APPROVING THE PURCHASE OF A 2001 FORD
EXPEDITON UNDER THE STATE COOPERATIVE
PURCHASING PROGRAM.
History
Police vehicles are not included within the Equipment
Replacement Matrix. Instead, they are contained in the annual
budget document. In the 2000 budget, a $10,000.00 allocation
was included to be used in conjunction with other funding
sources (trade or sale) to replace one of our investigation
vehicles. The vehicles presently used by the investigators
include one 1993 Chevy Blazer, and one 1992 Chevy Lumina.
The Blazer is the primary investigative vehicle. It has accrued
over 92,000 miles and is in poor mechanical condition as
indicated in the attached memorandum from Fleet Maintenance
Coordinator Jon Donovan. Moreover, the vehicles size renders
it inadequate for carrying, on a regular basis, the equipment
required for evidence processing at crime scenes. According to
Fleet Coordinator Donovan, the value and amount of work
necessary to bring this vehicle into good condition renders it a
questionable investment. He estimates that the total cost of
repairs, for the problems itemized in his memorandum, would
be over $10,000.00.
At the September 18, 2000 City Council meeting, Council
approved a resolution awarding bid for sale on two forfeiture
vehicles, a 1993 Sun Voyager motor home and a 1999 Arctic
Cat snowmobile. The two vehicles sold for a total of
$23,051.00.

As per Minnesota State Statute, 609.5315, subd. 5, "The money
or proceeds from the sale of forfeited property, after payment of
seizure, storage, forfeiture, and sale expenses, and satisfaction
of valid liens against the property, must be distributed as
follows:
(I) 70 percent of the money or proceeds must be forwarded to
the appropriate agency for deposit as a supplement to the
agency's operating fund or similar fund for use in law
enforcement;
(2) 20 percent of the money or proceeds must be forwarded to
the county attorney or other prosecuting agency that
handled the forfeiture for deposit as a supplement to its
operating fund for similar fund for prosecutorial purposes;
and
(3) the remaining ten percent of the money or proceeds must
be forwarded within 60 days after resolution of the
forfeiture to the state treasury and credited to the general
fund.. ."
It should be mentioned here that County Attorney Tom
Harbinson has refused the 20 percent of the money as a gesture
of cooperation between his Office and the Prior Lake Police
Department. After the above dispersements $20,952.90 are the
remaining proceeds from the sales.
Current Circumstances
A State Cooperative Purchasing Organization developed the
specifications for the vehicle we propose to acquire. A copy of
the contract for the vehicle is attached. The base bid is for a
six-cylinder vehicle. An eight cylinder 5.4 Liter engine adds
$591.00 to the base bid of$26.097.00. The full vehicle price,
including the eight-cylinder engine, is $26,688.00.
In addition to the bid form for the 2001 Expedition, I have
attached the forms for the similarly sized 2001 Chevrolet
Tahoe and the smaller 2001 Ford Explorer. An eight-cylinder
Tahoe was bid at $28,315.00; $1,627.00 more than the
Expedition. A comparably equipped Ford Explorer would cost
$318.00 less than the Expedition at $26,370.00.
ISSUES:
I believe that the use of the revenue from the motor home and
snowmobile sales to replace a worn out investigator vehicle
with in adequate storage capacity is a responsible action by the
City. The new vehicle will meet part of our investigation

vehicle needs for the next five to seven years, thereby limiting
future budgetary tax dollar requests made for such necessities.
In addition to the $10,000.00 in the Police budget for 2000 we
are proposing to use $16,688.00 from the sale of the motor
home and snowmobile to purchase this vehicle. Weare
proposing to replace the Blazer. Therefore, once the
Expedition arrives the Blazer would be sold as surplus City
property. Doing so would reduce the overall cost of
replacement.
1. Adopt Resolution 00- XX authorizing the purchase of a 200 I
Ford Expedition using the State Cooperative bid and funding as
outlined above.
2. Reject Resolution OO-XX.

A RESOLUTON AUTHORIZING THE PURCHASE OF
A 2001 EXPEDITION TO REPLACE THE 1993 CHEVROLET BLAZER
AS THE PRIMARY INVESTIGATION VEHICLE.

WHEREAS, a 1993 Chevrolet Blazer is used as the primary investigation vehicle; and
WHEREAS, the 1993 Chevrolet Blazer has accrued 92,000 miles, possesses insufficient carrying
capacity for crime investigation supplies and is estimated to require $10,000 in repairs;
and
WHEREAS, the State of Minnesota Cooperative Bidding Program has prepared specifications and
solicited bids for model year 2001 Ford Expedition which is deemed to be sufficient in size
to meet the investigator's carrying capacity and because the vehicle is constructed on a
truck chassis, it is deemed to meet the City's needs for the next 5 to 7 years; and
WHEREAS, the State bid award for this item including an eight cylinder engine is $26,688 submitted by
Airlake Ford Mercury, Inc.
Now THEREFORE, be it resolved by the City Council of the City of Prior Lake, Minnesota that:
1. Bid is hereby awarded to Airlake Ford Mercury, Inc. in the amount of $26,688 (including an 8
cylinder engine) for the acquisition of a model year 2001 Ford Expedition in accordance with
State Cooperative Program specifications.
2. Funds for acquisition of the vehicle are derived as follows:
