JANUARY 15, 1987
The January 15, 1987 Prior Lake Planning C®mi.ssion meeting was called to order
at 7:30 P.M. by Chairman Loftus. Present were Commissioners Arnold, Roseth,
wells, City Planner Graser and Assistant City Planner Garross.

Conditional Use and Variance to construct a public utility building in an R-1
Urban Residential District. The minimmlot size requirement in this district
is 15,000 square feet. Lot 15 is approximately 13,000 square feet therefore a
variance would be needed in order to build the well house. The well house has
been designed by staff to assimilate into the single family neighborhood.
Maintenance staff would visit the well house to check the pump on a daily basis.
Lam care would be provided by a lam care service or by contracting with
neighbors.

MOTION BY ROSETH TO APPROVE THE CONDITIONAL USE PERMIT, AND VARIANCE TO
CONSTRUCT A WELL HOUSE IN AN R-1 DISTRICT. THE WELL HOUSE IS NEEDED AND THE
PROPOSAL WOULD NOT BE DETRIMENTAL TO THE GENERAL HEALTH AND WELFARE OF THE
NEIGHBORHOOD. APPROJ IS CONTINGENT UPON:
1. THE WELL HOUSE DESIGN MOST CONFORM WITH THE NEIGHBORHOOD. SUBMIT STAFF
PROPOSAL AS "EXHIBIT A ".
2. THERE BE NO OUTSIDE STORAGE.
3. ADEQUATE SECURITY LOM AND LIGHTING BE INCORPORATED INTO THE FINAL
PLANS.
SECONDED BY WELLS.
Upon a vote taken, ayes by Arnold, Loftus, Roseth, Wells; the motion carried.
City Planner Graser discussed Chapter 6 Number 6 -7 Storm Water Management; 6-8
Park Dedication; Chapter 7 Number 7 -1 Trees; 7 -2 Topsoil and Sodding; 7 -3
Sidewalks; 7 -4 Curb - Stop Adjustments; 7-5 Street Lighting; 7-6 Streets; 7 -7
Curb and Gutter; 7-8 Water Supply; 7-9 Sanitary Sewers 7 -10 Drainage; 7 -11
Cleaning Streets; 7 -12 Security Agreement; and 7 -13 Payment for Installation of
Improvements.
The Camnissioners caumented on each section of the ordinance. The Commission
cammended City Planner Graser for the work he had dare in order to c m plete the
revised Subdivision Ordinance.
MOTION BY ARNOLD TO RECOMMEND THE SUBDIVISION ORDINANCE BE FORWARDED TO THE CITY
COUNCIL FOR REVIEW, WITH THE UNDEWTA DING THAT THE ORDINANCE IS IN ROUGH DRAFT
FORM, SECOCONDED BY ROSETH.
Upon a vote taken, ayes by Arnold, Loftus, RDseth, Wells; the motion carried.
MOTION BY P SETA TO CLOSE HE PUBLIC B mum OF THE SUBDIVISION ORDINANCE,
SECONDED BY WELLS.
Upon a vote taken, ayes by Arnold, Loftus, Roseth, Wells; the motion carried.

as the official record of this Public Hearing.
The Commissioners Congratulated Doug Larson for a job well done on the Planning
Commission and wished him Best Luck upon his appointment to the City Council.
