CONSIDER APPROVAL OF A RESOLUTION ACCEPTING BIDS AND
AWARDING CONTRACTS FOR THE PURCHASE AND INSTALLATION OF
PLAYGROUND EQUIPMENT AT FIVE PARKS
The purpose of this Agenda item is to award the bid for the purchase and installation of
playground equipment at the following parks:
Sand Point
Knob Hill
Fish Point
Raspberry Ridge
Sunset Hills.
At the October 2, 2000 council meeting, staff reviewed the bids and it's
recommendations in regards to the bids received for the playground equipment for the
five parks. Council elected to defer this item to the next meeting to allow council
members the opportunity to individually review the details of each vendor's proposed
plans for the parks.
In review, we received bids from four vendors for designs at five parks. Each of the
vendors stated that we could use any of the designs at any of the parks. The vendors
were:
. Minnesota Wisconsin Playground - Gametime
. Flanagan Sales - Little Tykes
. E. F. Anderson - Landscape Structures, Inc. (LSI)
. Miracle - Miracle Equipment
The base bids we received for each playground equipment set ranged from a low of
$21,000 to a high of$26,219.53. Staff had requested alternate bids, which turned out to
be financially unfavorable to the City, so we are recommending utilizing the base bid.
Based upon our evaluation of the proposals and the criteria set out in the bidding
documents, staff recommends to the City Council that the following playground
equipment be purchased and installed in the following locations:
. Sand Point Miracle
. Knob Hill Gametime/MN WS Playground
. Fish Point Gametime/MN WSPlayground
. Raspberry Ridge Gametime/MN WS Playground
. Sunset Hills Miracle

The Gametime designs were creative, the equipment offered included 6 to 10 more

pieces of equipment than other vendors, plus it offered more ADA accessibility than
other vendors. Miracle also offered more equipment and better accessibility. Staff felt
that the value added in the Gametime and Miracle designs was worth the slightly
increased price.
Attached is the staff report which sets out the evaluation criteria and the Committee's
ranking of each proposal. The evaluation criteria were set out in the specifications.
The C.I.P. Parks Capital Improvement Fund includes funds for the playground
equipment as follows:

These are all neighborhood parks and therefore were planned to have similar
playground equipment systems. If the staff recommendation is awarded for a total of
$120,604.19, the remaining funding in the CIP ($4,400) will be used for the curb
surrounding the sites.
If as an alternative, the City Council would like to award the contract to the low bidder
for all of the parks, the vendor would be E.F. Anderson - Landscape Structures, Inc. at
$21,000 per park for a total cost of $1 05,000.
The alternatives are as follows:
1. Adopt a resolution awarding the bid for the purchase and installation of playground
equipment as recommended by the Staff and the Parks Advisory Committee.
2. Adopt a resolution awarding the bid to the low bidder for all of the parks.
3. Table this agenda item for a specific reason.
4. Deny this agenda item for a specific reason.

1999 and 2000 Capital Improvement Program:

. Sunset Hills;
and,
the City of Prior Lake is committed to providing top quality playground equipment for
it's children; and,
the City's Capital Improvement Program allocates funds in 1999 and 2000 for the
acquisition and installation of new playground equipment; and,
The new playground equipment will be modular, will meet Consumer Products Safety
Commission safety standards, and provides accessibility required pursuant to the
Americans with Disabilities Act; and,
bids have been solicited and received for the purchase and installation of new
playground equipment and the following four companies have submitted proposals and
given presentations:

WHEREAS, the bid documents set out the criteria vendor's bids would be evaluated against.
In addition to price, the specifications indicated the following criteria would be
applied: play value, safety, accessibility, warranty, design, durability and quality of
the equipment.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
hereby awards bids to Miracle Recreation Equipment Co. for purchase and installation of
playground equipment at Sand Point at a cost not to exceed $22,000.00 with a project completion
date of June 1,2001; and,
hereby awards bids to Minnesota/Wisconsin Playground for purchase and installation of playground
equipment at Knob Hill at a cost not to exceed $24,831.83 with a project completion date of June 1,
2001; and,
hereby awards bids to Minnesota/Wisconsin Playground for purchase and installation of playground
equipment at Fish Point at a cost not to exceed $26,219.53 with a project completion date of June 1,
2001; and,
hereby awards bids to Minnesota/Wisconsin Playground for purchase and installation of playground
equipment at Raspberry Ridge at a cost not to exceed $25,552.83 with a project completion date of
June 1,2001; and,

FURTHER,
City staff is hereby authorized to purchase necessary materials, per the City
purchasing policy, to complete the installations in an amount not to exceed
$4,400.00; and,
FURTHER,
that funds for such equipment and installation be drawn from the Parks
Capital Improvement Program; and,
FURTHER,
the City Manager is hereby authorized to return bid securities submitted with
the proposals to the vendors following the execution of contracts; and,
FURTHER,
the Mayor and City Manager are authorized to execute the contracts on behalf
of the City.
