MINUTES
SEInVEER 1, 1988
The September 1, 1988, Prior Lake Planning Commission meeting was called to
order at 7:35 P.M. by Chairman Wells. Present were Commissioners Arnold,
Roseth, City Planner Graser and Assistant City Planner Garross. Absent were
Coimnissioners Kedrowski and Loftus.

MOTION BY R SETH, SBOONDED BY ARNQA, TO APPROVE THE AUGUST 18, 1988, PRIOR LAKE
PLANNING COMEIISSION MINUTES AS AMENDED.
Upon a vote taken, ayes by Arnold, Roseth, Wells; the motion passed unanimously.

Mr. Stankovich stated that in redoing the survey the lot line was only 18 inches
away from the structure. Therefore, the plan was revised moving the structure
over 6 feet following the original hare. The request is for a 2.3 foot east
side yard variance to allow the new addition to follow the roof and walls lines.
Drainage would not be a problem since it would flow into an existing drainage
system.
City Planner Graser commented per memo dated September 1, 1988.
The abutting neighbor to the east felt this new plan was acceptable.

PLANNING COMMISSION
MINUTES
SEPTEMBER 15, 1988
The September 15, 1988, Prior Lake Planning Commission meeting was called to
order at 7 :30 P.M. by Chairman Wells. Present were Commissioners Arnold,
Kedrowski, Loftus, Roseth, City Planner Graser, and Assistant City Planner
Garross.
ITEM I - REVIEW MINUTES OF PREVIOUS MEETING
MOTION BY ROSEiH, SECONDED BY ARNOLD, TO APPROVE THE SEPTEMBER 1, 1988, PRIOR
LAKE PLANNING COMMISSION MINUTES AS PRESENTED.
Upon a vote taken, ayes by Arnold, Loftus, Roseth, Wells; the motion carried.
Commissioner Kedrowski abstained since he was absent at the last meeting.
ITEM II - STEVEN F. KIMBERLY NIOSI VARIANCE RHOUE
Mr. Niosi commented that they would like to build a 38 X 50 foot permanent hone
on a narrow lot in North Grainwood in Prior Lake. They like the Prior Lake
environment and want their family raised here. All the hones in the area are
closer to the lake than their proposal, therefore, the view of the lake would
not be obstructed by the hone or deck. Due to the layout of the lot, a variance
would be needed to add a 6 foot deck to the lakeshore side. The adjacent 20 feet
to the north would be purchased by the Niosi's if the other abutting neighbor to
the north of the property does not purchase it.
Assistant City Planner Garross cammented per memo dated September 15, 1988.
The Planning Commissioners discussed the proposal regarding lot remnants,
coverage ratio, roadway, access, easements, history of the lot, and neighborhood
feelings.
MOTION BY LOFTUS, SECONDED BY KEDRCWSKI, TO DENY A 57 FOOT LAKESHORE VARIANCE
BUT GRANT THE AMENDED 50' VARIANCE REQUEST, A 25 FOOT REAR YARD VARIANCE, A
3,050 SQUARE FOOT MINIM)M LOT AREA VARIANCE AND AN 11% COVERAGE RATIO FOR 15069
CALMIT AVENUE, SINCE THERE WASN'T ANY NEIGHBORHOOD OPPOSITION, THE CONDITION OF
THE LOT CREATED THE HARDSHIP, THIS IS AN OLD PLAT OF RECORD, AND IS NOT
DETRIMETTAL TO THE GENERAL HEALTH AND WELFARE OF THE NEIGHBORHOOD.
Upon a vote taken, ayes by Arnold, Kedrowski, Loftus, Roseth, Wells; the motion
passed unanimously.

ITEM III - STEPHEN COLLINS REQUEST FOR HOME OCCUPATION PERMIT
Mr. Collins commented that he is requesting a Home Occupation Permit to operate
his photography studio from a home he is considering buying at 4611. Pleasant
Street. The purchase of the home is contingent upon approval of this request.
Assistant City Planner commented per memo dated September 15, 1988.
MOTION BY KEDROWSKI, SECONDED BY ARNOLD, TO APPROVE THE HOME OCCUPATION PERMIT
FOR A PHOTOGRAPHY STUDIO AT 4611 PLEASANT STREET SUBJECT TO THE CONDITION THAT
IF ANY COMPLAINTS ARE RECEIVED REGARDING THE OPERATION, THE APPLICATION SHOULD
COME BEFORE THE COMMISSION FOR REVIEW.
Upon a vote taken, ayes by Arnold, Kedrowski, Loftus, Roseth, Wells; the motion
passed unanimously.
At this time a 2 minute recess was called. The meeting resumed at 8:33 P.M.
ITEM IV - PUBLIC HEARING FOR REEDS ISLAND INC. FOR A VARIANCE 6 CONDITIONAL USE
Mr. Rod Stankovich. applicant, commented that the variance request does not seem
to be the problem. However, the Conditional Use Permit can be dealt with to
satisfy both parties. The development of Reeds Island has been started with
regard to building location, landscaping, preservation of the lake, erosion
control, and a well and septic system. The association would like to increase
the membership to 25 members. Mr. Stankovich stated that he has talked to the
County and DNR regarding Reeds Island.
City Planner Graser commented per memo dated September 15, 1988. Mr. Graser
also stated that he was told that Mike Rutten a competent on -site sewage
treatment system designer was hired to design the mound system for Reeds
Island.
George Koblas, 5201 Frost Point Circle, stated that the opposition from the
people on Frust Point is with the Conditional Use Permit in regard to volume of
use, hours of usage, security, boat traffic through the channel, provision for
emergency services, and number of members.
Tom Watkins, 5242 Frost Point Circle, felt that the Ordinance has a vehicle that
can control this use and therefore it should be used.
At this time letters from Tom Schlich, John Singewald, and Mrs. Barbara Stark
were read into the record in opposition to the variance and Conditional Use
Permit.
Mr. Graser stated that a phone call from John Roberts, 15187 Edgewater Circle,
was received stating opposition to the variance and Conditional Use Permit.
The Planning Commissioners discussed and stated concerns over pollution,
security, lighting, parking, seasonal use, number of members, rules and
regulations of the association, overnight camping, noise, curfew, channel
traffic, number and place of boat slips, insurance, commercial usage. a sewer
and water system, setting a precedent and would like to receive input from the
City Attorney for Reeds Island.

passed unanimously.

PRIOR LAKE PLANNING COMMISSION MEETING.

passed unanimously. The meeting adjourned at 10:15 P.M.
