PLANNING COMMISSION MINUTES MONDAY, DECEMBER 22, 2003 1. Call to Order: Chairman Stamson called the December 22, 2003, Planning Commission meeting to order at 6:30 p.m. Those present were Commissioners Atwood, Lemke, Perez, Ringstad and Stams°n, Planning Coordinator Jane Kansier, Assistant City Engineer Larry Poppler and Recording Secretary Connie Carlson. 2. Roll Call: Atwood Present Perez Present Lemke Present Ringstad Present Stamson Present 3. Approval of Minutes: The Minutes from the December 8, 2003, Planning Commission meeting were approved as presented. 4. Consent: None 5. Public Hearings: Commissioner Stamson read the Public Hearing Statement and opened the meeting. A. Planning Coordinator Jane Kansier stated staff received a letter dated today from the applicant requesting a continuance. Comments from the Commissioners: Stamson noted there was no one in the audience to speak and requested a Motion to continue the matter. MOTION BY LEMKE, SECOND BY ATWOOD, TO CONTINUE THE PUBLIC HEARING TO JANUARY 12, 2004. Announcements and Correspondence: Kansier asked the Commissioners if they had any concerns or changes regarding the Planning Commission Bylaws. Stamson explained the City of Savage has an apprentice board and asked if it would be appropriate to appoint someone from the annexation area to give a formal voice in the process. Staffwill look into the legalities of the matter. Lemke questioned how that would be different from the area residents speaking at a public hearing. Stamson responded a difference at a public hearing is that you don't get a chance to respond and participate in discussions after the public hearing has been closed. Maybe it is not a good idea but thought it might be easier to voice. Kansier noted it might be a person appointed specifically, possibly a town board member for the entire area versus an individual at a public heating. Ringstad and Stamson pointed out this would be a temporary position for issues just pertaining to annexation issues. Lemke pointed out a typo in paragraph on page 4, under Section 5 and C under Roles and Meetings - second sentence "may address the Planning Commission". Staffwill correct. Brief discussion on changing the Bylaws to keep the Commission in the process they have been using per Roberts Rules of Order. Accepted by general consensus by the Commissioners they would like to remain in compliance with current practices. Removal of Commissioners - on page 1 - "Unwritten charges." What are they and why would we want them "unwritten?" Kansier responded she did not know. Staff will find out. It could be legal verbiage. Stamson also noted the Bylaws states to mention the times for public heatings. City Council/Planning Commission workshop schedule for January - get back to staff with dates.
