HomeMy WebLinkAbout10C - "No Parking Signs" /Wilds CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: REVIEWED BY: AGENDA ITEM: October 2, 2000 tOC A It'&' BUD OSMUNDSON, DIRECTOR OF PUBLIC WORKS ,~ FRANK BOYLES, CITY MANAGER CONSIDER APPROVAL OF A RESOLUTION APPROVING THE INSTALLATION OF NO pARKING SIGNS AT VARIOUS LOCATIONS WITHIN THE WILDS PUD DISCUSSION: This item is a request for the City Council to consider approving the installation of "No Parking" signs at various locations within the Wilds PUD. We received the attached request from the Wilds Master Homeowners Association and the Wilds Golf Club for No Parking signs to be installed at two sites within the Wilds PUD. Further investigation by staff revealed other areas within the Wilds where we are also recommending as No Parking areas. A map is attached which exhibits the proposed "No Parking" areas. 1. WILDS PARKWAY: The Homeowners Association and Golf Club requested that parking be banned on the south side of Wilds Parkway from Pine View Drive southerly adjacent to the practice range and lOth tee box. Wilds Parkway is 32 feet wide and has a horizontal "S" curve in this area. In addition, a bituminous pathway exists immediately adjacent to the curb in this area. Parking on both sides occurs when the practice range is very busy. When vehicles are parked on both sides a precarious situation may exist for pedestrians crossing the street, and for cars meeting oncoming traffic and/or opened doors on parked vehicles. Staff recommends that parking be banned on the southwest side of Wilds Parkway from Pine View Drive southerly to Wilds Lane which improves sight distances from the aforementioned "s" curve. 2. WILDS RIDGE: The Homeowners Association and Golf Club requested that parking be banned on the south side of Wilds Ridge from Wilds Parkway easterly to the clubhouse driveway, again adjacent to the practice range. Staff concurs with this request, but also recommends that parking be banned on the north side of Wilds Ridge from Wilds Parkway easterly to Wilds Ridge Court. Wilds Ridge is 31 ft. wide at the clubhouse and then widens out to accommodate a median from just east of Wilds Ridge Court to Wilds Parkway, and includes a narrow driving lane (17 ft.) for westbound traffic. WILDS P ARKW A Y: Staff has identified two other locations on Wilds Parkway where parking should be banned due to narrow driving lanes within divided street sections. One is at Wilds Parkway just south of Wilds Ridge. A median divides the street and the southbound lane is only 15 feet wide. Staff recommends that parking be banned on the west side of Wilds Parkway from Wilds Ridge southerly to the first cu!-de-sac. This would improve visibility at the intersection and the ongoing safety of pedestrians and vehicles. The second area we are recommending as No Parking is on Wilds Parkway west of Wilds Drive again due to a narrow driving lane adjacent to a median. The westbound lane from Wilds Drive to CSAH 83 is only 16 feet wide and is on a horizontal curve. A parked car in this segment could block traffic and potentially create a traffic problem. CONCLUSIONS: Staff believes that it is appropriate for the City Council to approve the installation of "No Parking" signs as described above and on the attached drawings. After City Council approval, staff would purchase and install these signs as soon as they are available. The total cost of these signs is very minor and would be funded by the Street Operating Budget. The alternatives are as follows: 1. Approve a resolution approving the installation of "No Parking" signs on Wilds Parkway and Wilds Ridge as described in this report. 2. Deny this entire item or segments of it for a specific reason and provide staff with direction.. 3. Table this item until some date in the future. Alternative No.1. REVIEWED BY: 103 RESOLUTION O~ AUTHORIZING PLACEMENT OF "NO PARKING" SIGNS ON WILDS PARKWAY AND WILDS RIDGE NORTHWEST MOTION BY: SECOND BY: WHEREAS, the City is concerned about the safety of its traveling public, both vehicular and pedestrian, and the City has received requests for the Engineering Department to investigate the need for parking restrictions at various locations in the City; and the Engineering Department has investigated the locations and has made recommendations to the City Council. WHEREAS, WHEREAS, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, the placement of "No Parking" signs is hereby ordered at the following locations: a) On Wilds Parkway: . On the southwest side from Pine View Drive southerly to Wilds Lane. . On the west side from Wilds Ridge southerly to the first un-named cul-de-sac. . On the north side from Wilds Drive westerly to CSAH 83. b) On Wilds Ridge: . On the south side from Wilds Parkway easterly to the clubhouse driveway. . On the north side from Wilds Parkway easterly to Wilds Ridge Court. Passed and adopted this 2nd day of October, 2000. The specific areas are those along our North And South Driving Range tees. · On Wilds Ridge the South curb Beginning at Wilds Parkway, East to The Clubhouse driveway entrance would be a No Parking area. · On Wilds Parkway The South curb Beginning at Pine View Dr., South to the area immediately behind our tenth tee (approx. 100 yds.) would be a No Parking area.
