distribution to bidders. WSB
will be responsible for selling the plans.
Once the bids are opened, WSB will tabulate and review the bids and offer a letter of
recommendation to the City Council. We will attend the City Council meeting regarding the award
of bid. WSB will prepare the necessary contract documents, including bonds, insurance, etc.

Task 9 - Permits
WSB will prepare for the City's signature, all necessary pennit applications identified. The City will
be responsible for all permit fees necessary for the construction of the project. The following is a list
of potential local, state and federal permits and approvals that may be required.
. Minnesota DNR (wetlands)
. Prior Lake -- Spring Lake Watershed District( erosion control, stormwater ponding)
. Metropolitan Council Environmental Services (sanitary sewer)
. MPCA (sanitary sewer, NPDES)
. Minnesota Department of Health (watermain)
. County or State Right-of-Way Permits (if necessary)
C. Construction Services
As requested, WSB and Associates will provide a full range of construction services for this project.
The following tasks are proposed:
Task 1- Contract Administration
The Project Engineer will be responsible for all construction administration activities. At the
beginning of the project, a preconstruction meeting will be conducted. The Project Engineer will
serve as the City's liaison with the Contractor.
During the course of the project, weekly construction progress meetings will be conducted by the
Project Engineer. Periodic visits to the site will be made by the Project Engineer. The Project
Engineer will be responsible for preparing all pay estimates, change orders, reviewing shop
drawings, materials and suppliers, and preparing the final acceptance letter. The Project Engineer
will provide coordination to all utility companies, property owners, surveyors, and all project
personnel.
The construction observers, surveyors and geotechnical sub consultant will report directly to the
Project Engineer. Periodic progress reports will be provided to the City staff as necessary.
Task 2 - Construction Observation
WSB will provide full-time construction observation using a MnlDOT certified inspector. The
observer will keep daily records of all activities of the contractor, prepare reports, tabulate quantities
and pay estimates, perfonn field measurements for pay items and record drawings, monitor all
materials and testing, coordinate survey activities needed, and communicate the schedules with all
utility companies. The observer will be required to attend the weekly construction meetings. At the

completion of the project, a punch list will be prepared, final inspection performed and contract close
out procedures followed.
Task 3 - Construction Staking
WSB will provide a full-time survey crew to do all construction staking for this project, including
construction limits, grading alignment and grades for all sewer, water, storm and street facilities and
appurtenances, signal signage locations, and any other survey needs for this project.
Task 4 - Record Drawings
Upon the completion ofthe project, WSB will prepare the final record drawings based on the field
information and provide them to the City. Prior to submitting mylars, a blueline copy of the record
drawings will be submitted to the City for review and comment. Record drawings will be submitted
in digital format as well as hard copies.

IV Project Personnel
A. Introduction to Team
WSB is committed to providing a team of experienced professionals capable of providing quality
service to the City of Prior Lake.
The following paragraphs briefly describe the team WSB proposes to utilize on the Ring Road
improvement project. Detailed resumes of key personnel are available if desired.
David E. Hutton, P.E. Project Manager
As project manager, Mr. Hutton's responsibilities will be to schedule and coordinate necessary
meetings, provide staffing for the project and facilitate communication between the design team and
client. He will directly coordinate design activities, agency coordination, the development of
construction documents, and construction of the project.
Mr. Hutton has over 21 years of engineering experience, with 16 of those years spent as the Public
Works Director/City Engineer for the Cities of Shakopee, Savage and West Bend, Wisconsin. He has
been directly responsible for numerous State Aid projects and street utility projects throughout his
public career. He understands the issues and procedures for these types of projects. Mr. Hutton's
extensive technical and managerial expertise, along with his clear understanding of public works and
engineering, will help to ensure a successful project.
Bret A. Weiss, P.E., Principal-in-Charge
Mr. Weiss, as principal-in-charge, will be responsible for quality assurance and control of the project.
He will be responsible for monitoring the project schedule and budget, assisting in establishing the
design parameters, and monitoring the preliminary and final design procedures. He will work closely
with Mr. Hutton to ensure that the WSB team provides quality service to City staff.
Andrew J. Brotzler, P.E., Project Engineer
As Project Engineer, Mr. Brotzler will be responsible for the preliminary and final design. His role
will be to assist Mr. Hutton with the coordination and design of the project. Mr. Brotzler has more
than seven years of experience in municipal and transportation projects. Projects that he has
coordinated the design of include: Municipal State Aid, County State Aid, MnlDOT Cooperative
Agreement, and Federally Funded projects.
Charles T. Rickart, P.E., Traffic Engineer
Mr. Rickart will be responsible for traffic-related issues associated with the project. He will assist
with the preliminary layout and traffic control plans, signing, striping, and other traffic operation
features associated with the final design. Mr. Rickart has more than 17 years of experience in traffic
operations.

Ms. Hauschild will assist Mr. Rickart with the preliminary layout and traffic operation features
associated with the project. Ms. Hauschild has over four years of experience as a traffic design

As design engineer, Mr. Erichson will assist Mr. Brotzler and Mr. Hutton with detail design and
development of plans and specifications. Mr. Swentek has four years of varied experience in the field
of civil engineering. His experience includes the design of streets, storm sewer, sanitary sewer and
watermain.
Tim Cartony, Engineering Specialist
Mr. Cartony will be responsible for the detailed design layout and coordination of all computer-aided
design and drafting. Mr. Cartony has over 7 years of experience in the design field.
Steve V. Ische, R.L.S., Registered Land Surveyor
Mr. Ische is a Registered Land Surveyor with 21 years of experience. He will be responsible for
coordinating the design and construction surveying for the project. His role will also include the
preparation of the right-of-way plan and easement documents for property to be acquired.
Blair Fowler, Construction Observer
Mr. Fowler will be responsible for the construction observation phase of the project. He is a
MnlDOT Certified Inspector with over 19 years of experience in the construction of municipal

Suhconsultant -- Geotechnical Investigation
WSB will work with City staffto select a mutually agreeable geotechnical consultant to provide
geotechnical services during the design ofthis project. A budget of$3,000 is estimated for this
item. Any construction-related material testing would be established with the City as part of the
direct costs for the construction services portion of the project.

WSB & Associates, Inc. is prepared to start work on this project immediately upon receiving
authorization. As requested, we will have the final plans ready for City approval by February 1,
2001 in anticipation of a spring bid letting, asswning all right-of-way/easements have been secured.

B. Construction Services

If the actual bids vary significantly from the estimated cost due to the final scope and design of the
project, WSB reserves the right to discuss this segment of our fee with the City.
