HomeMy WebLinkAbout9B - 2001 Improvement Projects CITY COUNCIL AGENDA REPORT DATE: AGENDA #: PREPARED BY: SUBJECT: DECEMBER 18, 2000 9B (X) -IZ,~ SUE MCDERMOTT, CITY ENGINEER / CONSIDER APPROVAL OF A RESOLUTION, ACCEPTING FEASIBILITY REPORT AND SCHEDULING A PUBLIC HEARING TO CONSIDER 2001 IMPROVEMENT PROJECT DISCUSSION: HISTORY At the June 19, 2000, City Council meeting, Council adopted Resolution No. 00-53 authorizing staff to prepare a Feasibility Report for the 2001 Improvement projects as approved by the Council in the 2001-2005 Capital Improvement Program. The project area considered for the report is known as Frog Town and includes Evanston Avenue, St. Paul Avenue, Jordan Avenue, Minnesota Street, Dakota Street, Oak Street, and Memorial Trail. A map of the project area is included as Exhibit 1 of the Feasibility Report. The proposed project includes street reconstruction, sanitary sewer replacement, water main replacement, storm sewer, sidewalk, concrete curb and gutter and appurtenant work. CURRENT CIRCUMSTANCES The attached report indicates the estimated City costs for the project, along with preliminary assessment estimates. At the end of the Feasibility Report, a project financing summary is included to show project cost splits. The total estimated cost of the project is $1,933,080. Evanston Avenue, St. Paul Avenue, Jordan Avenue, Minnesota Street, Dakota Street, and Memorial Trail have failing bituminous surfaces, bituminous curb and segments of concrete curb. Portions of Evanston Avenue and Oak Street have gravel surfaces. Street widths vary from 12 feet to 39 feet. These roads were first paved in 1963. The majority of the water main system in this area was installed in 1939 and the remainder in 1953. Most of the main consists of 6-inch cast iron pipe with some ductile iron. A 12-inch reinforced concrete trunk sewer main was installed on Evanston Avenue in 1973 and will be retained. The sewer within the project area was televised in September. With the exception of the 12-inch trunk main, the televising shows numerous cracked joints, roots, sags and cracked pipes. In addition, residents in the area have reported numerous backups. The City has repaired segments of sewer in this area due to failure. Storm sewer improvements will include a culvert under TH 13 to carry storm water runoff from the project area to the DNR pond located south of Kop Parkway. The pond is currently a landlocked basin. High water in 1996 and 1997 caused water to back up through the existing culvert under TH 13 resulting in flood damage to a house on Evanston Avenue. An outlet to the DNR pond is included in the proposed project, which will address this issue. While a pumping option for both the inlet and outlet side of the pond was discussed in an effort to maintain the pond elevation, it may not be feasible because of the reserve capacity that must be provided by the pond drawdown to accommodate the "bounce" effect of high rainfall events. Staff has also looked at the option of running a gravity outlet from the DNR pond to the north. This would require cuts of over thirty feet in depth through Lakefront Park. This topic is further discussed under "Issues." The attached Feasibility Report outlines which portions of the cost for the above projects will be assessed to the benefiting properties. If the Council approves the Feasibility Report, the Chapter 429 special assessment projects require public hearings to be conducted prior to implementing the project. Staff proposes to conduct an Informational Meeting prior to the Public Hearing to help the residents understand the proposed projects and to answer questions. ISSUES: The special assessment committee met on December 7th at which time the following issues were discussed and recommendations made: Street and Storm Sewer Reconstruction . Pursuant to the assessment policy, the street and storm sewer reconstruction will be assessed at 40% of the total project cost against the benefiting properties. The remaining 60% shall be recovered through the general ad valorem property tax. Oak Street and the portion of Evanston Avenue that is gravel will be assessed at 100% of the cost as a first time improvement. . In accordance with the assessment policy, the City will be assessed for Memorial Park as it fronts both Memorial Trail and Jordan Avenue. . All streets with the exception of Memorial Trail are proposed to be constructed to a 32-foot width. In the case of Evanston Avenue, St. G:\AGENDAOO\O I FEAS.DOC 2 Paul Avenue, Jordan Avenue, and Minnesota Street this will be a reduction from their current widths of 3 5 to 39 feet. Memorial Trail will be widened from 12 to 24 feet in width. Sidewalks · New sidewalks are proposed along Memorial Trail, Jordan Avenue, Minnesota Street, and Evanston Avenue to connect the existing trails along CSAH 44 and CSAH 21. In accordance with the assessment policy, the sidewalks will be funded through the Collector Street fund. Trunk Storm Sewer Improvements · The feasibility report proposes constructing an outlet to the DNR pond adjacent to Lakefront Park. This includes construction of a lift station at the DNR pond, which would lift the water to a pond located west of City Hall where it would outlet to Prior Lake. This option would include lowering the ordinary high water elevation of DNR pond approximately I-foot. As part of the design process staff wi II investigate the impact of the proposed I-foot drawdown on the existing DNR pond and resulting visual impact along the new Lakefront Park access road. The estimated cost of this alternative is $176,300. · Trunk storm sewer includes the lift station, force main, and culvert under TH 13 and is proposed to be funded through the Trunk Reserve. · Two other storm sewer options were investigated: 1. Construction of a gravity outlet from the DNR pond to the north through Lakefront Park to an existing wetland as shown on the attached sketch. This would require cuts of up to 30 feet through Lakefront Park and involve tree removal and trail restoration. The estimated construction cost of this option is $150,000. 