MINUTES
OCTOBER 16, 1986
The October 16, 1986 Prior Lake Planning Camnission meeting was called to order
at 7:35 P=M. by Chairman Lofcus. Present were Commissioners Arnold, Larson,
Roseth, Wells (arriving at 7:40 P.M.), City Planner Graser and Assistant City
Planner Garross.
MOTION BY ARNOLL TO APPROVE THE OCTOBER 2, 1986 PLANNING O"IISSION MINUTES AS
PRESENTED, SEMMED BY R06ETH. UPON A VOTE MUM, THE MOTION MRS DULY PASSED.

Item I, Public hearing to consider revision of the City Subdivision Ordinance
was called to order at 7:45 P.M.
City Planner Graser outlined the procedural aspects of the draft ordinance and
detailed several sections including: Purpose, Processes regarding Administrative
Plat, Abbreviated Subdivision, Standard Subdivision, Preliminary Plat and Pinal
Plat.
Discussion followed. Revised wording suggested by the Planning Om mission,
staff and members of the audience was incorporated into the draft.
MOTION BY ARNOLD TO CONTINUE 70 SUBDIVISION ORDINANCE PUBLIC HEARING TO
NOVEMBER 20, 1986 AT 7:35 P.M., SBOD DED BY WELLS. UPON A VOTE TAKEN, THE
MOTION WAS DULY PASSED. (AMU, LARSON, LOFTUS, ROSETH, WELLS)
At this time a 5 minute recess was called.
The meeting resumed at 9:45 P.M.
Item II, Zoning Code Section 2.5 and Comprehensive Plan Amendment was placed at
the bottom of the Agenda.
Item III, Home Occupation Permit request for 14092 Candlewood Lane. The
applicant, Tammy Kaufhold, requested approval for the permit so that she may
operate a dog grooming service from her home.
Ms. Kaufhold cc mmented that her intent was to operate a small business in her
spare time consisting of grooming a few dogs per week.
Assistant City Planner Garross camsented per memo dated 10/16/86.

MOTION BY ARNOLD TO GRANT A HOE OCCUPATION PERMIT TO TAMMY KAUFHOD FOR 14092
CANDLEWOLD LANE TO PURSUE LOG GROOMING WITHIN HER HOME. THE REQUEST IS
CONSISTENT WITH SECTION 6.8 OF THE ZONING CODE WHICH SPECIFIES THE RHQUIREMENFS
FOR HOME OCCUPATIONS AND THE PROPOSAL WOULD NOT ENDANGER THE RESIDENTIAL
CHARACTER OF THE NEIGF930MOOD AND NOT BE DETRIMENTAL TO THE GENERAL HEALTH AND
WBLFARE OF THE COMMUNITY. APPROVAL OF THE HOB OCCUPATION PERMIT IS GRANTED ON
THE CONDITION THAT THE GROOMING SERVICE NOT BE EXPANDED BEYOND THE REQUESTED
PETITION, SEOONDED BY ROSETH. UPON A VOTE TAKEN, THE MCPION WAS DULY PASSED.

At 9:55 P.M. Item II, Zoning Ordinance Amendment Section 2.5 was called to
order.
Staff discussed Section 2.5 and requested the Planning Commission to consider
striking the section from the Zoning Ordinance and incorporating appropriate
wording into the City Subdivision Ordinance.
Discussion followed with audience input and Planning Commissioner's comments.
The Ccammissioners wee concerned that Section 2.5 not be stricken from the
Zoning Ordinance until appropriate wording be established to be incorporated
into the Subdivision Ordinance.

The Natural Features Policies of the Prior Lake Omprehe:sive Plan Public
Hearing was called to order at 10:45 P.M.
Staff discussed Natural Features Policies 1-6 of the Cagrehensive Plan and
recommended wording revisions which would allow more flexibility than the
current mandatory policies.
Discussion and input were given by the audience and Planning Commissioners.

The October 2, 1986 Prior Lake Planning Commission meeting was called to order
at 7:30 P.M. by Chairman Loftus. Present were Camissioners Arnold, Larson,
Roseth, Wells, City Planner Graser and Assistant City Planner Garross.

