Present were Commissioners Arnold, Kedra,ski, Loftus, Wells, City Planner Graser, and Assistant City Planner Garross. ITLD! Upon a vote taken, ayes by Arnold, Kedrovski, Loftus, Roseth, Wells; the motion passed unanimously. At this time the Commissioners commended Staff on a well planned and informative retreat. ITEM II - VARLM RM1UPSf BY LAWREN(E_BERGL[RD Mr. Berglund cemented on the request for 1900 square foot lot size variance for 15521 Mitchell Circle BE with regard to increased taxes and assessments against Lot 19 Cordon's Wood Dale. Mr. Berglund is willing to work with staff to resolve the problem of buildability. City Planner Graser cemented per memo dated March 17, 1988. The Planning Commissioners had concern over the severe variance request from the Zoning Ordinance. Upon a vote taken, ayes by Arnold, Kedracski, Loftus, Rometh, Wells; the motion Passed unanimously. ITEM III - PUBLIC FEARING FOR SIGN =ZbI NCB AMN3Dl�if WAS CALLED 1O QTR Assistant City Planner Garross camented per memo dated March 17, 1988. The Commissioners discussed the amendment. MOTION BY ARNOLD, SEOONDED BY KEDROWSRI, TO CLOSE THE PUBLIC BEARING FOR THE SIGN ORDINANCE AMENDMENT FOR SECTION 5- 7 -4(B). Upon a vote taken, ayes by Arnold, Kedrowski, Loftus, Roseth, Wells; the motion passed unanimously. *The tape of this public hearing will be kept on file in the office of the City Planner as official record. At this time a five minute recess was called. The meeting resumed at 8:40 P.M. ITEM IV - TAX INCREL= FINANCING PRESEXIMON BY STAFF City Manager, Dave Unnacht commented on the Municipal Development District that was set up, objectives of the Municipal Development District, and that the Resolution adopted by the Planning Commission in 1985 is consistent with the Municipal Development District. Informal discussion followed with the Commissioners. ITEM V VARIANCE AND GDITI AMU= DIS!ERICr Assistant City Planner Garroas cmmented per memo dated March 17, 1988. The Planning Commissicner discussed the request. Gene White, a concerned citizen, was present to answer questions. MOTION BY WELLS TO APPROVE THE OOEDITIONAL USE PERMIT REQUEST PoR SCHOOL DISTRICT #719 TO OONSTRULr A 72 SDUM POM ElmaN THE SOUai SIDE OF THE RICH SCHOOL BUILDING, SEO MM BY LMMS. Upon a vote taken, ayes by Arnold, KedrvAski, Loftus, Fteeth, Wells; the motion passed unanimously. MOMON BY KE R10WERI, TO APPROVE THE VARIANCE BEQUEST TO ALLON A PUBLIC SERVICE, ILLUMINATED SIGN IN A C-1 CONSERVATION DISTRICT, SBCODED BY LOMS. Upon a vote taken, ayes by Arnold, Kedro:ski, Loftus, Roseth, Wells; the motion passed unanimously. MOTION BY WELLS, &BOUNDED BY ARNCW, TO ADJOURN THE XUKH 17, 1988, PRIOR LAKE PLANNING COMMISSION MEETING.
