MN 55372 '�rrMv�so��' ECONOMIC DEVELOPMENT AUTHORITY AGENDA REPORT MEETING DATE: February 19, 2013 AGENDA #: 8A PREPARED BY: Casey McCabe, Community Development Specialist AGENDA ITEM: ELECTION OF EDAC LIAISON DISCUSSION: Introduction The purpose of this agenda item is to appoint a liaison to the Economic Devel- opment Advisory Committee (EDAC). Histo The EDAC is advisory and its purpose is to study and provide reports, analysis and recommendations to the Economic Development Authority on economic de- velopment matters as assigned. Previous liaisons to the EDAC were appointed by the City Council. The EDA reviewed and recommended amendments to the EDAC bylaws on April 6, 2012, including an amendment to Section 203 (Ap- pointment). The bylaws previously stated the EDAC shall consist of one City Council liaison. Because the EDAC is advisory to the EDA, not the City Council, the EDA recommended the reference to City Council liaison be removed and replaced with EDA liaison. The amendment was approved by the City Council on April 16, 2012. Current Circumstances The EDA recommended amendments to its bylaws on January 22, 2013, which were approved by the City Council on February 11, 2013. Section 5.5 was add- ed to clarify the EDA's authority to appoint an EDAC liaison and states, "EDAC LIAISON. The EDA shall elect an Economic Development Advisory Committee ("EDAC") liaison at the first meeting of the year. Any of the five (5) commission- ers may serve as the EDAC liaison." Conclusion The duties of the EDAC liaison include regular attendance and participation in EDAC meetings, providing the EDAC with updates of EDA activity and providing the EDA with updates of EDAC activity. The EDA should determine which of its members wish to be the EDAC liaison and formalize such action by vote. ISSUES: The EDA bylaws allow any of the five commissioners to serve as the EDAC liai- son. Historically, the EDAC liaison has been a member of the City Council. EDA commissioners should discuss the benefits of appointing a liaison who also serves on the City Council, which provides the EDAC with the thoughts and di- rection of both the EDA and City Council. EDA members who wish to serve as the EDAC liaison should be available to attend regular meetings of the EDAC which are held on the fourth Thursday of each month from 7:30 a.m. - 9:00 a.m. FINANCIAL There is no additional compensation for members of the EDA who serve as a IMPACT: liaison to the EDAC, beyond that which is received by all commissioners. ALTERNATIVES: 1. Motion and second electing an Economic Development Authority (EDA) liai- son to the Economic Development Advisory Committee (EDAC). 2.
