MICHEAL'S ADDITION" History: The Church of St. Michael has applied for approval of a Preliminary Plat to be known as St. Michael's Addition. The plat combines all of the property that is the site of St. Michael's school as well as four single family homes into one. The property is located on the west side of Duluth Avenue between Colorado Street and Pleasant Street. The Planning Commission considered this preliminary plat application at a public hearing on September 11, 2000. The Planning Commission recommended approval of the preliminary plat. A draft copy of the Planning Commission meeting minutes is attached to this report for your information. Current Circumstances: The preliminary plat consists of3.85 acres to be combined into 1 lot. The applicant is planning for a future building addition. The proposed addition extends over an existing lot line. Combining the lots through the platting procedure will allow for the construction of the addition. The proposed lot meets the minimum lot area and frontage requirements for the R-2 district. There are no new streets proposed as part of this plat. Access to the property is from Pleasant Street and Duluth Avenue. There is also no need for new utilities to serve this property. Sewer and water mains are currently located in the existing right-of-way. There is no parkland dedicated in this plat. Since much of this site has been previously platted, parkland dedication requirements will apply only to the unplatted portion of the site. Further development of this site will require on-site ponding for stormwater runoff. The design and location of the required ponding and landscaping will be determined when the applicant submits an application for site plan approval of the future addition to the school. Landscaping and ponding requirements will be determined as part of the site plan approval process. rnnrlm:;nn 0 The Planning Commission concluded the preliminary plat is consistent with the Subdivision and Zoning Ordinance requirements. The Planning Commission recommended approval of the preliminary plat, subject to the following condition: 1. The existing dwellings on the property must be removed prior to approval of a building permit for the school addition. RIII/.gPf lmpn("fo Approval of the preliminary plat has no budget impact. Approval of the preliminary plat will allow the property owner to proceed with an addition to the existing school. The City Council has three alternatives: 1. Adopt a Resolution approving the preliminary plat of St. Michael's Addition subject to the listed condition and with the fmding that the preliminary plat is consistent with the intent and purpose of the Comprehensive Plan and the Zoning and Subdivision Ordinances. 2. Deny the preliminary plat on the basis it is inconsistent with the purpose and intent of the Zoning and Subdivision Ordinances and/or the Comprehensive Plan. In this case, the Council should direct the staff to prepare a resolution with findings of fact for the denial of these requests. 3. Defer consideration of this item for specific reasons. The staff recommends Alternative #1. MOTION BY: SECOND BY: WHEREAS: the Prior Lake Planning Commission conducted a public hearing on September 11, 2000 to consider an application from the Church of St. Michael's for the preliminary plat of St. Michael's Addition; and WHEREAS: notice of the public hearing on said preliminary plat has been duly published and posted in accordance with the applicable Minnesota Statutes and Prior Lake Ordinances; and WHEREAS: all persons interested in this issue were afforded the opportunity to present their views and objections related to the preliminary plat of St. Michael's Addition for the record at the Planning Commission hearing; and WHEREAS: the Planning Commission and City Council have reviewed the preliminary plat according to the applicable provisions of the Prior Lake Zoning and Subdivision Ordinances and found said preliminary plat to be consistent with the provisions of said ordinances; and WHEREAS the Prior Lake City Council considered an application for preliminary plat approval of St. Michael's Addition on October 2, 2000; and WHEREAS: the City Council finds the preliminary plat of St. Michael's Addition to be consistent with the 2020 Comprehensive Plan. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PRIOR LAKE, MINNESOTA: A. The above recitals are incorporated herein as if fully set forth. B. The preliminary plat of St. Michael's Addition is approved subject to the following conditions: 1) The existing dwellings on the property must be removed prior to approval of a building permit for the new addition. MICHAEL OF PRIOR LAKE LAND USE APPLICATION The Church is planning to expand its Education Center to serve anticipated enrollment increases in the short and long term. In order to facilitate that expansion, neighboring properties were acquired. Because the current school facility was constructed on unplatted land, and the neighboring properties on which a portion of the improvements will be constructed are platted lots, the City is requiring that the Church combine all of its property on a single plat. The precise development details will be provided in connection with the site plan approval process. Phase I of the project will be a two story addition comprised of eight classrooms, a media center, and a cafeteria, along with related support space. A new 56 stall parking lot will be added at the south east corner of the existing property and a new bus loop/parking lot also with 56 stalls will be added to the west of the school on the platted property. The new addition will extend perpendicularly south from the center of" the existing school. The school offices will remain in the existing location. Case File #00-062 St. Michael's Church is requesting a preliminary plat consisting of a total of 3.842 acres to be subdivided into 1 lot for future building addition for the property located at northwest quadrant of the intersection of Duluth Avenue and Pleasant Street. Planning Coordinator Jane Kansier presented the Planning Report dated September 11, 2000, on file in the office of the City Planning Department. The purpose of this public hearing is to consider an application for a preliminary plat for the 3.85 acres located on the west side of Duluth Avenue, south of Colorado Street and north of Pleasant Street. This property is the site ofSt. Michael's school. The proposed plat will combine all of the property owned by the school into a single lot to allow for a future building addition. A building permit cannot be issued over lot lines or on properties described as outlots. Planning Commission Minutes September 11,2000 The proposed preliminary plat meets the standards of the Subdivision Ordinance and Zoning Ordinance. Ifthe preliminary plat is to proceed, it should be subject to the following condition: 1. The existing dwellings on the property must be removed prior to approval of a building permit for the school addition. The staff recommended approval of the preliminary plat as presented subjeCt to the above listed condition. Criego questioned if the tree preservation ordinance applied to.this'~pplicati6n. Kansier responded it did not apply because it was a developed site and are adding to that. Comments from the Public: Attorney Joe Cade, representing St. Michael's Church, said he was present to answer any questions. Criego questioned if there were any plans toad<itre~s to the area. Rolland Brouillard, the Church Administrator, said their intention \ViiS to replace, a~,many trees as necessary as part of the building project. Brouillard explained theywaritto,beautify the area. Cade said one of the existing"homes on the proPlerty will be removed this fall and the others will be used by the Prior Lake Fire Department. Amy Lowry, 4374 Pleasant Street, asked whatthe plans were for a privacy barrier between the school and the homes. Kansierexplainedthe City did not have a site plan in for the addition. The school addition does not require a public hearing. This project would be subject to the City's landscaping and screening requirements. The parish should be sensitive to the neighbors to make sure there is enough buffering with plantings to make it pleasant for both groups. Stamson: . Concurred with Criego, the landscaping on this project is very important.
