AGENDA ITEM: CONSIDER APPROVAL OF APPOINTMENTS TO PLANNING COMMISSION.
DISCUSSION: Ij!stOry: As of october 30, 2000, two positions on the five-person Planning
commission became vacant. One is an incumbent position held by Tony
Stamson, and the other is a vacanCY created by a resignation. In accordance
with City Council bylaWS, we have placed notices in the Prior Lake American.
Five individuals submitted applications.
Qurrent Circumstances: On Saturday, November 4~, Planning Commission
Chair Tom VonHof, City Manager Frank Boyles and I interviewed three of the fIve
candidates. A copy of each candidate's application is attached for council
information. The committee recommends that Tony Stamson and Vaughn Lemke
be appOinted to fIll the existing vacancies. The term of both appointments would
expire October 30, 2003.
The five-member Planning commission vacancies should be filled since the
recommended applicants possess the experience and skills desired. Planning
Commission Chair VonHof has asked the staff to contact the neW member to
conduct an orientation and to contact existing Planning Commission members to
ask them to provide mentoring.
lSSUES:
ALTERNATIVES: (1) APpoint Tony Stamson and Vaughn Lemke to fill the existing vacancies on
the Planning commission.
(2) Take no action.

This application is for residents interested in serJing as a volunteer to be appointed to fill a
two-year City Council term expiring December 31, 2001. Applicants must be 21 years of age
and currently reside within the City limits of the City of Prior Lake for a minimum of thirty days.
Councilmembers receive $250 per month, and are expected to participate in two regular
meetings per week, as well as various work sessions. Approximately 7 to 15 hours per week is
required for Council duties, including meetings, site visits, telephone calls and reviewing
agenda materials.

Experience: 1976-1980 US Army, Honorable Discharge
1981- Present, Employed by the F ederal Aviation Administration as an Air
Traffic Controller, I am presently an Operational Supervisor at the Crystal
Air Traffic Control Tower.
From 1987 to 1997 I was President of the National Air Traffic Controllers
Association, AFL-CIO Union, (NA TeA), at Minneapolis International
Airport.
/ I am a board member of the Prior Lake Association and have served as the
co-chair of the Fireworks Committee for the last two years.
INTEREST IN THIS POSITION:
I have lived on Prior Lake since 1986, first on Lakeside Avenue, then on Fairbanks Trail
and currently on Shady Beach Trail. I love the Lake and would like to see the City grow
in a responsible way and the Lake managed for the benefit of all.
ISSUES:
Two issues that I feel are important, are taxes and the Lake. I believe that government
must deliver needed services in a more efhcient and cost ettective manner.
Prior Lake has many issues, ~rface water ordinance, l~ke level and water quality are a
few. The Lake must be managed in a responsible manner that benefits all citizens.

years I have been a resident of Prior Lake. 1 began coJtlIIlunity involvement by serving as an
election judge. Over the years I have coached softball with the PLAY organization, co-
founded the community Hallo~een partY, served in various roles -within the school system,
and served for several years on the Prior Lake Economic Development Committee.
I currendy serve on the board of directors of the Minnesota Conservation Federation
(a state affiliate of rhe National Wildlife Federation). I am chair of the educ:ation com.minee,
and as such am editor of the youth publication Walk az th WJ.dside.

1 believe in planning. Yet, I believe t.ba.t a good plan builds into it: the flexibility to respond

Information for Applicants to
Prior Lake's Advisory Bodies
.
Background Information
The City of Prior Lake is required by state statute to have a Planning Commission to
make recommendations to the City Council on Planning related issues. The Economic
Development Authority is also vested with statutory authorities for the promotion of
development and redevelopment in the community. The City has also established two
additional advisory bodies which include: the Parks Advisory Committee and the Lake
Advisory Committee. The purpose of advisory bodies is to provide input to the City
Council regarding the specific issues as set forth in the body's bylaws or as delegated by
the City Council. Membership on advisory bodies is voluntary. Appointments are made
by the City Council. The procedure for filling vacancies consists of an application
followed by interviews of selected applicants by a subcommittee appointed by the City
Council. This handout is designed to provide you with summary inforrn.ation regarding
each advisory body.
In General
Advisory Body members typically invest ten to forty hours per month. Occasionally,
advisory bodies are appointed to subcommittees to investigate specific issues, or advisory
bodies may hold work sessions in addition to their regu.1ar meetings. Advisory Body
members are expected to thoroughly review agenda materials which they receive prior to .~
meetings. 75% attendance is the minimum standard expected. Advisory bodies do not.
have policy-making power. The City Council considers advisory body recommendations
when dealing with agenda items.
Statutory Body Information
Planning Commission: The Planning Commission meets the second and fourth Monday \
of each month at 6:30 p.m.. Planning Commission members receive an annual stipen.d for \
each meeting they attend. The duties of the Planning Commission include. but are not
limited to. keeping the City Council and general public informed and advised as to all
planning and development matters and making recommendations to the City Council
with respect to any current or future planning. This may include preliminary plats. final
plats. variances, zoning ordinance, etc.
Economic Development Authority: The Economic Development Authority meets the third
Monday of each month at 5:30 p.m. EDA members receive an annual stipend for each
meeting they attend. The duties of the EDA include, but are not limited to, promoting the
growth, development, and redevelopment of commercial industrial concerns in Prior
Lake.
