CONSIDER APPROVAL OF A RESOLUTION APPROVING A SALARY PLAN
FOR UNREPRESENTED EMPLOYEES FOR 2001.
History: Once union negotiations have been completed and labor agreements
approved, past City Councils have deemed it appropriate to take action on salary
adjustments and benefits for nonunion employees. The positions included in this
group are finance director, accounting supervisor, executive secretary and
assistant city manager.
Current Circumstances: As a way to maintain compliance with pay equity
regulations and to maintain equity in the city's compensation plan for all
employees, the following adjustments are recommended:
Salary RanQe Adiustments:
1. The finance director and assistant city manager salary ranges need to be
adjusted the same amount as the City Council approved for supervisory
positions for 2000 and 2001 since these two positions fall into the same
pay grades. Therefore, the salary ranges should be increased by 3% for
the year 2000 and 2.75% for 2001.
2. The accounting supervisor and executive secretary salary ranges should
be adjusted by the same amount that the Council approved for the
AFSCME union positions of the same pay grade. For the years 2000, the
union positions received a 2.75% increase and a 2.50% increase for
2001.
2001 WaQes
1. Provide 2001 wage adjustments based on each incumbent's job
performance over the previous year. Attached is a copy of the summary
evaluation form that would be used for the nonunion positions. The
ratings of I through V correlate with the employee performance appraisal
form. The nonunion employees would receive an increase from 0% to
7% based on the summary performance evaluation they receive for the
previous year. The increases would be effective January 1, 2001.
2001 Benefits
1. I would also recommend that the City's contribution for health insurance
be consistent with those approved for union employees for 2001 and that

the face value of term life insurance be increased from $40,000 to
$50,000.
The proposed Salary Plan for unrepresented employees is consistent with the
City Council's desire to base pay on performance. It also serves to keep wages
and benefits for these employees commensurate with bargaining unit
employees.
Adequate funds have been budgeted to administer the wage increases as well
as the health and term life insurance contributions.
1. Approve a Resolution approving salary and benefits for nonunion employees
for 2001.
2. Deny the Resolution
3. Defer action on the Resolution subject to receipt of additional information.
Alternative No. 1 - Approve a Resolution Approving Salary and Benefits for
Nonrepresented Employees for the year 2001.

A RESOLUTON APPROVING SALARY ADJUSTMENTS
AND BENEFITS FOR NON-REPRESENTED EMPLOYEES
FOR THE YEAR 2001

WHEREAS,
the City Council has reviewed the recommendation received by the City Manager for
salary adjustments and benefits for nonunion employees for the year 2001.
Now THEREFORE, be it resolved by the City Council of the City of Prior Lake that the following are
hereby adopted:
1. The Finance Director and Assistant City Manager salary ranges shall be increased by 3% for the
year 2000 and 2.75% for the year 2001.
2. The Accounting Supervisor and Executive Secretary salary ranges shall be increased by 2.75% for
2000 and 2.5% for 2001.
3. The Summary Evaluation of Overall Performance matrix is approved and implemented as
recommended by the City Manager.
4. The City's contribution for health insurance shall be $435 for 2000 and $470 for 2001.
5. The term life insurance shall be increased from $40,000 to $50,000 commencing January 1, 2001.