2. Construction of a storm water pond in the project area was also researched. This would require purchasing the property on Evanston Avenue that flooded in 1996 and 1997 at an estimated cost of $200,000. Purchasing additional property to the north of this residence would also be required to construct a pond of adequate size. This option would not address the landlocked DNR basin. This option was not further investigated due to the cost of property acquisition. 3. As previously discussed in this report, an option to provide a lift station in project area as well as the outlet of the DNR pond was discussed in an effort to maintain the DNR pond elevation. This would require a pond in the project area, G:\AGENDAOOIO I FEAS.DOC 3 . ._...... i resulting in the property acquisition costs outlined in paragraph 2, above, plus an estimated $90,000 for the lift station. Concrete Curb and Gutter . New concrete curb and gutter will be constructed and/or replaced on all streets in the project area. Segments of existing concrete curb will not be salvaged due to condition and utility construction. . The assessment rate is proposed to be the same for new and replacement curb. Sewer and Water Main Replacement . Sewer and water main replacement will be funded through the Trunk Reserve Fund. . One property on Oak Street will be assessed 100% for sewer and one 100% for water as first time improvements. The proposed assessment rate is $40.00/FF for sewer and $20.00/FF for water in accordance with the City's fee schedule. Sewer and Water Services . Homeowners would have the option of replacing services from the property line to the house with this project. Service installation would be 100% assessed. Homeowners opting to do this would sign a waiver of appeal for this portion of their assessment. . There are approximately six homes that will have to replace either water or sewer services due to the relocation of the new mains. The assessment committee recommends that the City pay 50% of these service replacement costs because they will not have the selection option available to them. Assessment Method . Unit versus front footage . The assessment committee recommends the front footage method due to the fact that of the 75 residential lots in the project area, there is a considerable variance in lot sizes and home values. Utilizing the front footage rate of $53.13/FF (40% of the project cost), the proposed assessment on a typical 60-foot lot would be $3,187.80 versus the unit rate of $4,173.57. For a similarly sized property on Oak Street paying 100% for street sewer and water, the proposed assessment would be $7,969.20 utilizing a front footage rate of $132.82. CONCLUSION In summary, the project is feasible from an engineering and economic standpoint. Approval of the Feasibility Report does not grant final approval of any project. Funding sources and amounts are as shown below: Assessments $488,970.00 Tax Levy $575,950.00 Trunk Reserve $781,760.00 Collector Street $46,400.00 Water Quality $40,000.00 Project Total Cost $1,933,080.00 The alternatives are as follows: 1. Approve ~esolution oo-xx accepting the Feasibility Report and establish a Public Hearing date as per the attached Resolution. 2. Table the resolution for a specific reason. 3. Deny Resolution OO-XX. A motion and a second to adopt a Resolution accepting the Feasibility Report and calling for a Public Hearing for the 2001 Improvement project. No. 21715 Date GIPROJECTS\2000\ 18.00 Feasibility ReportIFEASREPORT.DOC ...........--..-..-...---r- INTRODUCTION On June 19, 2000, the Prior Lake City Council adopted Resolution 00-53, which ordered the preparation of a feasibility report for Project 01-11 that includes street and utility improvements to Evanston Avenue, St. Paul Avenue, Jordan Avenue, Minnesota Street, Dakota Street, Oak Street and Memorial Trail located within Sections 1 & 2, Township 114, Range 22, Scott County, Minnesota. SCOPE This report evaluates the feasibility of reconstructing the streets and replacing utilities in the project area. All existing infrastructure elements (streets, sanitary sewer, water main, etc.) were evaluated, improvements recommended, cost estimates of the proposed improvements prepared and funding strategies developed in this report. DESCRIPTION OF PROJECT The project area is known as Frogtown and includes Evanston A venue, St. Paul A venue, Jordan Avenue, Minnesota Street, Dakota Street, Memorial Trail and Oak Street. Exhibit 1 shows the project area. Evanston Avenue, St. Paul Avenue, Jordan Avenue, Minnesota Street, Dakota Street, and Memorial Trail have failing bituminous surfaces, bituminous curb and segments of concrete curb. A portion of Evanston Avenue and Oak Street has gravel surfaces. The existing road widths vary from 26 feet to 39 feet with the exception of Memorial Trail. Memorial Trail is currently a one-way street with a 12-foot wide surface. There are some existing reinforced concrete storm sewers and culverts that carry storm water runoff to an existing