CONSIDER APPROVAL OF A RESOLUTION ACCEPTING LAND
DEDICATION FOR WELL NO.6 NOW FOR A FUTURE SUBDIVISION TO
BE KNOWN AS WILDS 6TH.
DISCUSSION:
The purpose of this agenda item is to request the City Council to adopt a resolution
approving the dedication of property now for Well No.6. Shamrock Development
Corporation has agreed to dedicate the property shown on the attached drawings to the
City for the well site and has provided a deed to the city. This item is associated with
the previous agenda item approving the plans and specifications for the new well.
Staff and representatives from WSB & Associates have investigated this site for a new
well given the limitations of the area geology and the requirements of the DNR. From
an engineering perspective this site is in the City's best long-term interests in providing
potable water to its residents and businesses.
As shown on the attached drawings, the land for Well No.6 is located immediately
adjacent to and south of the existing Wilds Booster Station on Wilds Parkway. The
location is west of a buried bedrock valley, which was a significant geologic feature
taken into consideration in the site selection. DNR representatives believe this buried
valley may buffer the effects of a well on the Savage fen complex, which is the reason
they would not allow us to develop a well adjacent to our other wells on the east side of
the lake.
ISSUES:
The parcel will eventually be part of a park and utility complex as shown on the
drawings. Besides the aforementioned benefits for the well site, this large parcel
allows the City one large parcel to maintain instead of scattered smaller sites. In
addition, the well pump house could be built to perform a dual function of pumping
water and providing a covered picnic area within the park. The concept is consistent
with previous council direction to secure multipurpose sites.

BudKet Impact
The dedication of the land as allowed by state statute provides the City with a means of
acquisition which is economical and efficient. This parcel will not cost the City any
upfront cash.
The alternatives are as follows:
1. Motion to adopt a resolution accepting land dedication for Well No.6 now for a
future subdivision to be known as Wilds 6th Addition.
2. Table this agenda item for a specific reason.
3. Deny this agenda item for a specific reason.

SECOND BY:
Shamrock Development Corporation, (the Developer), currently has a
Planned Unit Development (PUD) agreement for the development known as
the "Wilds" with the City of Prior Lake, (the City); and
The Wilds PUD consists of a number of subdivisions which are being
platted and constructed at various times; and
The Developer currently is working on designing the Wilds Sixth Addition
of the PUD; and
Minnesota State Statutes 462.358 Subd.2b, permits the City to require the
Developer to dedicate land; and
The City has the need for a new potable water well; and
The Developer has recognized the City has an immediate need to develop a
new well; and
The Developer has offered to dedicate the land described in Exhibit A for
the well, before the Developer submits an application to plat Wilds 6th
Addition; and
The Developers Contract for the Wilds Sixth Addition will recognize and
credit the Developer for the land described in Exhibit A as a dedication
pursuant to Minnesota Statute Section 462.358 Subd. 2b and provide the
Developer credit toward the dedication required by the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE
THAT:
1. The Recitals set forth above are fully incorporated herein as if set forth herein.

2. The City gratefully accepts the deeds from Shamrock Development for the land described
in Exhibit A.
3. The land described in Exhibit A shall be credited towards the park dedication requirement
for The Wilds 6th Addition.
4. If the land described in Exhibit A and quit claimed by Shamrock Development to the City
exceeds the dedication requirement set out in the City's subdivision ordinance any excess
land, to the extent it may exist, will be credited towards some other plat within The Wilds
PUD.
