The May 15, 1986 Prior Lake Planning CammiSSion meeting was called to order by
Chairman Larson at 7:35 P.M. Present were Commissioners Roseth, Arnold, Loftus,
City Planner Graser and City Planning Intern Deb Garross. Commissioner Wells
arrived at 8:10 P.M.

ROSE7H. UPON A VOTE MUM, THE MOTION WAS DULY PASSED.
Item II, Raspberry Ridge Preliminary Plat Continuation request for approval was
called to order. Greg Kopischke, Planner and Bob Walsh, Realtor, were present
to answer questions.
Greg Kopischke commented that an Archaeologist was contacted regarding the
Indian Mounds; they removed access through the wetland and reduced the lots;
provided a trail through the neighborhood area to the wetland; talked to the
Watershed District; and they are working with the City Engineer on utilities and
the relocation of Lord's Street.
City Planner Graser commented per memo dated May 13, 1986. He also presented a
letter Exhibit • A" from Dr-e Dornacker.
At this time audience input was called for.
John Roberts, Manitou Road, had concern over the Indian Mounds, safety regarding
Lord's Street relocation and the wildlife corridor on the wetlanda.
Bob Cavill, 14909 Manitou Road, commented on the traffic on County Road 21 and
access onto it from Lord's Street, would like to see larger lots in the
subdivision, would like to see the ponding area rat filled in and natural area
saved.
Bob Ericson, 15111 Manitou Road, would like to see Lord's Street remain as is.
Walter Jobst, 15110 Martinson Island Road, would like to see Lord's Street
remain as is and not became a collector street. He also was concerned that in
an emergency situation such as a fire, 1 collector street may not be an adequate
evacuation route for the entire area.

Pete Janes, 15021 Manitou Road, asked how often stubs were set. Be would like
Lord's Street to remain as is. He was also concerned about access to the area
for fire and rescue services.
bbert Tufte, 14937 Manitou Road, commented that there is a need for two roads
due to increased development and traffic that will occur in the area. He also
commented that the pond retains water year round and therefore it should not be
filled. He commented that the wetland should be preserved for wildlife and
asked for an explanation of Outlot A.
Ellen ®no, 15271 Fairbanks Trail, had concern over increase of traffic on Lord's
Street and was concerned with the safety of children going to the park.
Bob Cavill, 14909 Manitou Road, commented that the revere slope of the lots 15,
16, & 17 Block 5 with single access was poor planning. He also commiented that
emergencies could be a problem due to increased traffic on one road.
Bryan Johnson, 14917 Manitou Road, felt parking on Lord's Street to access the
park could be a problem on a 32' wide road.
Maureen Jandorf, 15079 Manitou Road, would like to see Lord's Street remain with
another access if necessary, parking and increase of traffic from surrounding
areas to the park would be a safety hazard.
Kitty Jobst, 15110 Martinson Island, would like to see Lord's Street up graded,
blacktopped or paved and also questioned whether the proposed access between the
two hills would be safe.
John McCarthy, 15130 Martinson Islan9, consented an the speed limit of County
Road 21 and he felt that warnings should be posted along that route.
The Planning Commissioners had concerns over the access points, speed limit on
County Road 21, buffer zone, pordirg area, natural wetlands and wildlife, square
footage of homes, lots, value of homes, park area safety, and site lines.

PRELIMINARY PLAT CONTINGENT UPON THE FOLLUAIRG:
1. THAT THE ALTERNATE STREET PLAN BE INCORPORATED INM THE PLANS FOR THE
PRELIMINARY PLAT.
2. RESTRICTIONS BE PLACED ON THE USE OF 198 PONDS IN THE FORM OF AN
EASEMENT ADJACENT TO LOTS 25, 26, 14 THROUGH 18, AND 3 THRMO 5.

