HomeMy WebLinkAbout8E - Well No. 6 MEETING DATE: AGENDA # PREPARED BY: AGENDA ITEM: DISCUSSION: FISCAL IMPACT: CITY COUNCIL AGENDA REPORT December 4, 2000 8E BUD OSMUNDSON, PUBLIC WORKS DIRECTOR CONSIDER APPROVAL OF A RESOLUTION ACCEPTING THE BIDS AND AWARDING THE CONTRACT FOR THE CONSTRUCTION OF WELL NO.6, CITY PROJECT NO. 02-00 History At the November 6, 2000 regularly scheduled meeting, the City Council approved the plans and specifications and authorized the advertisement for bids for the construction of well number 6 and two monitoring wells. Also at that meeting a parcel of land for the well site was dedicated by Shamrock Development and received by the City. The purpose of this agenda item is to accept the bids and award a contract to the lowest responsible bidder for the construction of the well. Bids were received and opened on November 27 at 10 am. A total of two (2) bids were received and all of the bids have been checked and tabulated. The low bid was submitted by Keys Well Drilling Company in the amount of $279,970. Keys has extensive experience in well drilling having drilled over hundreds of large community production wells and site specific monitoring wells in the Minnesota / Wisconsin area. The bids are itemized on the attached resolution. If awarded as scheduled and if there are no adversities encountered in the drilling of the well, the well will be completed by May 1, 2001. During the next two months, staff and WSB will be working on the next phase of the project, which is the completion of the plans and specifications for the pump house. These plans and specifications will be brought back to the City Council for approval in February 2001. Bids for the pump house will be awarded in March and construction of the pump house would begin in May with a completion date in August or September. The previously developed schedule is attached showing actual completion dates. Budf.!et Impact Sufficient funds are set-aside in the City's Capital Improvement program to construct the wells and pump house. The engineer's estimate for the construction of Well 6 and the two monitoring wells was $280,000 which compares to the low bid of $279,970. The construction of the pump house and appurtenant equipment is estimated at $320,000. The Capital Improvement program earmarks $600,000 for completion of the entire project. "tlNNE SOi. ~ ACCEPTING BIDS AND AWARDING CONTRACT FOR WELL NO.6 AND APPURTENANT WORK CITY PROJECT No. 02-00 MOTION BY: SECOND BY: WHEREAS, pursuant to an advertisement for bids for the construction of Well No.6 and Appurtenant Work, City Project No. 02-00, the following bids complying with the advertisement were received, opened, and tabulated according to law: BIDDER AMOUNT OF BID Keys Well Drilling Company $279,970.00 E.H. Renner & Sons, Inc. $305,550.00 And, WHEREAS, the City Council has determined that Keys Well Drilling Company of St. Paul, Minnesota is the lowest responsible bidder. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, 1. The Mayor and City Manager are hereby authorized to enter into the City's standard contract with Keys Well Drilling Company of St. Paul, Minnesota in the name of the City of Prior Lake for the construction of Well No.6 and appurtenant work, City Project No. 02-00 in the amount of$279,970. 2. A total of two bids were received and, along with the engineer's estimate, are summarized below: Bidder Well No.6 2 Monitoring Wells Total Keys Well Drilling $240,300 $39,670 $279,970 Renner & Sons $261,650 $43,900 $305,550 Engineer's Estimate (WSB) $237,300 $46,400 $283,700 We have reviewed the bids for completeness and accuracy and investigated the low bidder, Keys Well Drilling, and have concluded that they are qualified to complete this project. We therefore recommend that this project be awarded to Keys Well Drilling in order to get the project underway and completed on time. In regards to the low number of bidders, you should be aware that this is a very specialized type of project and there are only 2-3 bidders in the area that are capable of completing this work.
