Present were Commissioners Arnold, Kedrowski, Rosette, Wells, City Planner Graser, Assistant City Planner Garross, and Consulting Planner Charles Tooker. At this time City Manager, Dave LhMacht introduced the new Assis t Ci Manager, Ray Schmudlach and Consulting Planner, Charles Tooker. Mr. T tan ooker will ty be doing the Presentation of the Highway 13 Development Area. TTF.M TT — nT�ca.......... _.______ __ Ming Planner Tooker discussed the following maps: - Schematic Land Use Circulation Plan Map Existing Land Use - Existing Zoning Map Existing Building Conditions - Existing Property values Summary of Findings - Proposed Land Use Circulation Plan Proposed Land Use /Hiking Biking Plan - Circulation Development Priority /Acquisition Plan - Town Center - Streetscape He indicated that one additional drawing will be prepared which shows potential architectural character of the Town Center. MOTION BY ROSSM, SECOND BY WELLS FAVORABLY RECOMMENDING THE PRESENTATION OF THE HIGHWAY 13 BUSINESS STRIP TO THE ECONOMIC DEVEEXWM1ENT COMPIITTEE AMID CITY COUNCIL. BOX 359 PRIOR LAKE, MINNESOTA 55372 0 �; ITEM III - PUBLIC HEARING OF RASPBERRY RIDGE REZONING WAS CALLED T.'O ORDER Bob Walsh, developer, was present to answer questions and concerns. City Planner Graser commented per memo dated August 3, 1987. At this time audience input was called for. Area residents had concerns over parks, home sizes and developer objectives. MOTION BY ARNOLD TO APPROVE THE APPLICATION FOR REZONING RASPBERRY RIDGE AS SUBMITTED SINCE IT IS CONSISTENT WITH THE COMPREHENSIVE PLAN AND RASPBERRY RIDGE DEVELOPER'S PLANS, SECONDED BY EEDRCWSHI. Upon a vote taken, ayes by Arnold, Eedrowski, Loftus, Roseth, Wells; the motion passed unanimo MOTION BY ARM, SECOND BY REDROiMI TO CLOSE THE PUBLIC HEARING FOR REZONING OF RASPBERRY RIDGE. Upon a vote taken, ayes by Arnold, Eedrowski, Loftus, Roseth, Wells; the motion passed unanimously- *The tape of this public hearing will be kept on file in the office of the City Planner as official record. At this time a 5 minute recess was called. The meeting resumed at 9:00 P.M. ITEM IV - FINAL PLAT APPROVAL OF PJOPBERRr RIDGE Bob Walsh, developer, camnented on the plat with regard to park land not disturbed, price range of hones ($120 -200 thousand) and lots ($25 -40 thousand), erosion control, grading and compacting, sewer and water, storm sewer, utilities and time table of 5 years with work beginning this Fall. City Planner Graser commented per memo dated August 3, 1987. POTION BY ROSETH, SELAND BY ARNOLD TO REcoMM'ND FINAL PLAT APPROVAL FOR RASPBERRY RIDGE SUBJECT TO: 1. MR. WALSH ENTER INTO A DEVELOPER'S AGR104ENT WITH THE CITY. 2. THAT ALL FINAL PLANS AND SPECIFICATIONS BE ACCEPTABLE TO THE CITY ENGINEER. Upon a vote taken, ayes by Arnold, Eedrowski, Loftus, Roseth, Wells; the motion passed unanimously. MOTION BY ARNOLD, SECOND BY KEDROWSRI TO ADJOURN THE AUGUST 6, 1987 PRIOR LAKE PLANNING COMMISSION MEETING. upon a vote taken, ayes by Arnold, Redrowski, Loftus, Roseth, Wells; the motion passed unanimously. The meeting adjourned at 9:20 P.M.