PUBLIC HEARING, SECONDED BY ROSETH. UPON A VOTE TAKEN, THE MOTION WAS DULY
PASSED.
At this time a 5 minute recess was called.
The meeting resumed at 10:05 P.M.
Item III, Rolland Gronholz request for 40 foot lakeshore variance to construct a
12 X 12 foot deck and a 12 X 36 foot ground level patio. Mr. Gronholz was
present to answer questions.
MOTION BY LOFTS TO APPROVE A 40 FOOT LAKESHORE VARIANCE TO CONSTRUCT A 6 X 12
FOOT SECOND FLCOR DECK AND A 12 X 36 FOOT GROUND LEVEL PATIO. THE VARIANCE
REQUEST IS JUSTIFIED DUE TO THE SHAPE ADD CONFIGURATION OF THE HOME AND THE
EXISTENCE OF A PATIO DOOR. SECONDED BY AROD. UPON A VOTE TALI, 4 AVE, 1 DAY
(LARSON), THE MOTION CARRIED.
Item IV, Eugene Cleveland request for a 5 foot side yard variance for 16045
Northwood Road N.W. Mr. Cleveland was present to answer questions.
Mr. Cleveland conoented that he needed a side yard variance but was unaware
until called by Planning Intern Deb Garross that he needed a lakeshore variance.
City Planning Intern Deb Garross casmented per maw dated May 13, 1986. Also
stating that Mr. Cleveland was unaware of a need for a lakeshore variance until
she called him. Also Ms. Garross presented a letter Exhibit •A• from Mildred
Jacobson who had no objection to the variance request.
Attorney Mike Quail presented a letter from Mrs. Sullivan abutting property
owner opposed to the variance request.
MOTION BY ARNOLD TO CONTINUE THE VARIANCE RMUEST BY EUGENE CLEVELAND FOR 16045
NORTHWOOD ROAD NW TO JUNE 5, 1986 AT 8:30 P.M. THE PURPOSE OF THE CONTINCATION
IS TO GIVE THE APPLICANT TIME TO CONFER WITH STAFF, SECONDED BY LOFTUS. UPON A
VOTE TAKEN, THE MOTION WAS DULY PASSED.
Item V, John Anderson request for 4 foot side yard variance to construct an
addition to the east side of an existing garage at 16551 Franklin Trail.
Mr. Anderson commented that he needed a garage for winter storage of cars.
City Planner Graser camnented per memo dated May 15, 1986. He also commented
that abutting property owner on Lot 6 had a drainage problem and regrading must
comely to existing drainage pattern.
Lonna Tiedt, Lot 6 owner, commented that the previous regrading caused a
drainage problem and she in turn had to haul in dirt to correct the situation.
MOTION BY LARSON TO APPROVE TEL REQUEST FOR A 4 FOOT SIDE YARD VARIAMC'CE To
CONSTRUCT AN ADDITION TO THE EAST SIDE OF AN EXISTING GARAGE FOR LOT 5 BLACK 1
PRIOR SOUTH, 16551 FRANKLIN TRAIL S.E. THIS IS AN ACCEPTABLE SITUATION SINCE A
LADE SEPARATION EXISTS BETWEEN THE HOMES AND THE REQUESTED DEVIATION IS SMALL.
THE VARIANCE IS CONTINGENT UPON STAFF APPROVAL OF THE REGRADING PATTERN.
SECONDED BY WELLS. UPON A VOTE TAKEN, 4 AYE, 1 ABSUTENTICN (ARNOLD), THE MOTION
CARRIED.
Item VI, Amp and Meter Service, request for a 6' front yard variance from
Commerce Avenue to construct a canopy for a self serve gas station for PDQ. No
one was present to represent the applicant.
MOTION BY ARNOLD TO CONTINUE THIS ITEM TO JUNE 5, 1986 AT 8:45 P.M., SECONDED BY
ROSEM. UPON A VOTE TAKEN, THE MOTION WAS DULY PASSED.
Item VII, John McGinnis request for a 5 foot north side yard variance for a
garage and 1.75 foot north side yard variance for a home on Lot 1 Block 1 F=van
Acres, 14744 Cove Avenue.
Mr. McGinnis commented that due to the angle of the home and the existence of
some large trees, a variance was needed in order for him to construct his
garage.
City Planner Graser commented per mend dated May 15, 1986. Be also amended the
1.75 foot north side yard variance to be 3 feet upon calculation.
The Planning Commissioners were concerned with this variance request because it
appeared that the situation was a hardship of the property owner and not the
ordinance.
MOTION BY AIMD TO APPROVE A 3 FOOT NORTH SIDE YARD VARIANCE FOR THE HCHE BUT
DENY THE 5 FOOT NORTH SIME YARD VARIANCE FOR THE GARAGE. THE VARIANCE pOR THE
HOME IS JUSTIFIED BECAUSE OF THE ORIENTATION OF THE BONE ON AATA(ENT LOTS,
HOWEVER THERE IS NO JUSTIFICATION FOR THE GARAGE VARIANCE. SHOO DED BY ROSBZH.
UPON A VOTE TAKEN, THE MOTION WAS DULY PASSED.
Item VIII, Julie Valine request for a 4 foot side yard variance to construct a
walkway alongside her hone for 15268 Fish Point Hoed. Julie Valine and George
Kazika, contractor, were present to answer questions.
Ms. Valine commenteC, on the request and presented a letter Exhibit w e from
Alvin Miller, abutting property owner, in favor of the variance request.
MOTION BY ARSXX.D TO APPROVE A 4 FOOT SIDE YARD VARIANCE 4U CONSTRUCT A WALKWAY
ALONGSIDE THE HOME AT 15268 FISH POINT ROAD SINCE IT IS NOT DETRIMENTAL TO THE
PROPERTY VALUES AND GENERAL. HEALTH AND WELFARE OF THE OOMKONTTY, SECONDED BY
LOFTUS. UPON A VOTE TAKEN, THE MOTION WAS DULY PASSED.
Item IX, John Noel request for a 5 foot side yard variance to construct a 12 X
16 foot deck and screened porch to the northwest side of his home at 15347
Breezy Point Road.
City Planning Intern Deb Garross commented per memo dated May 13, 1986. Also
stating that Mr. Noel did not know he needed a lakeshore variance until she
called him. Ms. Garross also presented a letter, Exhibit "A ", from Inez Stevens
abutting property owner opposed to the variance request.
The Planning Commission had several comments and concerns over this variance
request being so close to the lake and abutting property owners.
MOTION BY ARNMD TO APPROVE A 5 FOOT SIDE YARD VARIANCE AND A LAPSE VARIANCE
FOR CONSTRUCTION OF A SCREEN PCRCH. HOWEVER, NO PCRTIGN OF THE NW STRUCTURE MAY
EXTEND CLOSER TO THE LAKE THAN THE EXISTING HOME. THE GRANT33G OP THIS VARIANCE
WOULD NOT BE DETRIMENTAL TO THE AREA NOR THE GENERAL HEALTH OR WELFARE OF THE
COMMUNITY. SECONDED BY WELLS. UPON A VOTE TRAM, 3 AYE (ARNOLD, WELLS,
ROSETTE), 2 NAYS (LUMS, LARSON), THE PMON CARRIED.

