CONSIDER APPROVAL OF A RESOLUTION ACCEPTING BIDS AND
AWARDING CONTRACTS FOR THE PURCHASE AND INSTALLATION OF
PLAYGROUND EQUIPMENT AT FIVE PARKS
The purpose of this Agenda item is to award the bid for the purchase and installation of
playground equipment at the following parks:
Sand Point
Knob Hill
Fish Point
Raspberry Ridge
Sunset Hills.
The City Council has previously authorized a request for bids for Playground
Equipment. Knob Hill, Fish Point, Raspberry Ridge, and Sunset Hills will be funded
through the approved 2000 Parks Capital Improvement Program; the 1999 Parks
Capital Improvement Program will fund Sand Point.
Knob Hill is a new installation. The other four are replacement installations.
The new playground equipment will be modular, meet the Consumer Products Safety
Commission safety standards, and provide the accessibility requirements of the
Americans with Disabilities Act. This new modular design is durable, attractive,
accessible, and safe, requires minimum maintenance, and is most of all fun.
Playground equipment proposals were received on Monday, September 11,2000, from
vendors representing four different playground manufacturers. At the regularly
scheduled Parks Advisory Committee meeting that night, the vendors made a
presentation to the Committee and staff. The following vendors gave presentations:

The Parks Advisory Committee and staff reviewed all of the proposals, discussed the
pros and cons of each equipment system, and then opened the bids. The selection of
equipment was based upon play value, safety, accessibility, warranty, aesthetics,
design, durability, cost, and quality of the equipment. All of the vendors submitted
various designs and each stated that any of the designs could be used at any of the
Parks. The four vendors all have good quality equipment, with similar warranty and

Based upon the evaluation, staff recommends to the City Council that the following
playground equipment be purchased and installed in the following locations:
. Sand Point Miracle $22,000.00
. Knob Hill Gametime $24,831.83
. Fish Point Gametime $26,219.53
. Raspberry Ridge* Gametime $25,552.83
. Sunset Hills Miracle $22,000.00
TOTAL $120,604.19
* We are using the Gametimes proposed Sand Point Park design at Raspberry
Ridge park.
The Gametime designs were creative, the equipment offered included 6 to 10 more
pieces of equipment than other vendors, plus it offered more ADA accessibility than
other vendors. Miracle also offered more equipment and better accessibility. Staff felt
that the value added in the Gametime and Miracle designs was worth the slightly
increased price.
The C.I.P. Parks Capital Improvement Fund includes funds for the playground
equipment as follows:

These are all neighborhood parks and therefore were planned to have similar
playground equipment systems. The remaining funding in the CIP ($4,400) will be
used for the curb surrounding the sites.
We requested vendors to submit a base bid plus an alternate bid. The base bid included
furnishing and installing the playground equipment plus the synthetic safety surfacing.
The alternate bid was for the equipment only and did not include the synthetic safety
surface.
Alternate bids were taken to allow staff to investigate whether or not contracting the
installation of the synthetic surfacing separately from the playground installation could
attain significant savings. However, the separate quotations received for the synthetic
surfacing showed that significant savings were not realized and we are recommending
that the base bid be utilized.

The alternatives are as follows:

Staff recommends alternative number 1. This alternative would allow us the
opportunity to provide updated playground equipment, which will meet all of the
current safety, accessibility, and play needs of our children.

the City of Prior Lake is committed to providing top quality playground equipment for
it's children; and,
the City's Capital Improvement Program allocates funds in 1999 and 2000 for the
acquisition and installation of new playground equipment; and,
The new playground equipment will be modular, will meet Consurner Products Safety
Commission safety standards, and provides accessibility required pursuant to the
Americans with Disabilities Act; and,
bids have been solicited and received for the purchase and installation of new
playground equipment and the following four companies have submitted proposals and
given presentations:

FURTHER,
City staff is hereby authorized to purchase necessary materials, per the City
purchasing policy, to complete the installations in an amount not to exceed
$4,400.00; and,
FURTHER,
that funds for such equipment and installation be drawn from the Parks
Capital Improvement Program; and,
FURTHER,
the City Manager is hereby authorized to return bid securities submitted with
the proposals to the vendors following the execution of contracts; and,
FURTHER,
the Mayor and City Manager are authorized to execute the contracts on behalf
of the City.
