You provided us with a lot certificate for the property dated 8/10/11 from Pioneer Engineering. We understand that rear yard drainage on adjacent lots and the retaining wall in the area were not built according to the development plans. The proposed lot certificate proposes drainage over the retaining wall in the rear of this lot. As I have expressed to you previously, Westwood does not have the expertise or experience to evaluate the structural design or drainage impacts to retaining walls. In general, drainage is usually diverted away from walls to avoid runoff over the wall. You have provided a letter to us Dated August 24 2011 from Paul Schimnowski, PE of Criterium- Schimnowski Engineers. The letter details Mr. Schimnowski's review of the lot certificate, and notes steps that should be taken for, lot drainage over the wall. Our review of the proposed lot certificate is limited to the proposed grading of the lot. Proposed house elevations are similar to those included on the Westwood Grading Plan, latest revision 3/28/06. The proposed house has been raised slightly as compared to the Grading Plan. Proposed drainage around the house, as shown on the certificate provides at least 2% grade in all locations. Consideration and confirmation of drainage should be provided during final grading. In conclusion, the lot certificate provides drainage and should not negatively impact adjacent properties. Please contact me if you have any questions. This evaluation is based on the Certificate of Survey dated August 10, 2011, prepared by Pioneer Engineering as well as the original retaining wall shop drawings prepared by me. The existing retaining wall is adequate for the proposed changes in grades shown on the survey. While the grades shown will direct some of the site surface drainage to the back of the retaining wall, this can be tolerable as long as several conditions are maintained. It should be verified that there are no concentrated locations of runoff that could cause a washout of the wall. Grades at the top of the wall also need to be maintained to allow water to flow over the top of the wall. Opinions and recommendations in this report are limited to the scope of work.