MINUTES
MAY 1, 1986
The May 1, 1986 Prior Lake Planning Commission meeting was called to order by
Vice Chairman Loftus at 7:30 P.M. Present were Commissioners Wells, Roseth,
City Planner Graser and City Planning Intern Deb Garross. Commissioner Arnold
arrived at 8:15 P.M. and Chairman Larson arrived at 8:20 P.M.
MOTION BY WELLS TO APPROVE THE APRIL 17, 1986 MINUTES AS PRESENTED AND REVIRIIED,
SEDONDED BY ROSfi9H. UPON A VOTE TAKEN, THE MOTION WAS DULY PASSED.
At this time vice chairman Loftus adjourned the Planning Commission meeting.
City Manager, Michael McGuire called the Economic Development Committee and
Planning Commission joint meeting to order to discuss the "Downtown Development
Plan". Assistant City Manager /Econauic Development Committee Director, Dave
Unmacht presented for discussion elements of the plan including downtown land
use, traffic circulation and public improvements. Mr. Unmacht also discussed
the meetings that had taken place prior to the joint meeting of the Planning
Commission and Economic Development Committee.
At 8:45 P.M. City Manager Michael McGuire closed the joint P.C. and E.D.C.
meeting.
MOTION BY ROSEIH DIRECTING STAFF TO PRESENT TO COUNCIL THE DOWNTOWN LAND USE,
TRAFFIC CIRCULATION, PUBLIC IMPROYMG!NT5 AND GENERAL DOWNTOWN DVAMaI'4ENT
CONCEPT PLAN, SECONDED BY ARNMD. T8?ON A VOTE TAKEN, 4 AYE, 1 ABST'ENT'ION
(LARSON - MISSED THE PRESENTATION), THE VOTE CARRIED.
Item II, Northco Development Inc. request for Conditional Use and Variance for
Lot 5 Block 1 Blobm's 1st Addition. Larry Gensmer and Brad Rothnem, developers
were present to answer questions.
Brad Rothnem commented on the request for a 3 unit development to be located on
a parcel zoned for R-2 Residential use. Mr. Rothnem expressed that the proposed
development met with the required setbacks and was compatible with the
surrounding area. The developer also commented on the ciean up effort that will
be applied to the site.
City Planner Graser commented per memo dated 5/1/86.
Fred Oakley, 4052 Grainwood Trail, commented that he would like to see the
property value exceed $120,000.00 dollars for the development. He also
submitted comments regarding the density of the development.
Ben Baer, 15795 Eagle Creek Ave., commented on the traffic, density, clean up,
curbing, drainage and street petitioned for public maintenance.

