Roadway Noise B. Private Street Ordinance C. Public Works Operations and Maintenance Manual D. Continuation of TH 13 Trail DISCUSSION: A. Private Street Ordinance and B. Roadway Noise Presented by City Attorney Ric Rosow, Assistant City Manager Jane Kansier and City Engineer Larry Poppler Attached is a copy of the Power Point presentation by the City Attorney and staff on these topics. Staff is seeking a sense of the Council regarding en- forcement of roadway noise and the status of private streets. C. Public Works Operations & Maintenance Manual Presented by Public Works Director Katy Gehler Historically the City has had policies and standard operating procedures to guide Public Works operations, although not always formally in writing. A writ- ten manual provides several benefits: 1. Defines service expectations that can be used to guide the preparation of the annual budgets and Capital Improvement Plan. 2. Provides a communication tool to inform the City Council, residents and staff of the City's service expectations. 3. Provides a road map for employees as to how work should be completed. 4. Provides discretionary immunity from legal claims. The League of Minnesota Cities (LMC) encourages every City to adopt written maintenance and operations policies for both communication and liability rea- sons. The attached 2009 guidance document on this topic addresses these is- sues in more detail. The City Council has had a Winter Maintenance Policy (WMP) in place since October 2002 and added additional Street Maintenance Policies in December 2009. Portions of the manual have been reviewed annually and updated to re- flect changes in maintenance operations. The last update was completed on November 13, 2012. The 2012 update not only reviewed the current policies but also presented a ta- ble of contents (see attached) that identified additional areas where written poli- cies and procedures could be formally documented. These additions will not only document the current policies and procedures, but also provide council, residents and staff a central place for reference. The council adopted the up- dates however, requested that this item be brought to a council work session for additional discussion. At the Work Session, staff will facilitate a discussion that will review the purpose and need for policies, discuss policies versus standard operating procedures (SOPs), and review the future additions for council feedback. D. TH 13 Trail Study Presented by Public Works Director Katy Gehler During the November 26, 2012 Work Session, four Advisory Committees ex- pressed interest in exploring a trail connection along TH13 from the CR42/TH13 intersection to Lakefront Park and the downtown. In addition there are two pro- jects in the Capital Improvement Plan, Ridgemont/Main and 150 Street, that include construction of portions of this trail. To ensure the trail develops in an efficient and well-planned way while consider- ing safety, costs, and user aesthetics, staff employed the resources of WSB/Brauer and Associates to explore trail alignment options. This plan can also be used to show the City's intent and dedication to the project which will make Prior Lake more competitive as funding opportunities are pursued. Some potential sources of funding include MN DOT's Corridor Investment Manage- ment Strategy (CIMS) grant, and proposals to raise the sales tax for transit and transportation purposes (see attached announcements). Three options were presented to a subcommittee that included representatives from the Traffic Safety Committee, Community Safety Committee, Planning Commission, Parks Advisory Committee and staff. The subcommittee ultimate- ly recommended a hybrid of the plans. All four options are attached. The Council started a discussion on this topic at the January 7, 2012 but was not able to fully flesh out the next steps. This item is being brought back to al- low for further discussion and feedback from the Council. >
