HomeMy WebLinkAbout88-MARCHMARt" CITY OF PRIOR LAKE PLANNING COMMISSION MINUTES MARCH 17, 1988 The March 17, 1988, Prior Lake Planning Commission meeting was called to order at 7:32 P.M. by Chairman Roseth. Present were Commissioners Arnold, Kedroaski, Loftus, Wells, City Planner Graser, and Assistant City Planner Garross. ITEM I - REVIEW MINOTFS OF PREVIOUS MEETING MOTION BY KEDROWSKI, SECONDED BY WELLS, TO APPROVE THE FEBRUARY 18, 1988, PRIOR RAKE PLANNING COMMISSION MINUTES AS PRESENTED. Upon a vote taken, ayes by Arnold, Kedrwski, Loftus, Roseth, Wells; the motion passed unanimously. At this time the Commissioners commended Staff on a well planned and informative retreat. ITEM II - VARIANCE REQUEST BY LAWRENCE BEIGLU D Mr. Berglund commented on Lhe request for 1900 square foot lot size variance for 15521 Mitchell Circle SE with regard to increased taxes and assessments against Lot 19 Condon's Wood Dale. Mr. Berglund is willing to work with staff to resolve the problem of buildability. City Planner Graser cammented per memo dated March 17, 1988. The Planning Osmmissioners had concern over the severe variance request from the Zoning Ordinance. MOTION BY KEDRO SKI, SECONDED BY ARNOLD, TO CONTINUE THE VARIANCE REQUEST FOR 15521 MITCHELL CIRCLE SE TO MAY 19, 1988, AT 7:35 P.M. Upon a vote taken, ayes by Arnold, Kedrwski, Loftus, Roseth, Wells; the motion passed unanimously. ITEM III - PUBLIC HEARING FOR SIGN ORDINANCE AMENDMENT WAS CALL M TO ORDER Assistant City Planner Garross cammented per memo dated March 17, 1988. The Commissioners discussed the amendment. MOTION BY ARNOLD TD APPROVE THE PROPOSED AMENDMENT AND TO RED THAT THE CITY COUNCIL TAKE FAVORABLE ACTION RI GAMING THE AMENDMENT AS SUBMITTED BY THE PLANNING COMMISSION, SEODFDED BY WELLS. (612) 447.4230 4629 DAKOTA STREET S.E. PRIOR LAKE, MINNESOTA 65372 Upon a vote taken, ayes by Arnold, Kedrowski, Loftus, Roseth, Wells; the motion passed unanimously. MOTION BY ARNOLD, SECONDED BY KEDRONSKI, TO CLOSE THE PUBLIC HEARING FOR THE SIGN ORDINANCE AMENDMENT FOR SECTION 5- 7 -4(B). Upon a vote taken, ayes by Arnold, Kedrowski, Loftus, Roseth, Wells; the motion passed unanimously. *The tape of this public hearing will be kept on file in the office of the City Planner as official record. At this time a five minute recess was called. The meeting resumed at 8:40 P.M. ITEM IV - TAX INCREMENT FINANCING PRESENTATION BY STAFF City Manager, Dave Unmacht commented on the Municipal Development District that was set up, objectives of the Mmicipal Development District, and that the Resolution adopted by the Planning Commission in 1985 is consistent with the Municipal Development District. Informal discussion followed with the Commissioners. ITEM V VARIANCE AND CONDITICNAL USE REQUEST BY INDEPENDENT SCHOOL DISTRICT #719 Assistant City Planner Garross commented per memo dated March 17, 1988. The Planning Ca;mdssioner discussed the request. Gene White, a concerned citizen, was present to answer questions. MOTION BY WELLS TO APPROVE THE OQPDITIONAL USE PERMIT REQUEST FOR SCHOOL DISTRICT #719 TO CONSTRUCT A 72 SQUARE FOOT SIGN ON THE SOUTH SIDE OF THE HIGH SCHOOL BUILDING, SECONDED BY DOE' US. Upon a vote taken, ayes by Arnold, Kedrowski, Loftus, Roseth, Wells; the motion passed unanimously. MOTION BY IODROKMI, TO APPROVE THE VARIANCE REQUEST TO ALLOW A PUBLIC SERVICE, ILLUMINATED SIGN IN A C -1 CONSERVATION DISTRICT, SECONDED BY LOFTSUS. Upon a vote taken, ayes by Arnold, Kedrowski, Loftus, Roseth, Wells; the motion passed unanimously. MOTION BY WELLS, SECONDED BY ARNCIA, TO ADJOURN THE MARCH 17, 1988, PRIOR LAID; PLANNING COMMISSION MEETING.