The Planning Commission camrented on the clean up of the lot, property value,
and the possibility of changing the street to a public facility.
MOTION BY ARNOLD TO APPROVE A CONDITIONAL USE PERMIT AND VARIANCE FOR LOP 5
BLOa 1 BLOHM'S 1ST ADDITION CONTINGENT UPON:
1. THE PROMPT CLEAN UP OF THE CONSTRUCTION SITE AND ADJACENT CONSTRUCTION
AREA.
2. THAT THE OVERALL APPEARANCE OF THE BUILDING IS CONSISTENT WITH THE
VALUE AND APPEARANCE OF THE TWO EXISTING BUILDINGS.
3. THAT THE SQUARE FOOTAGE OF EACH OF THE 3 UNITS NOT DEVIATE MORE THAN
20% SMALLER FROM THE EXISTING TWIN HOMES IN BLOAM'S ADDITION.
4. THAT THE EXTERIOR OF THE BUILDINGS BE CONSISTENT WITH THE EXISTING
TWIN HOMES IN BLOHM'S ADDITION.
5. THAT EACH UNIT HAVE A 2 CAR ATTACHED GARAGE.
6. TO ENSURE COMPLIANCE BOTH THE SITE AND BUILDING PLANS MOST BE REVIEWED
BY STAFF FOR COMPLIANCE WITH THE SUBMIT= SITE PLAN AND CONTINGENCIES.

Item N, Lakeshore Restrictions discussion presented by Staff. City Planner
Graser co mented on several concerns including:
1. Restriction of back lot access.
2. Regulation of speed on Prior Lake.
3. The increase of commercial ventures on Prior Lake.
4. Horse power limitations for Prior Lake.
5. Regulation of the number of docks allowed per lot on PRNAR Lake.
6. Easements of lots and dedicated lot usage.
7. Regulation of the numiber of back lot boats allowed (1 -10 now).
8. Preservation of the lake.
9. Safety on the lake.
10. Lakeshore damage fee from developers.

Item V, CGT Properties request for Rezoning continued from April 17, 1986
meeting. Ted and Greg Schweich, developers, were present to answer questions.
Ted Schweich commented on the Rezoning and the proposal to develop a cul de sac
with 4 lots.
City Planning Intern, Deb Garross reviewed the rezoning per memo dated April 14,
1986.
At this time audience input was called for.
Andre Franklin, 4294 Pleasant Street, presented slides of the Conservation
District showing an overall view of the topography, type of neighborhood,
wildlife habitat and water bodies existing in the area.
Paul Reinboldt, 16430 Duluth Avenue, 27 year resident of the area, expressed
concern over increased pollution and decline of fish life associated with the
creek. Be also expressed that he did not want the wetland destroyed by
construction such as the multiple units.
Bill Bond, 16399 Franklin Trail, commented that he had received notice the day
of the hearing. Be felt that a buffer zone should exist between the homes and
the wetland and did not feel that elevation was a justifiable rational to to
rezone a conservation area.
John Sullivan, 16636 Anna Trail, had no objection to the rezoning but he was
concerned that the continued development of these areas could set a precedent
that would be difficult to stop in the future.
Ted Schweich, developer, commented that the Metro ewer line runs through the
property. Since the property was assessed, the developer contends that the
parcel is buildable. Be also clarified that he is proposing 4 single family
homes not multiple family units.
Phoebe Clemens, 16350 Albany Ave., a 40 year resident commented that there have
been many changes over the years that have led to the destruction of natural
beauty, wildlife habitat, flowers, etc...
Glenn Mueller, 16672 Creekside Circle, commented that the wetland should be
preserved for the wildlife. Be felt that construction in this area would be a
poor idea.
Kathy Sorenson, 16535 Albany Ave., ccownted that they moved to the area because
of the natural characteristics associated with the wetlands. She also expressed
concern regarding the traffic flow on Albany Avenue.
Julie Sullivan, 16636 Anna Trail, commented that the construction of of multiple
family hones in the area had taken away from the natural beauty of the site and
should develolnent continue, the area would be destroyed and she and her family
would no to ger be able to enjoy it.
Ted Schweich, developer, clarified that the multi- family units the audience had
been referring to consisted of the Priorwood Development located on Five Hawks
Avenue.
Paul Reinboldt, 16430 IXluth Avenue, cam anted that the destruction of a natural
habitat caused by the construction of a dam might be a questionable practice.
John Sullivan, 16636 Anna Trail, questioned whether it would be possible to
construct a road and yet maintain the wetlands. He also inquired about the
directional flow of the creek.
Shawn Reinboldt Busse commented that she lived next to the wetland and would
hate to see it destroyed by allowing homes to be built along it's edge.
Mrs. Gabriel Franklin, 4294 Pleasant Street, was alarmed at the destruction of
natural wildlife in the wetland area and would like to see it preserved so that
it does not became another Bloomington, Richfield or Minneapolis.
Andrew Franklin, 4294 Pleasant Street, presented a petition signed by the area
residents and commented that the number of signatures had increased by 1008
since the previous hearing.
The Planning Commissioners had concern over the area to be rezoned with regard
to size of area to be rezoned, buffer zone between building and wetland, a dam
for overflow, drainage, and pollution of the lake.