ditch system and ultimately to the DNR pond located adjacent to Lakefront Park. The majority of these streets were originally paved in 1963. The streets no longer meet minimum design standards and it is not cost effective to continue to patch the streets. The water main system was installed in 1939 and 1953 and consists of 6-inch cast iron pipe and some ductile iron pipe. A major portion of the water main within the project area was installed in 1939. The sanitary sewer system was installed between 1960 and 1963 and consists of 8-inch vitrified clay pipe. A 12-inch reinforced concrete trunk sewer main replaced the 8-inch main on Evanston in 1973. The sanitary sewer within the project area was televised in September 2000. The televising report indicated numerous cracked joints, cracked pipes, sags in the pipe, and roots. Residents in the area have reported numerous backups and have had to continually hire "Roto-Rooter" to clean their services. In addition, the City has had to repair and replace segments of the sewer due to failure, two in the past two months. G:\PROJECTS\2000\ 18-00 Feasibility Report\FEASREPORT.DOC 2 Proposed improvements include 7-ton design street reconstruction with storm sewer, concrete curb and gutter, driveway restoration, and bituminous surfacing. Street widths for Evanston Avenue, St. Paul Avenue, Jordan Avenue, Memorial Trail, Minnesota Street, Dakota Street, Oak Street, and Credit River Road are proposed to be 32 feet. Memorial Trail is proposed to be 24' wide. The typical street section is shown on Exhibit 2. Sidewalks are proposed along one side of Jordan Avenue, Minnesota Street, and Evanston A venue to connect the existing trail systems on CSAH 44 and CSAH 21 (see Exhibit I). Street lights are proposed to be re-installed in existing locations at all intersections. Sanitary sewer will be replaced to correct the failing system. A new sanitary sewer main will be installed on Oak Street to eliminate existing long service lines. The water main will be replaced with 8" mains and additional fire hydrants will be added to the project, as the existing hydrant spacing is not in conformance with City requirements. New water main pipe will be installed on a portion of Evanston Avenue, Oak Street, and Memorial Trail to loop the system and eliminate long services. See Exhibits 3 and 4 for proposed sanitary sewer and water main locations. The costs outlined in this report also include an option for residents to have their sewer and water services replaced from the right-of-way line to the house. Residents who opt to do this would be required to sign an agreement waiving the right to appeal with that portion of the assessment that is associated with the service costs. For the purposes of this report, 30 sewer and water service replacements were estimated. The existing right-of-way is 66 feet wide on all of the streets except Jordan where it is 60 feet wide. Temporary construction easements or right-of-entry agreements will be necessary for driveway restoration due to the topography of the area. Acquisition of additional easements will be pursued where the existing roadways lie outside of the existing right-of- way. The storm sewer system improvements will include a new outlet pipe beneath T.H. 13 to carry storm water runoff from the project area to the DNR pond, which is adjacent to Lakefront Park. The DNR pond (#159P) located south of Kop Parkway is a landlocked basin. In 1996 and 1997, the water elevation of this pond was at an elevation that resulted in flood damage to the property at 16100 Evanston Avenue. This pond is in need of an outlet to not only protect property owners from future flooding, but to accommodate future downtown redevelopment as well. A lift station is being proposed at the southwest corner of the pond that will discharge into the pond located near City Hall and through the storm sewer system to Prior Lake. The existing 24-inch culvert under T.H. 13 has settled over time creating a back slope. A parallel 24-inch outlet pipe is being proposed under T.H. 13. This will provide the necessary capacity to pass storm flows from the east side of T.H. 13 to the west side. Proposed storm sewer improvements are shown on Exhibits 5 and 6. The benefiting property owners will be assessed for street, storm sewer and utility service construction. The property tax levy will be used to finance the City's portion of the street reconstruction costs. The Trunk Reserve Fund will be used to finance the water, sanitary sewer and trunk storm sewer improvements. The Collector Street Fund will be used to fund sidewalk improvements. ESTIMATED COST The following costs were prepared based upon an Engineer's Estimate and are subject to change, depending on the final design of the project, required easements and/or right of way, soil conditions, bids received, and actual work performed. Both methods are shown for the project. The following breaks out estimates at 60% City cost and 40% assessment for streets and lateral storm sewer. With a total estimated project cost of $1,993,080, an estimated bond issue of $1,075,000, the assessed amount of $488,970 would be equivalent to 45% of the total bond issue. Minnesota Statutes Chapter 429 Special Assessment Bond issue requires that a minimum of 20% of the total bond issue amount be recovered through special assessments. The total estimated cost of the recommended improvements is $1,933,080. A portion of this project is proposed to be assessed to the benefiting property owners and the remainder through other funding sources.
