CONSIDER APPROVAL OF A RESOLUTION REQUESTING A
VARIANCE FROM MUNICIPAL STATE AID STANDARDS FOR THE
RING ROAD, CITY PROJECT NO. 01 - 01
INTRODUCTION:
The purpose of this agenda item is to authorize a submission to the
Minnesota Department of Transportation (MnDOT) for a variance to
Municipal State Aid (MSA) Standards for the proposed Ring Road project
from the intersection of Tower and Duluth to just east of Toronto Avenue.
BACKGROUND:
On March 6, 2000 the Council received a report on the proposed Ring
Road between CSAH 23 and Franklin Trail which outlined four alternative
alignments for this proposed "backage" road to TH 13. The Council
agreed with Staffs recommendation that we should proceed with
Alternative Alignment No. 2 (attached). On September 18, 2000, the
Council authorized the hiring of WSB & Associates to provide engineering
services for the design of the middle segment of the Ring Road, which is
from just west of the intersection of Duluth Avenue and Tower Street to
just east of Toronto Avenue, and to proceed with the preparation of a
feasibility report. This segment of the Ring Road is in the adopted 2001
Capital Improvement Program.
The original four alternative alignments of the Ring Road were laid out on
large scale, less detailed drawings, which are normally used in early
planning such as this. As WSB and staff have worked on a more detailed
design, it is clear that there would be less land acquisition costs and less
disruption of properties adjacent to the Ring Road if tighter curves than
those roughly laid out in the early planning drawings, could be used.
Municipal State Aid (MSA) funding is to be used to assist in financing this
proposed project. MSA rules require that streets must be designed to a
30 mph speed limit, which requires a radii curve length of 300 feet. The
preferred alignment as shown on the attached drawings would have 25
mph curves (with a radii length of 182 feet) instead of the required 30

mph curves at two locations: at the intersections of the Ring Road with
Tower Street and Duluth Avenue. WSB and staff are of the opinion that
this variance is a minor adjustment in the speed limit in the area and
would not cause any traffic problems. These two curve variances will
save the City substantial right of way acquisition and restoration costs,
which are estimated to be $25,000.
WSB and staff are proceeding with the preparation of the Feasibility
Report with Alternative Layout NO.2. The estimated costs will be
itemized in the Feasibility Report, which will change if the variance is or is
not granted. For the purposes of cost comparisons, and as an alternative
to Layout No. 2 if a variance is not granted, a cost estimate for Layout
NO.3 (attached) will also be presented in the Feasibility Report. We plan
on having the Feasibility Report prepared and presented to the Council
on January 22, 2001.
In order to minimize costs and disruption to adjacent properties and to
utilize Municipal State Aid Funds on the Ring Road, a variance from State
Aid standards is required. Adopting the attached resolution at this time
will allow the State Aid committee to review the request and, if approved,
will provide the City with enhanced design and funding options to
complete the Ring Road construction project in 2001. The key project
task in the schedule will be the land acquisition, which will begin in
earnest after the Feasibility Report is accepted by the Council and the
project is ordered to proceed.
There are two alternatives for the City Council to consider:
1. Approve a motion to adopt a Resolution requesting a variance from
Municipal State Aid standards for construction of the Ring Road, City
Project No. 01 - 01.
2. Deny this item for a specific reason and provide staff with direction.
Alternative No.1.

WHEREAS, The City of Prior Lake has planned the new alignment of the Ring Road from
Franklin Road to Trunk Highway 13, and
WHEREAS, The City of Prior Lake will be expending Municipal State Aid Funds on the
improvements of this street, and
WHEREAS, It is the desire of the City to utilize 25 mph design speed curves instead of the
required 30 mile per hour design speed curves at the intersections of the Ring
Road with Tower Street and Duluth Avenue for this improvement, and
WHEREAS, The City Council finds that the revised alignment of the Ring Road is
beneficial since less property will be removed from private ownership, it
minimizes the loss of adjacent developable property, and the cost of the
property required for the roadway is reduced by an estimated $25,000 and
roadway safety is not sacrificed.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA that the City of Prior Lake, Minnesota:
1. The Recitals set forth above are incorporated herein as if fully set forth and are
deemed to be Findings of Fact.
2. The City of Prior Lake, Minnesota hereby requests a variance from the Minnesota
Rule 8820.9936, State Aid Geometric Design Standards for a reduction from a 30
mile per hour design speed to a 25 mile per hour design speed for the horizontal
alignment curves in the vicinity of the intersections of the Ring Road with Tower
Street and Duluth Avenue.
3. The City Manager is hereby directed to submit the variance request.