Item II, Public Bearing for Almac Inc. to consider the Preliminary Plat of
Island view 4th Addition. Representatives Linde Fisher, Attorney (Larkin
Hoffman Daly & Lindgren LTD), Run Swanson and Steve Harvey, Consultants (Valley
Engineering) were present to anaaer questions.
Ms. Fisher commented on the request for preliminary plat approval. Island View
4th consists of 42 lots located on 19 acres of lard which is zoned R-1. The plat
is located adjacent to and north of Northnood Road.' A 1981 sketch plan of
Island Vino 3rd and 4th was reviewed by the developer and staff ;prior to the
meeting. The developer concurs with the conditions set forth by staff and
feels that the plat is consistent with the ;Comprehensive Plan and Prior
Lake - Spring Lake Watershed Plan and Storm Water Management Plan.
City Planner Graser cued per memo 9 /30/66 and presented slides of 10/2/86.
Graser cemented that the Subdivision Ordinance currently requires a planting
program and suggested that the developer incorporate plans to plant trees
concurrently with home construction.
At this time audience input was called for.
Roman Kohout, 3600 154th St. NN, was concerned that traffic generated from
Island View 4th would be too heavy for existing Fremont Avenue.
Tom Dalsin, 3620 154th St. NW, had concern over safety factor of Fremont Avenue
and County Road 83 due to design and sharp curve.

Jeff Beaufoy, 15878 Island View Road, felt Fremont Avenue should be a through
street to handle traffic and that the county should be contacted or encouraged
to improve 83. Mr. Beaufoy also commented that a drainage problem exists in his
yard due to an adjacent hill and he was concerned about drainage from the Island
View 4th Plat.
Bill Sloan, 15918 Island View ?toad, camiented that the dust from County Road 83
is a problem. Also, he was concerned about the drainage behind his house and
questioned whether erosion control measures would be used for this plat.
The Planning Commissioners discussed the future alignment of Fremont Avenue,
incorporating road signs to warn motorists of the 's" curve on Fremont Avenue,
street design, grading, drainage, traffic flow and the proposed stages of
development for the plat.

Staff was directed by the Planning Commission to contact the appropriate parties
at Scott County in order to encourage them to implement their plans for the
improvement of County Road 83.
At this time a 5 minute recess was called.
The meeting resumed at 9:20 P.N.
Item III, Mary Eggum Concept Plan review for 2nd Addition to Oakridge Court.
Mr. Eggua was present to answer questions.
Mr. Eggum, 15708 Judicial Road, Burnsville, ornamented on the request to split 3
lots. The 2nd Addition to Oakridge Court consists of 2.26 acres which would be
split into 3 single family lots. Utilities are already in and little grading
would be necessary due to the wooded area.
City Planner Graser commented that the Oakridge Plat has somewhat larger lots
than normal. Be also explained that utilities are currently in place and that
drainage would occur over the southern 1/2 of the lots. The building on the end
lot would be in the rear of the lot and very little grading would need to be
done on the site.
The Planning Commissioners gave favorable comments on the lot split for the 2nd
Addition to Oakridge Court.
Item IV, Dave Urmacht discussion of Economic Development Policies was moved to
the bottom of the Agenda.
Item V, Lawrence Ryan request for a 4.8 foot front yard variance from the east
property line for 4841 Dakota Street S.E.. David Ryan, son, was present to
represent his father.
David Ryan explained that a variance was required in order to construct a 3
season porch addition to the home.
Assistant City Planner Garross commented per memo dated 9/26/86.

Item IV, Dave Uh acht discussion of Economic Development Policies was called
back. Mr. Uhmacht commented that the Embnaoic Development Policies are
"Strategies for the Future" and were recently adopted by the Prior Lake Economic
Development Committee. The policies were them reviewed for the Oomissio:ers.
The Commissioners commented that the outline was well done and would like to see
the findings coordinated to better the community.

At this time City Planner Graser asked the consensus of the Commissioners
regarding a Retreat House in an Agricultural area. The Commissioners were
- r eposed to such a use due to far reaching ramifications.
