CONSIDER APPROVAL OF A RESOLUTION APPROVING THE PLANS AND
SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS FOR
WELL NO.6, CITY PROJECT NO. 02-00
DISCUSSION:

As the Council may recall, the City has been seeking authorization fllll111 the
Department of Natural Resources (DNR) to drill Well 6 for about two years. The DNR
has been reluctant to approve the city's request because they were concerned that the
well would impact the Savage Fen.
Recently the staff was successful in securing DNR approval to drill the well subject to
the following:
1. The well could be drilled to the Jordan formation, but be sized
appropriately to be further drilled to the Franconian-Ironton-Galesville
(FIG) formation, or the Mount Simon-Hinckley formation if the pumping
of the Jordan formation has a detrimental effect on the Savage Fen
Complex. (The Jordan formation is preferred by the City since it is less
deep than the FIG and more productive from a pumping perspective. The
DNR wants to protect the Jordan because of the number of wells using it
and the fact it feeds the Savage Fen Complex.)
2. The well should be located west of the buried bedrock valley which may
lessen the impact of the well on the Savage Fen; and
3. Two monitoring wells would be concurrently drilled along either side of
bedrock valley to assess any impact on the Fen.
Accordingly, in May of this year the City Council authorized WSB and Associates to
provide engineering services for the City to:
1. locate the well
2. design the well
3. prepare plans and specifications for well development; and
4. plans and specifications for the pump house and associated electrical
control and monitoring systems.

WSB has completed its work on well location. The next agenda item (9C) provides the
means by which the City acquires the correct property for location of the well. The
attached graphic shows the location of Well 6 and the two monitoring wells. All three
wells will be located on City property. The monitoring wells will be drilled through the
Jordan formation on either side of the buried bedrock valley. One is on park property
in the Wilds, and the other at the Crest Avenue water tower. By monitoring these wells

we can assist in determining the impact of Well 6 on the Jordan formation, and
ultimately the Savage Fen complex.
WSB has also completed the design of the well and plans and specifications for drilling
the well. The well will be 36" diameter (our wells are normally 24" diameter) to allow
use of the FIG or Mount Simon-Hinckley formations if it is determined that the Jordan
well has a detrimental effect on the Fen.
If the City Council approves the plans and specifications on November 6, public notice
would be published on November 10, and bids would be opened seventeen days
thereafter. Depending upon the complexity of the bids, we would ask the Council to
award bids on December 4th or 18th. If awarded as scheduled, the well would be
developed by May 2001.
Because the bidders who drill the well are completely different than those who erect the
pump house, electrical power, and monitoring systems, a second set of plans and
specifications will be prepared by WSB for City Council approval in February 2001.
Bids would be awarded in March and construction of the pump house would begin in
May and be completed in August. The well would be on-line in August or September.
The previously developed schedule is attached showing actual completion dates.
Conclusion
The Council should determine if it wishes to approve plans and specifications to
proceed with the development of Well 6.
The City has taken aggressive steps to forestall the need for new wells by imposing
water restrictions, but water restrictions are not enough. Because of the time it has
taken to secure approval to develop Well 6, and the growth of our community, it is
important that we proceed with this project.
Budeet Imoact
Sufficient funds are set-aside in the City's Capital Improvement program to develop the
well, pump house, and electronics. WSB estimates that development of Well 6 and the
two monitoring wells will be approximately $280,000. The pump house, wiring,
monitoring, and other equipment are estimated at $320,000. The Capital Improvement
program earmarks $600,000 for completion of the entire project. The Trunk fund is the
source of the money.
The alternatives are as follows:
1. Approve a Resolution approving the plans and specifications and authorizing the
advertisement for bids for Well No.6 and appurtenant work.
2. Table this agenda item for a specific reason.
3. Deny this agenda item for a specific reason.

RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND
AUTHORIZING THE ADVERTISEMENT FOR BIDS FOR WELL NO.6 AND
APPURTENANT WORK, CITY PROJECT NO. 02-00

WHEREAS,
a new production well is needed to provide potable water for the City as
identified in the Capital Improvement Program, and
WHEREAS,
authorization to prepare plans and specifications for a new well were
approved by Council on May 15, 2000, and
WHEREAS,
the consulting engineer retained for this project has prepared plans and
specifications for the new well, Well No.6, and the appurtenant monitoring
wells, and
WHEREAS,
Such plans and specifications have been presented to the Council for
approval.
WHEREAS,
The estimated cost of such improvements is $280,000 and shall be drawn
from the Trunk Fund.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA:
1. That the plans and specifications for Well No.6, a copy of which is attached hereto and
made a part hereof, are hereby approved.
2. The City Manager shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids for the making of the improvement
pursuant to the attached plans and specifications. The advertisement shall be published
not less than 10 days prior to the bid opening, shall specify the work to be done, and shall
state that the bids will be received by the City Manager until 10:00 a.m. on Monday,
November 27, 2000, at which time the bids will be publicly opened at the City
Maintenance Center at 17073 Adelmann Street SE by the Public Works Director. No
bids will be considered unless sealed and filed with the City Manager and accompanied
by a cash deposit, cashier's check, bid bond, or certified check payable to the City of
Prior Lake in the amount of five (5) percent of the amount of such bid.
3. The City reserves the right to reject any and all bids for any reason as determined solely
by the City.
