Those present were Commissioners Loftus, Arnold, Kedrowski, Wells, Roseth, Director of Planning Horst Graser, Assistant City Planner Deb Garross, and Secretary Rita Schewe. ITEM I - REVIEW MINUTES OF PREVIOUS MEETING MOTION BY ROSETH, SECOND BY ARNOLD, TO APPROVE THE MINUTES AS WRITTEN. vote taken signified ayes by Loftus, Arnold, Kedrowski, Wells, and Roseth. MOTION CARRIED. ITEM II - PUBLIC HEARING - SIGN ORDINANCE AMENDMENT - CONTINUED Public Hearing called to order at 7:35 P.M. Public was not in attendance. The purpose of this hearing is to consider the regulation of For Sale Signs placed in or on vehicles. Mr. Graser presented the information from the City Attorney's office stating the wording of the amendment may be unconstitutional, additional research with other cities is being done and this matter should be dealt with in a different manner, perhaps through a parking code or other enforcement action. Staff recommended denial of the proposed amendment. MOTION BY ROSETH, SECOND BY ARNOLD, TO DENY THE AMENDMENT AS PROPOSED. Vote taken signified ayes by Roseth, Wells, Kedrowski, Arnold and Loftus. MOTION CARRIED TO DENY SIGN ORDINANCE AMENDMENT. MOTION BY LOFTUS, SECOND BY WELLS, TO CLOSE THE PUBLIC HEARING. Public Hearing closed at 7:42 P.M. Discussion followed on various ways to educate the public on sign violations. Commissioner Wells suggested garage sale signs sold or given out at City Hall, possibly an article written for publication. A response from the Planning Commission to the Economic Development Committee and City Council should be developed at the second meeting in July. In addition, Staff should coordinate a meeting date to meet with the Economic Development Committee at the end of July. MOTION BY LOFTUS, SECOND BY ROSETH, TO APPROVE MINUTES OF THE ECONOMIC DEVELOPMENT COMMITTEE AND PLANNING COMMISSION JOINT MEETING ON JUNE 7, 1990. ITEM II - STAFF - DISCUSSION OF COMPREHENSIVE PLAN GOALS AND POLICIES Mr. Graser presented the information on the Comprehensive Plan draft of June 1, 1990. GOAL 1: Preserve Natural and Scenic Resources: Discussion from the Commissioners concern the one unit per forty acres, preserve the small town atmosphere, importance of sidewalks and pathways and preserve natural scenic resources. Chairman Kedrowski felt that all Planning Commissioners, City Council and other Board Members should be a part of organizations in the community to nurture community spirit. Review a public relations notice on sign ordinances written by Commissioner Wells. 2. Review the Business /Office Park Study and have suggestions, plans and input for Staff to coordinate the presentation for a meeting in July. 3. GRASER, RE: INDUSTRIAL STUDY DATE: JULY 5, 1990 DIRECTOR OF PLANNING Three weeks ago you received a copy of the Business /Office Park Study for Prior Lake. Two weeks ago a joint meeting was conducted with the Economic Development Committee to discuss the findings of the study and explore implementation alternatives. (612) 4474230 / Fax (612) 4474245 Public Relations Effort - Inappropriate Signage and Sales of Vehicles on Public Property in Prior Lake Goal: Educate the citizens of Prior Lake regarding the need to reduce the inappropriate use of signs (e.g. garage sale, banners) and the selling of cars, other vehicles, and miscellaneous equipment on public property. Strategy: The message should be positive rather than negative /punitive (e.g. to make Prior Lake as aesthetically pleasing and as attractive a community as possible); Use existing avenues for the message (e.g. City Newsletter, Prior Lake American) Summary of the Problem and Solution: There has been a growth in the number of inappropriate signs and vehicles for sale on public land throughout the City. This gives the community an appearance that is aesthetically displeasing. Laws may be written and enforced, but compliance may be improved with a public relations campaign aimed at stressing to people the importance of advancing a positive community image. Following is a sample article that could appear in various media that helps accomplish this. When you drive up or down Highway 13 through Prior Lake, what image do you get of the City? For the most part, it may be somewhat pleasing, given the occassional view of the lake and natural landscapes. However, as the City has grown, so too has the use of the public areas for functions that create aesthetic "eyesores." It's not unusual to see cars, boats, or miscellaneous equipment plopped on a grassy hillside with "for sale" signs on them. Also, on any given weekend during warm weather months, corners off of Highway 13 and other heavily travelled roads can be plastered with "garage sale" signs. Although these signs and the use of public land for car sales may help the individual sellers, the impact on Prior Lakes's community image can be very negative. In an effort to improve the image from the roadways, City staff recently proposed revisions to the sign ordinance. The Planning Commissioners agreed with the goal, although further study was recommended to define the most appropriate method of enforcement. In the meantime, the Planning Commission ers feel so supportive of improving the community image that it has begun a public relations campaign to heighten citizen awareness and cooperation. If you have any concerns or support, please let City staff know. We hope that we are expressing the values of the majority of Prior Lake residents, and want to hear from you to confirm this. COMMUNITY T- yd1 -1V 1891 1991 209/ PLANNING COMMISSION MINUTES July 19, 1990 The July 19, 1990 Planning Commission Meeting was called to order by Chairman Kedrowski at 7:30 p.m. Those present were Commissioners, Loftus, Arnold, Kedrowski, Roseth, Director of Planning Graser, Assistant Planner Garross and Secretary Birch. Commissioner Wells was absent. ITEM I - REVIEW MINUTES OF PREVIOUS MEETING MOTION BY ARNOLD, SECOND BY ROSETH TO APPROVE THE MINUTES AS WRITTEN. Vote taken signified ayes by Arnold, Loftus, Kedrowski and Roseth. MOTION CARRIED. ITEM II - DUANE SIBBET SIDE YARD VARIANCE - STEVE HESS Duane Sibbet presented a request for consideration by the Commissioners to grant a two foot aide yard variance for a new structure at 3834 Green Heights Trail S.W. Associate Planner Hess presented a map of the area and discussed requirements in accordance with the Comprehensive Plan and Zoning Ordinance. Staff recommended that applicant replace two trees which had been damaged by construction.' Discussion followed regarding tree aize, averaging ratio, square footage minimum for a substandard lot and location of fireplace. The Commissioners concurred that the structure will be an improvement to the neighborhood. MOTION BY LOFTUS, SECONDED BY ARNOLD THAT THE TWO FOOT VARIANCE ON THE EAST SIDE OF THE SUBJECT PROPERTY AT 3834 GREEN HEIGHTS TRAIL S.W. BE APPROVED WITH THE STIPULATION THAT TWO 2.5" CALIBER TREES BE PLANTED ON THE SITE. THE RATIONAL OF THIS IS THAT THE LOT IS SUBSTANDARD AND HAS A LIMITED BUILDING ENVELOPE. ADJACENT STRUCTURES ARE AT VARIANCE AND THE PROPOSED SINGLE FAMILY HOME WILL BE AT LESS VARIANCE THAN THE EXISTING CABIN, WHICH WILL IMPROVE THE VARIANCE SITUATION ON THIS LOT; STRUCTURE IS CONSISTENT WITH THE CHARACTER OF THE NEIGHBORHOOD AND WOULD NOT BE DETRIMENTAL TO THE GENERAL HEALTH AND WELFARE OF THE COMMUNITY. Vote taken signified ayes by Loftus, Arnold, Kedrowski and Roseth. MOTION CARRIED. ITEM III - REVIEW PLANNING COMMISSION RECOMMENDATIONS OF BUSINESS OFFICE PARK LOCATION STUDY - HORST GRASER Mr. Graser summarized the priorities for long and short range implementation objectives as recommended by the Commissioners on July 5, 1990. The date of Tuesday July 24, 1990 at 6:30 p.m. was set for the joint Planning Commission /Economic Development Committee meeting to be held at City Hall in the Council Chambers. (Chuck Arnold will be out of town on this date.) ITEM IV - PRESENT FLOOD PLAIN ORDINANCE. - DEB GARROSS Ms. Garross stated that the proposed changes to the Flood Plain Ordinance had been distributed for the purpose of reviewing for comment, changes and revisions at a later Commission meeting. Ms. Garross summarized the requirements for adoption of an ordinance to comply with federal standards which would be acceptable to the City and to the DNR. Commissioner Redrowski requested a copy of the current Flood Plain ordinance for the purpose of seeing the difference between the two ordinances, and a map of the city highlighting the areas within the Flood Plain. There being no further business the meeting adjourned at 8:25 p.m. Tapes of the meeting are on file at City Hall. The next Planning Commission Meeting will be held at 7:30 p.m. on Thursday, August 2, 1990. MOTION BY ROSETH, SECONDED BY LOFTUS TO ADJOURN THE MEETING.
